What on-site vehicles will the contractor be allowed to use?
Those vehicles required to complete the tasks outlined in the PWS.
Does this contract replace the current Ground Maintenance Contract HSFEHQ10-D-0142?
No. Only those items listed in the draft PWS are included in the scope of work for this requirement.
What is stored in the shipping containers?
Most are empty.
Are light towers only used at Selma yard or are they for deployment?
Depending on the mission, they can be used for either purpose.
Does the government provide and pay for fuel for the vehicles?
Yes, please refer to Section 7 of the PWS, Government Furnished Property.
How many employees are currently working at the Selma Yard (both Federal employees and private)?
Not relevant. There are multiple contracts to provide services at Selma.
Are the enclosed and flatbed trailers to be used for deployment supplies to be shipped to disaster sites?
If the mission requires they may be deployed.
Should all units be lot-set on jack stands?
Yes.
How many units are currently on the yard?
1,700 units.
Does the Contractor request a work order for major repairs to the MHU or does FEMA arrange for major repairs.
Per the Draft PWS, the contractor is responsible for documenting the deficiencies for the repair work order(s).
Does the Contractor have to request materials for tires, axle, bearing repairs?
Please refer to Section 7 of the PWS, Government Furnished Property.
And does the Contractor charge labor for the replacement of these items under a major repair work order?
Per the Draft PWS, no major repair work will be covered under this contract.
What equipment is on yard for the Contractor’s use? What equipment (if any) does the Contractor have to supply?
The Government will provide all equipment necessary to work on the MHU’s supporting site activity.
How often are the pressure tests for waterline required? Monthly during PMI? Before unit is deployed?
Every 90 days.
How often do you want equipment moved to ensure no brake lock ups? Weekly, monthly, etc?
If units are on jacks, they do not move until deployed.
Clarification on the Class A CDL Driver Support- (Onsite? Local Area? Outside Local Are?) Please provide more detail on the requirement at the top of page 4 of the SOW. Does this mean that a Class A CDL driver is required to be on site at all times?
Yes.
Starting of Small Generators. How often and should they be tested under load?
Not a requirement under this contract.
Can Contractor staff live onsite at the FEMA Storage Yard in Contractor provided travel trailers?
No.
Who is responsible for supplying and purchasing additional warehouse racks?
The Government, please refer to Section 7 of the PWS, Government Furnished Property.
Does FEMA require that Contractor include inventory management system/ acquisition software and implementation in bid price?
No.
Provide material handling equipment support? Is the Contractor required to maintain this equipment at Contractor’s expense?
No, equipment maintenance is not required under this contract.
Light Metal Fabrication Support- Is Contractor required to have a welder on staff or just have capabilities to provide?
Personnel on staff.
Has there been a custodial support staff in place? If so, who was it and did they meet FEMA QUASP standards?
Custodial duties are being performed by current contractor.
Is any of existing staff interested in staying on with new Contractor?
Terms of the Executive Order (EO) 13495 and FAR Clause 52.222-17 applies to all new solicitations issued after January 18, 2013.
Is the equipment in the third bullet, page 7 of the PWS (“…Generators, Light Towers, ATVs, Forklifts, Skid Loaders, Tractors, Flatbed trucks, and approx. 300 smaller line items f tools, etc….”) used exclusively at the FEMA Storage Yard in Selma or is it stored for shipment to disaster mission sites?
The majority of equipment is primarily used on site, however, if needed, any piece of equipment can be deployed to a disaster site.
Will the Contractor staff be required to input information into government computer systems?
Yes.
Are there areas on yard that are restricted to badged personnel only? Do we have escort capabilities to non-badged staff? ie: subcontractors making repairs.
No restricted areas, any subcontractors making repairs are escorted by FEMA personnel.
Are there any rules and procedures specific to Selma site?
Marked speed limits and use of contractor provided personal protective equipment.
Should there be a failure of equipment during Contractor use not due to negligence ; is the Contractor responsible for repair or does the Contractor request a major repair work order?
