Response to RFIs – Waterfront Repairs Project July 2, 2012
- There are two sets of "General Condition" specifications and two sets of "Technical" specifications contained within the contract documents. It appears that one set is attached to the waterfront repairs portion of the project and the other set is attached to the new concrete float portion of the project. Clarify how discrepancies between the two sets of specifications (specifically if there is a discrepancy within the same specific spec section) should be treated?
The two sets of technical specifications are mutually exclusive, and apply solely to the respective project scopes. No conflicts within the general conditions specifications are known; however, these general specifications should be considered complementary as they pertain to the overall administration of the consolidated contract.
- Contract drawing S-15 indicates that the timber wale members on the Luder Dock are 3" x 10", the cover board members are 2" x 10" and the pipe piles are 16" diameter. The actual sizes of the members in the field are 4" x 10" wale members, 3" x 10" cover board members and 14" diameter pipe piles. Please clarify/confirm.
The members shall be replaced and sized, respectively, according to the actual size of the members in the field.
- Section A1 on contract drawing S-03 shows 86' 5" of PZC-18 steel sheeting (with the new wall extending to Sta 0+00). The remaining details in the contract drawings show the PZC-18 sheeting starting at Sta 0+14.2 and having a total length of 73.8'. Please clarify
The steel sheet pile starts at station 0+14.2 and has a total length of 73.8’. Station 0+00 to 0+14 will remain a stone quaywall.
- Detail B2 on contract drawing S-05 specifies to drive sheeting around the (2) 4" conduits and protect the conduits with grout bags. In order to drive the sheeting it will be necessary to cut the conduits, drive the sheeting, cut openings in the sheeting for the conduits and then reconnect the conduits. Is this acceptable?
Yes, the conduits shall be terminated and reconnected in accordance with all applicable codes and regulations.
Coordinate with USCGA to assure minimal interruption to service. One of the 4” PVC conduits contains the 2” sanitary force main from Jacobs Rock; the other contains the 2” PVC potable water line to Jacobs Rock. Provide temporary sanitary facilities for Jacobs Rock during the interruption.
- Contract drawing S-02 specifies that the existing concrete cap at the North end of the existing timber bulkhead (adjacent to the Jacob's Rock pier) is to be removed. There is no detail provided for a replacement cap or for how the grade will be finished and handled between the end of the new timber walkway and Jacob's Rock pier (approximately 14' +/-). Please provide a detail or clarification on what is to be done in this area.
The timber walkway will extend over that area, station 0+00 to 0+14. Once the cap is removed, the area shall be filled with the same gravel material used behind the sheet pile wall and under the timber walkway. The handrail and timber walkway are shown on detail B2, sheet S-05.
- Is there any work included as part of this contract on the 14' of existing timber fascia and aluminum rail between the end of the timber walkway and Jacob's Rock pier. The drawings do not indicate any work occurring to these items but work may be necessary to tie the new walkway and finished landside condition of the 14' section together.
The existing timber fascia and handrail shall be removed from station 0+00 to 0+14. The new timber walkway and aluminum handrail will extend over the 14’ section.
- Provide a material type and thickness for the 2' x 4' wear plate detailed on the "Floating Dock Plan" for the South Dock on contract drawing S-12.
The wear plate shall be 3/8” stainless steel.
- Detail A2 on contract drawing S-14 calls out replacing the hinge bolts on the existing timber ramp hinges. The schedule of repairs for the float specifies replacing the hinges. Please clarify.
Detail A2 on S-14 is correct. Only the hinge bolts are to be replaced.
- What is the elevation of the tops of the existing piles on Float #5 (for determining the length of the pile wraps)?
For bidding purposes the pile wraps shall be 15 feet.
- Contract drawing S-15 details pile caps on the top of the existing pipe piles on the Luder Dock. There are not currently caps on the tops of the piles and the contract drawings do not make any reference to the contractor being responsible for furnishing and installing caps (steel plates or PVC cones). Please clarify if this is simply a detailing discrepancy or if there is pile cap work that should be included as part of the work on the Luder dock.
Contractor shall provide new PVC pile caps for the Luders Dock identical to the new caps indicated for installation on the adjacent Leadership 44 Floating Dock (see detail B3/S-501 of drawing CC-1164).
- There are no specifications for preparation of the piles that will receive the UHMW pile wraps. Please clarify how the piles are to be prepared prior to installation of the wraps.
The piles shall be prepared per manufacturer’s instructions.
- Specification section 042000.3.5.3 states that the Quay Wall is to be grouted by pumping concrete (4,000 psi ¾") into the joints. Given the size of the stones and joints that need to be grouted it may not be possible (or realistic) to pump the joints, they will most likely need to be pointed by hand. Is hand pointing acceptable for the Quay Wall?
Yes, provided the joints are completely filled to a minimum of 8 inches behind the face of the wall.
- Timber Note 1 on contract drawing G-02 states all timber is to be No. 2 grade. Specification section 061333.2.1.1.1 states the timber is to be Select Structural grade. Please clarify
All timber shall be No. 2 grade.
- Detail C4 on contract drawing S-04 indicates the timber walkway decking (2 ½" thick) is to be secured with 50d (5 ½" long) nails. Specification section 061333.3.1.4 states that all nails shall be 4" longer than the thickness of the decking they are securing. Please clarify
New 3x10 timber decking shall be secured with 50d (5 ½” long) nails as stated on the contract drawings.
- Our hardware vendors have no domestic source for the Stainless Steel Chain or Fittings. Is it allowable to purchase foreign material for this item?
Domestic materials shall be purchased as available. See contract provisions for waiver requests to the Buy American Act.
- What type of Stainless Steel is required? 316?
Stainless steel grade 316 is required.
- Are the existing eye bolts on the Crew Float the proper size to accept the new 1" diameter SS shackles?
Yes, the eye bolts were originally designed to support a max of 1” diameter shackles.
- Does the South Float Gangway get removed and renewed?
The South Float Gangway is to be removed as stated on sheet S-11. A new gangway is to be installed per detail C3 on sheet S-13 and plan on S-12. The new gangway shall be per specification section 055100.0041 GANGWAYS.
- What is the manufacturer, type and designation of the 90 amp breaker to be provided at the existing dock power panel?
Provide 2-pole, 90A circuit breaker compatible with existing power panel.
