Example of Potential Task Order for Chemical Biological Radiological Nuclear Explosives (CBRNE) Front Office
And the The Improvised Nuclear Device Response and Recovery Programs

1.0 BACKGROUND
The CBRNE Office is organized as part of the Office of the Assistant Administrator for Response to improve the readiness and capacity of all aspects of the Response Directorate to respond in the event of a CBRNE incident. To achieve this objective the CBRNE Office and IND Program develop and implement department wide strategies and plans to improve the National Capital’s response to CBRNE incidents. Additionally, the Office is responsible for coordinating and maintaining the FEMA Regional CBRNE Coordinator Cadre and maintains active interagency and intra-departmental relationships with such organizations as the Federal Bureau of Investigation, the Department of Defense (Joint Staff, USNORTHCOM, USSOCOM, the Defense Threat Reduction Agency, and the National Guard Bureau), the Department of Energy: National Nuclear Security Administration, the Environmental Protection Agency, Health and Human Services (Centers for Disease Control and Prevention, ASPR, and NIH), and DHS (Domestic Nuclear Detection Office, the Office of Health Affairs, Office of Science and Technology, and Operations Coordination and Planning).”
2.0 SCOPE
The purpose of this effort is to acquire subject matter experts (SME), technical and facilitation support for the IND program located within the Federal Emergency Agency’s (FEMA) CBRNE Office.
3.0 TASK
The Contractor will provide SME and General support to the CBRNE Office and IND Program as outlined in the following task below
3.1CBRNE Office Support
The FEMA CBRNE Office provides SME support to FEMA and other Federal agencies through several programs and initiatives.
1. Assist in the coordination of stakeholder workshops, meetings, seminars/conferences, and related materials in support of program activities
2. Assist in the development of the annual CBRNE Program Review document which provides a one-page update on the status of each CBRNE component o To include standard format “Quad Charts” for each program/project component that can be used for presentations/briefings.
3. Provide draft Annual Program Review for comment
4. Provide quarterly programmatic review (brief and written document)
3.2 Federal Radiological Preparedness Coordinating Committee (FRPCC) Support
The Federal Radiological Preparedness Coordinating Committee (FRPCC) is an interagency group that focuses on nuclear/radiological emergency planning and preparedness activities. The FRPCC is co-chaired by FEMA Response Directorate and FEMA Technological Hazards Division. (Estimated at 750 hours of support annually)
1. Provide support for the CBRNE office’s role as co-chair of the FRPCC
a. Assist in the development, coordination and institutionalization of the quarterly meeting coordination process o Such as Tactics, techniques and procedures
b. Provide knowledgeable meeting facilitator to review agenda as well as facilitate the FRPCC meeting(s) o Agenda’s will be in accordance with the approved formal coordination process
c. Assist in the development of the agenda and pre-briefings for the co-chairs in accordance with the approved formal coordination process Coordinate with the CBRNE Office representative and FEMA’s
Technological Hazards Division (THD) will be required
d. Assist in development as well as update of the FRPCC 12 month Strategic Plan
3.3 CBRNE Regional Coordinators Support
The CBRNE Regional Coordinators (CBRNE RCs) is a network of Regional personnel who serve, collaterally, as a CBRNE point of Contact for the FEMA CBRNE Office in HQ. While roles and responsibilities vary by each region, the CBRNE RCs serve as a conduit and liaison between the FEMA CBRNE Office, the FEMA Regional Offices and the State/Local organizations in each region. (Estimated at 1300 hours of support annually)
1. Provide support to the CBRNE Office and the FEMA CBRNE Regional Coordinators
a. Assist in development of meeting preparatory materials, products, briefings, information and position papers o Must be provided 48 business hours prior to meeting(s)
2. Review and compile comments and submit documents and SOC for approval o Must be provided within 48 business hours following the conclusion of all scheduled meetings
3. Support transition of CBRNE Coordinators online interactive portal, to include the Key Leader Tool, to the FEMA CBRNE SharePoint site
4. Support Regional engagements, such as:
a. Regional RISC meetings
b. Engagements in support of Key Leader Tool roll-out
c. Develop CBRNE Coordinators CONOPS and facilitate the approval, promulgation and distribution of the CONOPS
5. Support demonstration of the Key Leader Tool to the interagency and National IMAT
Teams
3.4 CBRNE Duty Officer Checklist
The FEMA CBRNE Office utilizes a roster of personnel that are on-call for 2 weeks at a time for CBRNE incidents and events that may occur. These duty officers are critical to the reporting chain during an incident (i.e., unusual events at NPPs, NIRT deployments, suspected anthrax incidents), and in order to maintain awareness and capability, a CBRNE Duty Officer Checklist is being developed.
