Question Answer
What is the anticipated timeframe for solicitation release, response, and award?
Please refer to page 29 of the PowerPoint presentation posted on fbo.gov on 12/18/2014 although this date is subject to change.
What is the anticipated NAICS code to be used? TBD
What is the anticipated evaluation criteria (Best Value, Low Price Technically Acceptable, etc.)?

The FirstSource II contract is mandatory for consideration within DHS. This type of contract appears to be in scope of a Master Delivery Order (MDO) under Small Business FirstSource II rather than a GSA-based BPA. This also has advantages in terms of rapid addition of new technologies and carries no contract fees. Is FEMA considering the
MDO path?
FEMA's intent is to issues its own BPA(s) in an effort to streamline the ordering process for customers. FEMA will continue to use FirstSource until the BPA(s) are in place.
The relationship between the table of discounts and the "minimum discount structure" is unclear, with the former showing a range and the latter showing a specific discount for most categories and no discount for others. Could FEMA please clarify?
FEMA is reviewing and will be requesting significant discounts from GSA schedule and/or commercial vehicles.
The Requirement column indicates "3-BPAs" for hardware and software, and the Award column indicates "Multiple IDIQ". Is it correct to assume that the Government is contemplating issuing 3 single-award BPAs, each with a subset of the product categories shown in the Draft BPA?
FEMA's intent is to issue competitive, single-awarded BPA(s). The number is unknown at this time.

If the answer to the previous question is "Yes", what groupings are being considered? For example, BPA 1: Desktops, Laptops, Ultra Laptop, Printers; BPA 2: Servers, Tape Library; BPA 3: All other categories.

What Socioeconomic set asides are being considered?

What types of hardware and software are anticipated to be acquired through the three BPAs identified on the Socioeconomic Disadvantage Concerns document? How would FEMA use these BPAs in relation to the DHS One Source contract?

What is the expected interaction between ADES and the “Hardware BPAs” contract
FEMA will be using its hardware BPAs to acquire the contracted goods and services. If a hardware requirement is a minimal part of another line of business requirement, the strategy for that will be determined at that time.
The Hardware/Software BPA is scheduled for 2016. Why create a new BPA when FirstSource II is in place?
Will FEMA continue to use FirstSource II? Why replace FirstSource II before it is exhausted?
FEMA needs the ability to quickly place orders for its customers and currently, each requirement procured under FirstSource must have a fair opportunity competition. While one large fair opportunity could potentially be done, it would result in one task order that would potentially have numerous modifications as the taskings for equipment were done. This is not efficient for
FEMA, particularly during disasters.

Please consider multiple NAICS codes that cover small 25 miles NAICS code, 750, 1000, or 1500
Employee NAICS Codes and Large Business, this way you will have competition across the contractor community.

End user mobility requirements can be satisfied with various devices (example: smartphones, radio, or coverage device.) Will FEMA engage with Harris personnel in discussions to help clarify/inform how end user mobility requirements will align with the hardware BPA?

You may want to consider using existing government entities for hardware ordering, such as a logistical series provided today for federal entities included non-DOD through the Defense
Logistics Agency. Some holds true for grants managements done today nationwide with the US
Dept. of Justice Office of Justice Programs.
Besides, a next generation financial management system, what are the major FEMA IT systems for a next generation – type acquisition for the next 5-
10 years?

Do you for see a need for mobile secure operating centers for the purpose of exchanging classified information at disaster sites? In other words, a more secure facility for command and control needs.
