This Specification is for the replacement of an existing medium voltage (15KV) secondary unit substation and one downstream individual 300-KVA liquid-filled transformer at the US Coast Guard SFO Southwest Harbor, Maine. All work shall be in strict accordance with the 2014 National Electrical Code (NEC), 2012 National Electrical Safety Code (NESC), OSHA, Emera Maine (formerly Bangor Hydro) and equipment manufacturers.

1.1.1 Existing Secondary Unit Substation

A. US Coast Guard SFO Southwest Harbor receives commercial power from service provider Emera Maine via a utility pole located outside the US Coast Guard property. An underground service lateral runs between the utility pole and CG owned, 8320 GRDY/4800-208Y/120V, five-section “secondary unit substation”.

300-KVA UNIT SUBSTATION

B. It is the intent of this project to replace the existing secondary unit substation in entirety to include but not limited to; 15KV primary switching section, surge arrestor, metering, 300-KVA transformer section, and 208Y/120V, 800-AF, 3-phase, 4-wire, 60-Hz, low voltage distribution section. Refer to Subpart

1.1.2 below.

SECTION 01 11 00 2

C. Conductors/cables entering and leaving the existing substation sections shall be replaced as new.

D. Existing Substation Primary Section: The existing primary section consists of a 15KV fused cut-out that is typically seen on a utility pole. The ratings of this fuse are unknown and no photo available. Refer to Subpart 1.3.A below for field survey requirements.

E. Existing Transformer Section: There are three (3) 8320 GRDY-208Y/120V, 100-KVA, pole-mounted type liquid-filled transformers. Although the substation enclosure is stenciled the transformers are non-PCB, the individual 100-KVA transformers do not appear to be individually labeled. Hence, Contractor shall test, label and properly disposed of the transformers in accordance with local, state, and federal requirements. Submit a copy of the disposal records.

TRANSFORMER SECTION: (3) 100-KVA TRANSFORMERS

F. Existing Low Voltage Distribution Section: The outgoing section of this substation includes a 208Y/120V, 3-phase, 4-wire, 800 AF distribution panel with two circuit breakers; one 3-pole 400-AT and the other a 3-pole 300 AT. These two circuit breakers are the service disconnecting means for the Multi- Mission (MMB)/ADMIN Building and Barracks/UPH Building respectively. Refer to Drawing P7534931d03.dwg and Reference Drawing 01-01-83 (E-5).

SECTION 01 11 00 3

For contracts under $25,000, a Schedule of Values is not required. In addition, keep the Government Inspector informed daily of the expected delivery dates for major pieces of equipment and materials.

The Construction Schedule shall clearly indicate the start and completion dates of major work components. The Schedule of Values shall clearly indicate unit value of all major work components.

The Construction Schedule shall incorporate at a minimum the following activities:

a. Mobilization

The value of all major work components within the project shall be identified on the Schedule of Values on a unit quantity and unit cost basis, e.g. number of squares and cost per square of roofing, number of lineal feet and cost per lineal foot of conduit, number of panels and cost per panel etc. Lump sum items shall only be paid for when 100% complete. Do not include mobilization and demobilization line items on the Schedule of Values.

The Construction Schedule and Schedule of Values as approved by the Government is not a substitute for quantities conveyed by the specification and drawings and those required for a complete job. Omissions and errors on the Construction Schedule and Schedule of Values are the responsibility of the Contractor.

Payments will not be made until the schedule of prices has been submitted to and approved by the Contracting Officer.

1.3 UPDATED SCHEDULES
