Example of Potential Task Order for The Chemical Biological Radiological Nuclear Explosives Office
Nuclear Radiological Incident Prevention Program
*Note: Government does not intend to award this Task Order. It is for informational purposes only.
1) BACKGROUND
NRIPP’s primary mission is to support Consequence Management Coordination Unit (CMCU) and Presidential Policy Directive (PPD)-25 to design plans, procedures, applicable training products and tools/applications that will assist the Federal Interagency during an increased threat incident involving support to DOJ/FBI and the Federal Interagency for the purposes of planning, consensus building, prioritization, and evaluation of survey/search efforts for Federal activities at the National Level.
2) SCOPE
To acquire subject matter expert (SME) programmatic, technical and exercise support for CMCU and PPD-25efforts for the NRIP Program located within the CBRN Office of FEMA Headquarters.
3) TASK
The Contractor shall provide program, project management, technical, and planning support to the NRIP Program within the CBRNE Office as identified in the task below.
a) General Program Support
a) Provide program/project management oversight and support.
b) Briefings
c) Point Papers
d) Reporting/Notes (Meeting Summaries, AAR, etc.)
e) Support PPD-25 FEMA internal working group scheduling, preparation, agendas, meeting minutes, after actions and tasking’s
f) Program Planning
(1) Developing Program Gantt Chart
(2) Scheduling and attending meetings with individual elements, team members, Agencies and Departments as required
(3) Assisting in conducting follow up meetings
(4) Assist in other plan development tasks –(Estimated 6 meetings)
g) Serve as exercise support staff, including developing, controlling, evaluating exercises
b) Radiological Nuclear Strategic Group (RNSG) / CMCU Support (All task will leverage off of Weapons of Mass Destruction Strategic Group (WMDS)G documentation and the CMCU Manual)
a) Provide updates to the CMCU Manual, Operations Guide and associated
Annexes/SOPs
(1) Collect Lessons Learned from exercises or scenario-based discussions and recommend required updates to CMCU Manual – Operational Draft
(2) Produce corrective action report within 7 days of exercise outlining observations, issues, challenges, and required actions to mitigate issues.
(3) Coordinate edits/updates to Manual based on agreed upon shortfalls
(4) Facilitate final publication of Manual through FEMA doctrine development processes
b) Support and continue development of the Information Management Annex to CMCU
Operations
(1) Develop and document processes for the flow of modeling results into data integration systems, Geographic Information System (GIS) and other presentation materials to support planning recommendations and decision making.
(a) Finalize needs and requirement assessment
(b) Capitalize on the MDWG/IND modeling effort to define the modeling community and their associated products
(c) Prioritize the value of the models to specific events and develop a tool kit.
(2) Collect lessons learned from exercises or scenario-based discussions and recommend required updates to CMCU Operations Guidance.
(3) Produce corrective action report within 7 days of all exercises outlining observations, issues, challenges, and required actions to mitigate issues. This report should include a key findings presentation to FEMA Response Directorate leadership
(4) Coordinate edits/updates to CMCU Operations Guidance based on agreed upon shortfalls
(5) Facilitate final publication of CMCU Operations Guidance through FEMA doctrine development processes
(6) Maintain operations guidance as a living document—including identifying opportunities to test procedures, refine content and further improve content.
c) Develop Consequence Management Crisis Decision Aid for use by FEMA Administrator and FEMA Director of Disaster Operations during PPD-25 scenarios
(1) Develop concept and outline for content – primary emphasis is on graphical format in a “placemat style template”
(2) Content should provide key references to authorities, coordination structures, key response timelines
(3) Content should provide decision support materials to assist senior leadership provide consequence management response recommendations during principal/deputies level discussions based on cost/benefit analysis, planning factors, and response considerations
d) Develop Consequence Management Crisis Decision Aids for the positions identified as part of the CMCU and associated home team support structure in the CMCU Manual – Operational Draft. These desk guides should be designed to assist CMCU staff accomplish and organize key tasks and associated deliverables during PPD-25 scenarios
(1) Content should provide support materials to assist CMCU staff support the development of consequence management response recommendations for use by FEMA senior leadership based on cost/benefit analysis, planning factors, and response considerations.
