1. Technical

2. Past Performance

3. Price

Award will be made on the basis of the lowest evaluated reasonable price of proposals meeting or exceeding the acceptability standards for non-cost factors. Grand total will be used for evaluation.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

EVALUATION FACTORS

FACTOR 1: Technical

The technical proposal will be evaluated to determine whether the offeror effectively demonstrates the knowledge, understanding, and technical ability to successfully perform the requirements as described in the solicitation. The proposal must provide sufficient detail as outline in the solicitation to demonstrate the offeror’s ability. Offeror must receive acceptable to all concerns outlined in the solicitation. Mere statements that an Offeror can meet all requirements, without detailed supporting information, will be considered “unacceptable.” The sample provided will be evaluated to ensure that it meets all of the requirements identified in this solicitation.

NOTE: CONTRACTORS MUST DEMONSTRATE CAPACITY TO DELIVER AT LEAST

50,000 ITEMS WITHIN 48 HOURS. CONTRACTORS WITH HIGHER CAPACITY MAY

RECEIVE GREATER CONSIDERATION.

FACTOR 2: Past Performance Rating Standards:

Evaluation Rating for Past Performance Rating Definition Pass P The Offeror’s past performance record indicates that the offeror will successfully meet or exceed the requirement.

Neutral N The Offeror has no relevant past performance.

Fail F The Offeror’s past performance record provides substantial doubt that the Offeror will successfully provide as required.

NOTE: If the Offeror fails to meet a rating of “Pass” or “Neutral”, for a Past Performance rating, the offeror will be excluded from competition.

FACTOR 3: Price

(a) Government will evaluate the submitted pricing. Price is rated and will be evaluated separately. Price will be evaluated to determine whether it is reasonable and if it reflects the offeror’s understanding of the work. This factor will be evaluated utilizing price analysis techniques identified in FAR Part 15.404-1. The analysis will include review of price reasonableness. Offerors are cautioned unreasonably high or low prices may cause your proposal to be deemed unacceptable and rejected.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the grand total price for the basic requirement. The award will be based on the grand total of the proposal. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Award(s) will be made to the lowest evaluated reasonable price for the proposal that meet or exceed the technical factors and past performance acceptability standards.