1. Update and provide updated version of checklist to include appropriate decision support tools available to stakeholders at all levels through interactive, online means
a. Interview appropriate stakeholders to shape the document for distribution
3.5 Urban Areas Security Initiative (UASI) City IND Effects Modeling
The UASI city IND analyses and advanced modeling are a major part of the IND R&R program activities. The modeling, technical assessments, and reports produced from these analyses help to inform Federal, State, and Local Response/ Recovery planning activities. A National Laboratory with subject matter expertise and proven modeling capabilities will develop the technical modeling results and graphics. * Meeting notes and documentation from past workshops as well as previous analyses from catastrophic disasters will be used to this end for future UASI cities*
1. Assist in the development of Critical Infrastructure (CI) Impacts documents that synthesize and analyze modeling results for each UASI city studied o In addition to independent contractor modeling and analysis efforts, the CI Impacts documents will include complementary information pertinent to IND modeling for the CBRNE Office and will be considered stand-alone documents o This approach will provide regional planning partners input and analysis for utilization in IND plan development and pertinent exercises o Work should be coordinated with Key Planning Factor documents to ensure the Critical Infrastructure Impacts documents are consistent and satisfy Regional and Planning needs
2. Conduct necessary research and perform subsequent modeling for an IND detonation for designated UASI cities and the subsequent effects on the supporting/ immediate response region
3. Support additional efforts to develop the report and analyses into a “Key Planning Factors” document that will provide a tool that Regional, State, and Local representatives can use to develop their all-hazard planning documents
4. Using National Laboratory IND analysis products in addition to interagency stakeholder products to develop a CBRNE Coordinator support tool
5. Consider IND impacts and cascading effects, performed in a manner similar to previous FEMA CBRNE regional IND modeling efforts
3.6 Development of CBRNE Documents/ Guides Support
The CBRNE Office has been tasked to build CBRNE Specific guidance, and analysis to aid in the effective coordination of core Federal response capabilities needed to save lives, minimizing suffering, and protect property in communities throughout the Nation overwhelmed by the impact of an incident regardless of cause.
These documents will be published and will provide clear and actionable doctrine and policies that can effectively inform decisions and guide FEMA response operations at the incident, regional, and national levels.
1. Support the development of identified documents/guides and associated products in accordance with FEMA Response Directorate development processes.
o Current guide is the 72-Hour Response Compendium, which provides the FEMA CBRNE Office with knowledge of the first 72-hours of a CBRNE-related incident.
2. Gather input and information from appropriate stakeholders to shape the documents/guides for distribution
3.7 Beyond the Border (BTB) Initiative
In the Beyond the Border Agreement, the US -Canada committed to establishing a working group to focus on preventing, mitigating, preparing for, responding to and recovering from CBRNE events. The CBRNE BTB Working Group developed work plans and validation metrics to achieve stated objectives in October 2012 which was followed by a validation of bilateral efforts within five years (FY 2017) to establish or develop:
• Joint Training opportunities and share lessons learned to enhance preparedness for and response to, CBRNE events in both countries;
• Bilateral information-exchange opportunities to share advancements in policies, plans, science and technology and lessons learned;
• A strategy that can enhance bilateral interoperability for conducting CBRNE response; and
• Develop a mutual assistance CBRNE concept of operations
1. Produce Lessons Learned/Quick Look Reports and After Action Reports (AAR)following meetings, discussions, workshops and Table Top Exercises (TTX) o Must be provided within 48 business hours after meeting, discussion, workshop or TTX
2. Schedule, conduct and facilitate monthly meetings, discussions, workshops, TTXs and teleconference calls
a. Plan, prepare, coordinate USG Department and Agency participation/support for international meetings, workshops and TTX
b. Produce and distribute meeting Agendas and minutes o Must be provided within 48 business hours after meetings, workshops and
TTX
c. Produce meeting preparatory materials/products o Such as briefings, information papers and position papers o Must be provided within 48 business prior to briefing or meeting
3. Facilitate achievement of Beyond the Borders (BTB) Task 7A CBRNE Objectives
a. Assist in framing the operational environment; problem and potential solutions in develop a bi-national cross border CBRNE Consequence Management CONOP
b. Assist in the development and refinement of BTB Task 7A CBRNE Tiger Teams work plan
c. Develop and maintain Tiger Team Membership and Points of Contact Information
d. Request for Assistance Government Approval Process/Legal
4.0 OTHER AGREEMENT DETAIL
I. Period of Performance: The period of performance for this SOW is estimated from 08/15/15-08/14/16.
II. Travel: All travel conducted under this SOW must be in accordance with the current Federal Travel Regulations (FTR). All travel must be directly related to the Scope of Work and tied directly to the specific task for each objective. Travel Expenses invoiced shall be in accordance with the FTR. Expenditures that exceed the FTR and are not in the documented Scope of Work outlined in this document shall not be reimbursed. All requests for travel must be pre approved by the CBRNE COR.
III. FEMA- Furnished Information:
a. FEMA will provide certain FEMA information, materials, and forms unique to
FEMA to Contractor to support certain tasks under this SOW. Such FEMA-provided information, materials, and forms shall remain the property of FEMA, unless otherwise indicated in writing by FEMA, and may not be distributed beyond the Contractor project performers without FEMA's prior written permission.
b. The FEMA CBRNE Branch COR identified in this SOW will be the point of contact (POC) for identifying required information to be supplied by FEMA.
c. The Contractor will prepare any documentation (report deliverables, monthly status reports, and the like) according to the guidelines provided by FEMA.
IV. FEMA-Furnished Facilities, Supplies and Services: FEMA-CBRNE Office, will not provide the Contractor with furnished facilities or services such as work space, phone, desk, utilities, fax, copier, printer, computers or LAN access.
5.0 LOCATION
Majority of work to be performed at client sites located within the National Capital Region and FEMA Headquarters.
6.0 SECURITY
The work under this tasking is classified as Secret. The Contactor will have all personnel who will be performing work for the CBRNE Unit cleared to a minimum Secret level, with a majority of the staff cleared at the TS level. Contractor and subcontractor personnel, as well as individuals who are consultants to the Contractor, with access to certain specified classified information or locations, shall require Top Secret (TS). TS access will be required for restricted government facilities. The highest level of work to be performed at the contractor’s facility will be Secret.
7.0 DELIVERABLES
Deliverables shall be provided to the CBRNE Branch Program Manager and the Contracting Officer Representative (COR).
