Question Answer
Are there issues with how you coordinate (share information, authenticate users, etc.) with other organizations (federal, state, and local) in day-to-day and in emergency operations?
No. Current processes and systems allow for proper exchange of information and authentication.
Are there issues with dealing with Personally Identifiable Information (PII) and its proper protection?
No. Proper security controls in place maintain the safety of PII information.
What security clearance level is required for contractor staff assigned to these programs?
O&M Specific: Various clearance levels may be required as detailed in Section L (Security)
Paragraph 4 (Contractor Personnel) of the DRAFT SOW. Each subsequent task order will detail the clearance levels required.
Will FEMA consider cloud services for application development?
TBD
Will FEMA consider commercial past performances?
Yes
Recommend the government consider making multiple awards in the Operations and
Maintenance competition to ensure that FEMA receives best value support across the broad range of information technology systems.
Currently, the acquisition strategy is for a single award.
How much transition time will be allocated for each contract?
O&M Specific: Task #7 states transition not to exceed 60 days. PMO - There is currently no contract in place for PMO support. Should there be one the transition would be three months.
What measures will be in place to ensure smooth integration and coordination across all contracts?
PMO - Achievement of performance objectives defined in each issued Work Order.

Please clarify the COI rules as they pertain to subcontractors on different solicitations. That question was under review on Industry Day.

How does the OCIO Roadmap impact or complement the FEMA Mission and Program
Areas. Will we see, in the future, all IT procurements coming through the OCIO office or will Mission Areas still procure IT and other Program Services directly through their own offices? Is it the intent of OCIO to consolidate all agency IT decisions and procurements across
FEMA? Do all procurements at FEMA run through the OPO before release?
PMO - It is intended that all project and program management support for the Agency be acquired through this contract vehicle.

Emerging Technology is listed as one of the eleven requirement areas on the Socioeconomic
Disadvantage Concerns document. Which of the seven lines of business are each of the requirements associated with?
PMO - Emerging Technologies includes remaining current on project and program methodologies and practices of the PMI and ITIL frameworks.
Would FEMA please describe the relationship of different contract areas (namely Program
Management Oversight, Mission Needs and Requirements, Application Development, Engineering and Sustainment, Quality Assurance and IV&V, Production Management (O&M), Information Technology Security, and Hardware/Software BPAs) while providing scope and interactions among them?
The PMO Contract provides for PM support in two ways. First, in support of the OCIO PMO in its oversight, monitoring, supporting and reporting of PM activities across the agency; second, as a vehicle from which individual FEMA Programs can acquire PM services should they not have Government staff with the requisite skills.

Please confirm the clearance requirements vary from Secret to Top Secret/SCI by Task as stated in the draft RFQ. Reference: pg. 16 The Offeror shall develop new security documentation as required by the Government and maintain existing NIST/DHS Security Authorization -required documentation for each AMC all information systems programs. Each of the programs identified in Appendix 1 are at different phases in the security life cycle; therefore, the security documentation status of each program is also at various stages.
Please provide data on the information systems that are included within the scope of this effort.
How many systems? Complexity? Etc.

For some areas, but FEMA must comply with OCI regulations in accordance with the Federal
Acquisition Regulation.

Does the government plan to use any specific contracting vehicle such as Alliant, CIOSP3, or
OASIS?
PMO - No
For projects that adopt Agile methodology, teams composed of Project Managers, Functional/Requirement Analysts, Architects, Developers, Testers, and etc., have to work together to meet the objectives of each sprint. If the required team members of the project come from different vehicles, does FEMA foresee risk with contracts, task orders, etc. that may impact one vendor and subsequently impact the entire sprint of the project?
PMO - The PMO contract will support enterprise level oversight, monitoring, and reporting of project and program activities. Projects and programs will be managed individually. The PMO contract may be used to acquire project and program support specific to any given effort.
Where does Enterprise mobility, wireless LAN, and BYOD solutions fit?
The O&M requirement. Task #6 (Telecommunications Management Support) within the DRAFT SOW
Question Answer Does the Government anticipate providing the
"Statements of Work and Statements of Objectives" that were referenced in the
FedBizOpps posting of Nov. 14?
They were provided prior to the Industry Day.
Updated OCI Language
FEMA understands its responsibility to conduct the acquisition process with the highest of integrity and in a manner that is fair, impartial, and biased toward none. To this end, FEMA will execute its Information Technology acquisitions in compliance with the guidelines that govern both
Conflicts of Interest (COI) and Organizational Conflicts of Interest (OCI). These guidelines include the criteria set forth at Federal Acquisition Regulation (FAR) Subpart 9.5, Subpart 3.11, and other sources which serve to govern the identification, prevention, and handling of COIs and OCIs during the conduct of the federal acquisition process.
Is the single O&M contract award a replacement for COMMITS or COMMITS II? If not, how is work targeted for each contract vehicle differentiated?
Yes, it will be a follow-on to COMMITS.