(2) Content should provide key references to authorities, coordination structures, key response timelines, required templates, and points of contact references at all classification levels
e) Provide Support for the PPD-25 Working Group which is a working group chaired by the FEMA Response Directorate-CBRNE Office to align and coordinate activities across FEMA related to PPD-25 Implementation. The group meets on a monthly basis to provide updates on deliverables/projects and make to make decisions
(1) Develop agendas and associated materials for the monthly internal-FEMA PPD-
25 WG meetings
(2) Facilitate the monthly meetings and develop statements of conclusions from each meeting with 3 days of each meeting date identifying major decisions and/or required actions and identified leads
f) Provide Support to the FBI RNSG Working Group which is an interagency body at the O-5/6 & GS-14/15 level that guides the overall implementation of the FBI’s Radiological/Nuclear Search Operations framework – including the RNSG and associated RNSO field support structures.
(1) Attend each RNSG WG in support of FEMA Response CBRNE Office Director
(2) Prepare required preparatory materials for each RNSG WG meeting including pre-briefs, briefing materials and talking points
(3) Collect required FEMA actions and major conclusions of the meeting, produce statements of conclusion from each meeting to provide to FEMA Senior Leadership, and assist CBRNE Office Director in tracking of required actions.
g) Assist in the development of training and exercise plan for RNSG/CMCU staff and associated home team structures-this deliverable should include a graphical timeline showing the progressive nature of training and exercise engagements to consistently advance capabilities and build on previous activities
h) Assist in the development and delivery of a progressive training to CMCU Staff and staff supporting associated home team structures – training should include the following content and as well as task/skill specific training required to accomplish key functions as identified in the CMCU Manual – Operational Draft and CMCU Operations with the below guidance
(1) FEMA Administrator/FEMA Deputy-Administrator awareness training on PPD-
25 and associated FEMA roles/responsibilities and operations structures
(2) Introductory Training on PPD-25, RNSG and CMCU mission and structures
(3) Intermediate training on RNSG Operations Guidance and CMCU Operations
Guidance
(4) Intermediate Training on Templates and Desk Guides
i) Support RNSG/CMCU participation in internal FEMA and external Interagency exercises including assisting the development of goals, objectives, and exercise staffing plans
c) InterAgency Support
a) Domestic Nuclear Detection Office (DNDO)/ FEMA subject matter expert to support the DNDO Global Nuclear Detection Architecture (GNDA) annual reporting to Congress; the Capabilities Based Assessment Domestic Surge project and the intelligence based Rad/Nuke Threat Risk Analysis (RNTRA) program which identifies “gaps” in the USG RN detection capabilities. Requires Support to the following initiatives
(1) Global Nuclear Detection Agency (GNDA)
(2) Radiological/Nuclear Terrorism Risk Assessment (RNTRA)
(3) Inbound Nuclear Threat (INT)
4) OTHER AGREEMENT DETAIL
I. Period of Performance: The period of performance for this SOW is estimated July 15, 2015- July 14, 2016.
II. Travel: All travel conducted under this SOW must be in accordance with the current
Federal Travel Regulations (FTR). All travel must be directly related to the Scope of Work and tied directly to the specific task for each objective. Travel Expenses invoiced shall be in accordance with the FTR. Expenditures that exceed the FTR and are not in the documented Scope of Work outlined in this document shall not be reimbursed. All requests for travel must be pre-approved by the CBRNE Contracting Officer Representative (COR).
III. FEMA- Furnished Information:
a. FEMA will provide certain FEMA information, materials, and forms unique to FEMA to Contractor to support certain tasks under this SOW. Such FEMA-provided information, materials, and forms shall remain the property of FEMA, unless otherwise indicated in writing by FEMA, and may not be distributed beyond the Contractor project performers without FEMA's prior written permission.
b. The FEMA CBRNE COR identified in this SOW will be the point of contact (POC) for identifying required information to be supplied by FEMA.
c. The Contractor will prepare any documentation (report deliverables, monthly status reports, and the like) according to the guidelines provided by FEMA.
IV. FEMA-Furnished Facilities, Supplies and Services: FEMA-CBRNE Office will not provide the Contractor with furnished facilities or services such as work space, phone, desk, utilities, fax, copier, printer, computers or LAN access.
5) LOCATION
Majority of work to be performed at FEMA Headquarters, located at 500 C Street, S.W. and contractor sites located within the National Capital Region.
6) SECURITY
The work under this tasking is classified as Top Secret (TS). The Contactor will have all personnel who will be performing work under this SOW cleared to a minimum TS/SCI level.
7) DELIVERABLES
Deliverables shall be provided to the CBRNE Office Program Manager(s) and the CBRNE COR.