Contractor is not responsible if not due to negligence. No work order will be required.
Will the contractor’s employees be required to be badged by FEMA and complete the E-Quip process? If so, how much time does the Contractor have between contract award and reporting for duty to get required badges? We ask because there has been a significant back-log in approving badge applications over the last 18 months.
The awardee will have at least 60 days prior to the start of the period of performance to complete the E- Quip process.
Will the existing government staff be bidding against the outside contractor?
No, the Government staff will not be bidding.
The THU SOP states a minimum of 15 inspections are performed daily, utilizing a two man concept, does that mean two contractor personnel on a team or a contractor employee and someone from FEMA?
Two (2) contract personnel.
Will the contractor have use of FEMA vehicles to drive around the complex to inspect and perform maintenance on the THU’s?
Yes.
How many contractor personnel does FEMA deem required on this effort?
FEMA will not determine how many personnel are required. Each offeror shall use their own strategy to fulfill this requirement in accordance with the PWS and solicitation.
Can you tell us how many of each length THU there is on-sight?
Estimated to be equal number of units ranging from 12’x40’ up to 14’x64’.
Can you tell us who the incumbent is and what their previously awarded price was?
Incumbent contractor is Shenandoah Fleet and Maintenance. All past award information is available via www.fbo.gov.
Can you provide a list of all the companies who attended the Mandatory site visit. Since the site visit was mandatory any company awarded this contract has to have attended the site visit, hence our reason for wanting the list prior to award.
We will not be posting the site visit attendee list.
How many IRR Push Packages are required to be kept stocked at all times?
Varies, based on the operational need.
Can this be outsourced? Are there specific hours that cleaning can be done? i.e. between certain hours, say 5:00 p.m. to ?
Each offeror shall use their own strategies to fulfill this requirement in accordance with the PWS and solicitation. All cleaning will be done during normal business hours of the site.
Accountable property inventory support services, Is this currently a FT position?
The specific work requirement is currently not a full time position.
How many FT/PT employees does the current incumbent have on payroll?
Not relevant, current contract contains different terms, conditions, and period of performance. Each offeror shall use their own strategies to fulfill this requirement in accordance with the PWS and solicitation.
Will this work be under a Wage Determination?
Yes, the contract will be covered under the Service Contract Act. The Wage Determination will be provided at the RFP release.
#10 Security and Badging says to see Attachment 4 of Section D. There is no Attachment D. What are the security requirements? Background Check? If so, does the Contractor pay for the Background Check?
Section D will be provided at the release of the RFP with all instructions.
Does the government provide golf carts or some other form of transportation to move around the grounds?
The Government will provide site transportation.
Does the MHSS conduct readiness exercises? If so, does the contractor support these exercises?
Yes and yes.
Are the employees under any Collective Bargaining Agreement?
No.
The incumbent and/or required labor codes The incumbent contractor is Shenandoah Fleet and Maintenance. Labor codes will be determined by each offeror based on their proposal strategy.

Will you please provide a listing by type and quantity of the Material Handling Equipment used at the Selma Storage Facility?
Please refer to Section 9.3 of the PWS. Forklift sizes are 5,000lb and up to 20,000 lb.
Will you please provide a listing by type and quantity of the Vehicles used and maintained at the Selma Storage Facility?
Not relevant for proposal.
Will you please provide a listing by type and quantity of the Grounds Maintenance Equipment used and maintained at the Selma Storage Facility?
This contract has no grounds maintenance requirement.
Will you please provide a listing by type and quantity of other equipment that must be supported at the Selma Storage Facility?
The primary mission of is to support the readiness of the MHUs. No maintenance of other equipment not listed in the PWS is required.
Can you please provide current type of contract and number – is it, IDIQ. FFP, T&M etc.
All past award information is available via www.fbo.gov. Please note the current contract contains different terms, conditions, and period of performance.
How is current contractor performing?
Not relevant for proposal.
Are they eligible to re-bid?
