1. Does Grey Wolf trailer satisfy CG req'ts?
ANSWER: We don't approve submittals pre‐award of a contract so we would not comment specifically on the Grey Wolf trailer. However in order to avoid "availability" issues we have decided to relax the slide‐out requirement. We will post the verbiage below to the Q&A amendment that will be posted later today.
"Delete "slide‐out type" from Specification Section 01 11 00 Part 1.1.3.A(5): Living Area (slide‐out type). A slide‐out type will be acceptable but not required."
2. Liquidated damages (for failure to compelt eon time) ‐ Didn't find any mention of LD's. Are LD's applicable to this contract?
ANSWER: There are no liquidated damages associated with this contract.
However, if the Contracting Officer grants an extension to the period of performance that is through no fault of the Government, the Government will ask for some kind of consideration, either monetary or in the form of extra work.
3. Retainage ‐ Similarly, did not find any specific mention of whether or not retainage will be withheld, as long as the contractor is performing satisfactorily. Will retainage be withheld? If so, at what percentage with each pay request?
ANSWER: SEE FAR Clause 52.232‐5, Payments under Fixed‐Price Construction Contracts Para (e). If the Contracting Officer finds that satisfactory progress was achieved during any period from which a progress payment is made, payment is to be made in full. The Contracting Officer may retain up to 10% on progress payments if the contractor is not progressing satisfactorily.
4. Emera's (local electric utility) representative explained today that their standard requirements have changed recently, and they will require a new privately owned riser pole with this upgrade, to be set 15' away from the existing Emera owned 3 phase deadend/metering/riser pole(which they intend to upgrade separately). This is added private pole does not seem to be a requirement of the contract presently, at least not anywhere that we can find.
Will the contract scope of work be revised to inlcude a new contractor furnished and installed 45' riser pole? If so, the existing UG primary conduit will need to be intercepted and redirected with new conduit up the new riser pole (also requiring trenching to locate and perhaps concrete removal, in order to gain access to the primary conduit such that it can be redirected to the new riser pole). This will require one additional work activity during the weekend outage, redirecting the existing primary conduit to the new riser pole.

Also, this will involve a requirement for new steel primary conduit run on standoffs up the riser pole, as well as a 2nd riser conduit up the pole for the new primary metering instrument enclosure located at the base of the new private riser pole. Please confirm the addition of these work activities.
ANSWER: Insert the following into specification section 01 11 00:
Part 1.1.5 (New Emera Maine Required Utility Pole)
(1) include one (1) timber utility riser pole meeting the requirements and specifications of the electric utility Emera Maine. Coordinate requirements with Emera Maine. This shall include all guying requirements.
(2) Contractor shall include rerouting the existing service lateral and pole riser raceways to the new utility pole estimated to be 15 linear feet away from the existing riser pole. This shall include intercepting the existing concrete encased duct and after new service lateral and riser are completed, to concrete encase new underground raceways per NEC, NESC, and Emera Maine.
(3) Contractor shall include additional riser conduits for metering per the requirements of Emera Maine.
(4) Contractor shall include all costs associated with the work performed by Emera Maine to include rerouting of the electrical service to the new Contractor provided pole.
(5) For bidding purposes, the Contractor is encouraged to solicit Emera Maine for their pole/service/metering and ancillary specifications to include a complete material and cost breakdown associated with installing a new utility pole and rerouting of the electrical service.
(6) All work shall be in strict accordance with NFPA 70 (National Electrical Code), IEEE C2‐2012 (National Electrical Safety Code), and the requirements of Emera Maine.
5. At the existing unit substation location, what is the intent with regard to maintaining Emera required clearances when opening the doors of the new unit substation to access the primary compartment? Is the intent that the access doors face the chain link fence side of the existing concrete pad, vs the building side? Emera indicated that the clearances between the existing concrete pad/unit substation primary and the barracks building are insufficient. If access doors are to face the chain link fence, this will liklely require a custom manufactured enclosure or configuration on the substation. Please confirm intent with regard to orientation of access doors to service the new unit substation primary fused switch and transformer primary.
ANSWER: New unit substation shall be oriented on the concrete foundation such that the proper working clearances can be obtained. Working clearances shall be in accordance with the NEC and NESC.

6. The existing private driveway on the other side of the chain link fence will need to be accessed by crane to lift and replace the existing unit substation with a new substation. Will the USCG guarantee that private access is guaranteed?
ANSWER: Contractors will only be Authorized access to CG owned property and the real estate under the jurisdiction of Emera Maine (per their approval).
Accessing private property is NOT AUTHORIZED. If Contractor can assure no damage to the underground utilities around the existing substation where they want to place equipment (i.e. crane), then they may submit for approval a plan detailing the locations and ratings of equipment to include details on how they plan to prevent damage to existing underground utilities.
7. It was mentioned that bids were already received for this project once previously. May we ask why this the project was not completed based upon the previous bids that were received? Was there any technical issue or problem with the scope of wrok, preventing the previous bidder with carrying out the intended scope of work?
ANSWER: Bids were not solicited or received. However this Solicitation was originally solicited to result in a direct award between the contracting activity and an 8(a) contractor on a sole source basis pursuant to a Partnership Agreement between the Small Business Administration (SBA) and the Department of Homeland Security (DHS). It was subsequently determined to be in the Government's best interest to compete the requirement.
8. Emera asked for a copy of the design documents (at the prebid meeting), in order for their engineer to review the design documents for this project, prior to bids being accepted on 5/17/17. Will the bid date be extended while Emera reviews the contract techincal requirements? Their stated equirement for a new private riser pole, clearance concerns, etc, may have signalled other issues of concern to Emera. Will this Emera review occur before the bids are received?
ANSWER: The plans and specifications have been provided to Emera Maine. The bid opening date will be extended to June 2, 2017 at 2:00 PM EST via an amendment to www.fbo.gov.
