VENDOR QUESTIONS TO HSFE04-13-R-0004 (#5)

1. Is the contract on a Firm-Fixed price or time and Materials basis? It isn’t clear whether the government wants only the unit hourly rate for the proposed labor categories.

This IDIQ is a Firm-Fixed price. Yes, please provide only your hourly bill rate for each state. Use 23470 laborer for this solicitation. Please note that your labor or bill rate must not be lower than the federal wage for each state.

1. Will the government provide the anticipated locations within the following states? Al, FL, GA, KY, MS, NC, SC, and TN. To effectively price this using a “Laborer” rate in the Wage Determination, it is important to know which counties the work might be performed in.

This is an IDIQ. We do not have the anticipated locations within the eight states at this time. Once again, please provide only your hourly bill rate for each state.

1. What criteria other than price reasonableness with the government use to determine Best Value?

The IDIQ contract will be based on price reasonableness and best value.
