AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT

QUESTION: Can Unit Substation be replaced per attached sketch / 1 Line (proposed 1‐ Line.pdf)?

ANSWER: It is conceivable that Contractors have different and maybe more efficient ways to complete this work; all of which may be acceptable. However we are not going to entertain such changes at this juncture. Offerors shall bid the project as specified.

Be reminded that the solicitation and resulting contract does include FAR Clause 52.248‐ 3, Value Engineering – Construction, which encourages a Contractor to develop, prepare, and submit value engineering change proposals (VECP's) voluntarily. If a VECP is accepted the Contractor shares in any instant contract savings realized from accepted

VECP.

QUESTION (continued): Use of standard and more readily available components (loop feed padmount transformer, OH airbreak switch, 208V Main Distribution Panel) would yield cost savings and allow for operational flexibility with regard to future repairs or replacements. The integrated Unit Substation specified is a unique manufactured piece of equipment, with associated long lead time for procurement. Proposed distribution arrangement would allow for shorter scope confined outages to perform the installations

ANSWER: Specification Section 26 11 16 Part 2.2 (Secondary Unit Substation)

Replace Sentences; "Substations shall be sub‐assembled and coordinated by one manufacturer and shall be shipped in complete sections ready for connection at the site.

Where practicable, substation shall be shipped as one unit."

With "Secondary Substation may be sub‐assembled by one manufacturer or be supplied as individual sections (i.e. individual load interrupter switch, liquid‐filled transformer, and low voltage switchboard)"