All SDVOSB companies that attended the site visit are eligible to bid on the requirement.
Is there a FEMA specific license or training required by government for CDL drivers, welders, forklift operators, tire changers?
Special licenses shall be issued by the State of Alabama unless the State of Alabama accepts licenses issued by other states through reciprocity.
Beyond the normal trucks and tractors, there are large container moving equipment – will government train on the use and safety aspects of using this equipment.
The Government will provide training on the container moving equipment.
Is there a labor union involved?
No.
Is MHSS under LMD the only of its kind or are there other location If so, where?
No, there is a similar but not identical storage site in Cumberland, MD.
Do CDL licensed drivers require their own tractors?
No, Please refer to Section 7 of the PWS, Government Furnished Property.
What about electricians? for replacing outlets & switches? Is one required??
Not required.
Security – EOD_ Will LMD require EOD as with other DHS organizations? This process usually takes several weeks – will awardee be able to have folks on site without EOD?
All personnel are required to have completed the Badging Process in accordance with the Attachment to be provided at the RFP release.
Where are security badges issued? Are they done on site in Selma or at a distant location?

When surge occurs during weekends and holiday – Will government approve OT and or holiday pay, or is this built into the FFP cost proposed by the bidder?

Are the 2 person inspection and maintenance repair team the same? Or are there 2 distinct teams, one for inspection and one for maintenance consisting of 4 people?
Different teams.
Key cutting machines for making duplicate keys as 2 keys per lock are required?

Will the government consider providing historical or projected hours to store, inventory, maintain, transport and issue housing units viewed at the site visit, for the MHSS Selma, AL?
No.
Will the government provide the specifications of mobile homes / housing units stored at the MHSS Selma AL, ie: weight, dimensions, hook-ups, fixtures?
Not relevant for proposal.
Will the government provide the number of times the surge CLIN was activated and the duration of the activation to support disaster relief from the MHSS Selma, AL for the period of performance of the contract to date?
Current contract does not operate under a Surge CLIN.
Will the government provide the number of internal state and external state mobile home transport missions from the MHSS, Selma AL for the past 12 mos?
No.
How many employees under the current contract are employed to perform the routine services of the contract?
Not relevant, current contract contains different terms, conditions, and period of performance. Each offeror shall use their own strategy to fulfill this requirement in accordance with the PWS and solicitation.
When is the actual solicitation anticipated to be released?
Draft and/or final solicitation is estimated to be posted mid-June/July time frame. Please monitor FBO for any official announcements or postings.
Do IRRs go in the trailers before shipping or do they ship separately?
Not relevant for proposal.
It was noted that only about 30% of the trailers on site were on jacks. Are there enough jacks on site for all trailers and if not who provides them?
Currently there are not enough jacks on site. FEMA will provide the jacks.
Does our CDL driver deliver trailers off the Selma FEMA site?
Not as a rule, different disaster operations require flexibility.
Is the contractor required to maintain all heavy equipment at FEMA site?
No equipment maintenance is required under this contract.
The RFP states that we will be required to provide CDL driver support off site and pay employees travel expense when this is required. Will this expense be a separate reimbursement to the contractor? If not please provide the number of occupancies expected.
Separate reimbursement.
Can you provide a list of Government Furnished equipment?
Not relevant for proposal.
Can you provide equipment maintenance records?
Not relevant for proposal.
Can you provide labor categories?
Each offeror shall use their own strategies to fulfill this requirement in accordance with the PWS and solicitation.
Can you provide a more specific list of Contractor Staff Training requirements?
All employees with positions requiring certifications to operate listed vehicles will have certification and/or license prior to the start of the period of performance.
Can you provide the frequency of the custodial support services, 4.4.1, 4.4.2 and 4.4.3?
This information will be provided at the release of the RFP.
Will the past performance of a Teaming partner be considered?
Acceptable past performance information will be outlined in Section E of the RFP.
Is there an average dollar amount to use for costing purposes for travel expenses? Is this a reimbursable cost?
