Reference Paragraph E.4.1 Factor 1—Management. Item 1 requires the offeror to explain its plan to complete badging requirements for its entire staff by Dec 26, 2014.Will this same requirement apply to the incumbent contractor? That is, will they be required to rebadge all their current staff?
All staff will be required to be re-bdaged.
Reference Paragraph E.4.1 Factor 1—Management. Is the new contractor required to have all current employees under the incumbent be re-fingerprinted?
If fingerprinting records are not current, they must be redone.
When does the Government anticipate announcing the winner of this contract? This will give us an estimate of the amount of time available to complete the badging requirement.
The Government anticipates contract award to be no later than 60 days prior to the period of performance.
What is the approximate number of IRR Push Packages that are required to be kept stocked at all times?
At this time no IRR packages are stored at the Selma, AL location.
What inventory management systems (IMS) or programs are in place, and what aspect(s) of operation to they cover, account and record (MHUs only, Accountable Property, Warehouse, site and deployable equipment)?
Not applicable. The Government Accountable Property Officer (APO) is responsible for inventory of all items.
It was mentioned that warehouse inventory is conducted manually. Does this mean by paper? If so, are there plans to implement a software system to account for and track warehouse stock that merges with FEMA records? If not provided, is it contractor’s responsibility to track warehouse inventory in the manner they chose and must purchase their own software to track stock, if desired?
Not applicable. The Government Accountable Property Officer (APO) is responsible for inventory of all items.
Will FEMA provide training on all current IMS applications contractor is required to use?
Not applicable. The Government Accountable Property Officer (APO) is responsible for inventory of all items.
Is the LIMS program still in use?
Not applicable. The Government Accountable Property Officer (APO) is responsible for inventory of all items.
Will there be an accounting of all on-site equipment and tools used to support site operations (from MHEs to screwdrivers) provided to Contractor upon contract award? If so, who will provides it (incumbent or FEMA)?
Not applicable. The Government Accountable Property Officer (APO) is responsible for inventory of all items.
Are Mobile Housing Units (MHU) and Temporary Housing Units (THU) synonymous? If so, is there a preference for using in documentation and reference? If not, what distinguishes one from the other?
Yes, THU terminology is currently being replaced with MHU.
How many units are there currently at the Selma facility?
1,500 units are currently stored for deployment.
How many units come into inventory in a typical month?
Unknown, determined by mission requirement.
What was the value of the current contract for 2013?
Not applicable. Current contract is of a different scope and contract vehicle type.
Is it anticipated that any “readiness exercises” will be expected or executed during the duration of this contract? If so, how many, when and for what length of time?
Yes, there are at least two (2) exercises annually to be completed during the normal duty day.
As we are responsible for all site assets, who provides physical site security to protect against vandalism, sabotage, theft, and the like?
The Government is primarily responsible for all safety and security concerns. However, everyone should identify any issues made known to them to the Government staff.
Does that security group use dome protected, all-weather, infrared (for night vision) security cameras with complete property coverage? If so, how long is recording data stored (for review in the event of an incident)?
The Government is responsible for all security concerns.
Reference: PWS Para. 4.6, Surge CLIN Please confirm our understanding that one unit of the surge CLIN equates to 12 clock hours of overtime with a staffing level that could include the entire contractor’s workforce. For example, if a disaster requires the dispatching of MHUs on a Saturday, the contractor is requested to work from 6 AM to 6 PM, and the work requires all 31 employees that the contractor has on the contract. Please confirm under this scenario the total hours worked would be 372 overtime hours for this one surge unit.
Correct. The Surge CLIN represents 12 hour blocks of OT for up to the entire contract staff.
Reference: Attachment 6, SCA Wage DeterminationThe SCA wage determination included in the solicitation is Rev.-13 dated 6/22/2010. The current wage determination for this area is rev. – 16 dated 06/25/2013. We request that the most recent wage determination be incorporated into the solicitation.

Reference: PWS para. 4.1, MHU Maintenance The bullet on page 4 of the PWS states “Provide Class A CDL Driver support (on-site, local area, and outside local area) to include travel expenses outside local area.” Please confirm that travel expenses to include hotel, etc. is to be included in the fixed price.
All travel expenses outside of the local area will be funded on as needed basis on a separate CLIN. This is not to be included in the fixed pricing.
Reference: PWS para. 10, Security and Badging What is the average time it takes to get an employee badged at the Selma location?
There is not a badging station at the Selma, AL location. Personnel would have to travel to Anniston, AL, Montgomery, AL or Biloxi, MS to be badged. The stated average time to complete the badging process is 30 days; however this may vary if there is a backlog.
Does the Contractor provide CDL drivers for all trucks Initial Response Resources (IRR) deliveries? Example: If 250 truckloads were shipped from Selma in a two week period (as was done from Cumberland for the Hurricane Sandy mission) would the Contractor be required to provide CDL Class A drivers for every truckload?
Not required.
What frequency of safety training does FEMA consider optimal?
Training should be conducted annually.
What is the frequency for moving a THU, not on jacks, to ensure no brake lock up?
THU’s are not required to be moved, however the PMI inspection is required every 30 days.
Based on the last five years what is the average annual number of THUs deployed and received?
Average is unknown, based on the number of disaster requirements.
Paragraph 7, PWS – the government is providing office space and equipment, does that mean office furniture? Also is the Contractor’s area, the building just to the left of the Guard Shack as you enter the yard?
Yes, furniture is provided by the Government.
Can the Contractor bring in an outside vendor to periodically strip and wax the floors, and can that be done after normal working hours? If yes, how would the escorting be accomplished?
Please see Site Visit Q&A. All cleaning will be done during normal business hours.
How long does the contractor have to accomplish this after NTP?
Question is unclear to the Government. No reference for “this”.
Will the Contractor be required to provide a dedicated phone land-line, for the Contractor’s use?
No.
Could you please clarify why the size standard for this Solicitation is 100 employees? The NAICS code is 561210 for Facility Support Services, which has a dollar-based size standard according to the SBA Table of Small Business Size Standards.
This was an error. The Small Business Size standard is $35.5 Million as stated in the Synopsis notice.
Where do the Administrative Requirements go in Proposal Format (i.e., SF1449, Reps/Certs, etc.)?
The SF 1449 can be included as a separate single page attachment. Representations and Certifications should be completed electronically via www.sam.gov.
The proposal mentions PPQ's but there is not one provided to send to references. Can you provide a questionnaire?

Are past performance requirements for the past 3 years or 4? Page E-10 states 4, but page E-3 states 3.
Only past performance information for the past three (3) years are eligible for consideration.
