Ensure cleanliness of prepared surface is as per specification (i.e.: SSPC SP-11, SP-10, SP WJ-2…).
Verify surface anchor profile using ASTM D4417-Methods B or C against SFLC Std Spec 6310. Conduct profile readings at a minimum of 5 locations for the first 1000-sqft area, and 2 locations for each succeeding 1000-sqft area.
Measure soluble salt conductivity in accordance with SSPC-Guide 15. Conduct 5 measurements per each 1000-sqft area (max. threshold: 70 microsiemens/cm for non-submerged surfaces, 30 microsiemens/cm for submerged surfaces).
CHECKPOINT 6 - PRIMER COAT APPLICATION
Verify environmental conditions (see CHECKPOINT 3).
Verify proper mixing and stand-in (induction) times.
Ensure no paint is applied when the temperature is expected to drop to freezing before the paint has dried.
Ensure surfaces are completely dry, unless otherwise allowed by the coating manufacturer(s).
Verify wet film thickness (WFT) at random, to prevent under or over application. Verify final DFT.
Brush out all runs, sags, drips, and puddles.
Perform visual inspection for holidays and other defects.
CHECKPOINT 7 – STRIPE COAT APPLICATION
Verify environmental conditions (see CHECKPOINT 3).
Ensure overcoating window is as per manufacturer’s instructions.
After primer coat (mist coat after inorganic zinc), brush-apply un-thinned coat of same primer paint over edges, weld seams, cut-outs, and areas of complex geometries @ 3-4 mils wet film thickness (WFT).
CHECKPOINT 8 – TOP COAT APPLICATION
Verify environmental conditions (see CHECKPOINT 3).
Ensure overcoating window is as per manufacturer’s instructions.
Verify proper mixing and stand-in (induction) times, as applicable.
Verify wet film thickness at random, to prevent under or over application.
Brush out all runs, sags, drips, and puddles.
CHECKPOINT 9 – FINAL INSPECTION
Verify final system dry film thickness. Conduct 5 sets of 3 readings for each of the first 3 100-sqft areas, followed by 5 sets of 3 readings for each succeeding 1000-sqft area.
Ensure that system cure is in accordance with manufacturer's recommendation for intended service.
Ensure potable water tank exhaust ventilation is maintained continuously from and during coating application through final system cure, to exhaust all solvent to the atmosphere and to prevent solvent entrapment.
For immersion coatings (including tank U/W body), record date and time of the following events:
Final coat application: _____/_____; Return to service or removal from environment controls: _____/_____

3.3.1.3 Remove and dispose of in accordance with federal, state, and local regulations all residual water, sludge, rust, marine or fungus growth, and foreign material from the tank.
3.3.2 Once clean visually inspect the condition of the tank in the presence of the Coast Guard Inspector.
If required by the pneumatic tank’s construction, Contractor shall provide and use a boroscope during the visual inspection. Submit a Condition Found Report for each tank documenting the results of inspections.
3.3.2.1 General tank inspection criteria include (as applicable), but are not limited to checks of: coating system, structural members, tank plating, vents, striker plates, pipes, pipe hangers, and tank access plates.
3.3.3 Hydrostatically test the concerned potable water pneumatic (pressure) tank to 113 psig test pressures using clean fresh water. The potable water system (other than pressure tank) and compressed air system shall be excluded from hydrostatic pressure test. Hold the test pressure for 5 minutes. There shall be no visible permanent deformation.
3.3.4 Clean and preserve the tank exterior surfaces in accordance with COMDTINST M10360.3.
13 (REV-0)
3.3.5 Submit a written Condition Found Report documenting the results of the inspection and test, as well as any recommended repairs.
3.3.6 Data Plates – Upon satisfactory completion of all tests, the Contractor shall, for the tank tested, affix a 2-inch x 4-inch x 1/8-inch anodized aluminum test data plate. Permanently affix data plate using epoxy resin cement. Engrave on plate with 1/4-inch high letters the test pressure, date of test, and testing facility.
3.3.6.1 In addition to test data plate, certify in writing for each tank tested. Include the date of the test, test pressure, and testing facility in certification. Provide certification to CG Inspector.
3.4 Restoration
3.4.1 Remove all plugs, tools, and foreign objects from the tank prior to reinstalling the tank access covers. The Coast Guard Inspector will conduct a final inspection of the tank to verify that all tools, plugs, and foreign objects have been removed.
3.4.2 Upon verification from the Coast Guard Inspector reinstall the tank access covers. Install new gaskets conforming to MIL-PRF-1149. Chase threads on studs to ensure even installation of the access covers. Install new cotton grommets on each stud between the access cover and the washer.
3.4.3 Ensure that all gasket surfaces are free from dirt and rust prior to reinstalling the gasket and tank cover.
3.5 Tank Disinfection
3.5.1 Upon verification from the Coast Guard Inspector, disinfect all distillate water system piping affected by work on this item in accordance with COMDTINST M6240.5 as summarized in the following sentences. Introduce an initial chlorine solution of 100 ppm for a period of 4 hours. Following the 4-hour period, test the chlorine solution. The test results should reveal a solution of not less than 50 ppm chlorine. If the test results are below 50 ppm chlorine, add chlorine to return the solution to 100 ppm and repeat the 4-hour contact time. Retest following the 4-hour contact time to determine if the chlorine residual is at or above 50 ppm. The inability to obtain satisfactory chlorine residual is an indication improper physical cleaning or foreign matter in the system, and must be further investigated.
3.5.2 Tank filling and pumping associated with the disinfecting process shall be the responsibility of the Contractor. Disinfect the tank and piping systems in the presence of the Coast Guard Inspector. Dispose all fluids used in the disinfecting process in accordance with federal, state, and local regulations.
3.6 Perform an operational test of the system, check for leaks and correct all deficiencies. No leakage is allowed.
3.7 Restoration
3.7.1 Prepare and paint all new and disturbed surfaces in accordance with the General Requirements and in accordance with SFLC Std Spec 6310.
3.7.2 Restore all interferences to their original condition in accordance with the General Requirements.