No average, cost will be determined as needed.
Will the Contractor be tasked to support the mission with the ordinary delivery of MHUs in the event of an actual deployment in response to an emergency, or will the support be more of the sort provided on an extra ordinary basis (such as the support of high visibility or unusual requirements)?
Support is determined by each disaster mission.
Will the Contractor be tasked with providing purchasing services for the Government? Or will the purchasing requirement be only related to the provision of contractor furnished materials and equipment?
There is not stated purchasing requirement.
At the beginning of the site visit, we noticed many of the MHUs were up on leveling jacks, elevating the units and taking weight off the wheels and tires. Towards the end if the site visit, we noticed that the MHUs were no longer so supported. To prevent damage and dry rot to the tires, a MHU should be periodically moved to place even wear on the tires. Does supporting them on leveling jacks remove this requirement? Can the Government provide the number of units that are so supported and the number which are not and will require periodic relocation?
Once the MHUs are on jacks, they will remain on the jacks until deployed. All units are required to be on jacks, however at this time not enough jacks are available.
During the site visit, we saw numerous ATV type vehicles, none of these vehicles had contractor markings and none had obvious GFE markings, only a few had a decal with a string of numbers, presumably an identification number of sorts. Are these vehicles GFE or CFE? If CFE, could the government provide the current count of vehicles so prospective bidders can take the potential upfront capital expenditure into account?
Not relevant for proposal. Contractor will use Government vehicles located on site.
As with the ATV type vehicles, the forklifts, tractors and other equipment was not readily identifiable as GFE or CFE. Could the Government please clarify the rolling stock which will be provided to perform services under this effort?
All vehicles required to perform the services will be provided.
During the site visit, we saw approximately 9 GSA pickup trucks, will these be made available to the contractor to perform the services under this contract?
All vehicles required to perform the services will be provided.
Will Grounds Maintenance be included in the final PWS? If so, could the Government provide detailed descriptions of the areas to be maintained to include square footages and the level of effort required.
There are no grounds maintenance requirements for this contract.
If Grounds Maintenance is included, there were no noticeable outbreaks of Fire Ants in any of the grass areas viewed on the site visit, is the application of pesticides included in the scope of this contract?
There are no grounds maintenance requirements for this contract.
How many of the current staff are eligible for continued employment?

Yes, first aid and site safety training are provided on-site.
Is fleet management software to be furnished by the contractor or the government?
No.
Is there preference for local providers?
No.
Has the inventory of maintainable units had a pre-contract condition assessment?
All units are inspected prior to being accepted by the site.
Will there be deadline and productivity allowance for gross condition issues where no pre-contract assessment was done?
No.
Is contractor allowed to modify existing building to create covered service center?
No.
Are certifications required (ASE for example) for mechanics?
There is no requirement for mechanics.
Are certifications or licenses required for electricians, plumbers, and HVAC techs?
There is no requirement for certified labor of these positions.
Who is responsible for servicing the equipment such as bobcats, foklifts, and scoop loaders?
No vehicle maintenance is required under this contract.
Who is responsible for maintaining the generators and the portable lighting there on site?
No vehicle maintenance is required under this contract.
FEMA makes the windsheeres. The contractor installs the wind sheers correct?
No, FEMA supplies the materials for the contractor to build and install the wind sheers.
Who is responsible for light bulb replacement for the FEMA Facility i.e. T12,T8, and halogen bulbs?
Not relevant for RFP proposal.
Is the incumbent able to re-compete?
All SDVOSB concerns that attended the site visit are eligible to compete.
What is the present bill rate?
Monthly.

What is the make/model of the equipment that will require a CDL?
Not relevant for proposal, requirement is to provide a Class A CDL driver.
Will the Government provide the haul assests for movement/transportation off site?
Yes.
Will the Government require subcontractor pre-authorization?
No sub-contracting plan will be required. However, all employees must have completed and been approved by the DHS Badging requirements, to be provided as an attachment with the RFP release.
