3. To reply to the following Requests for Clarification:
Question 1: This is in reference to Definite Work Item D-10; Handrail and Grabrail, Install; Paragraph 3.3.1:
During the ship check, it could not be determined where each new hand grab would be located, thus we could not establish potential interferences. Contractor recommends the following interferences be subject to a CFR as needed upon discovery, Tanks, Voids, Lockers and Bunks.
Answer to Question 1: Contractor recommendation to submit a CFR as needed upon discovery of interferences is already detailed in Part 3.3.1 of Work Item 10 as follows:
“3.3.1 Installation inspection. Accompanied by the Coast Guard Inspector, inspect each location. Mark the areas where hand grabs are to be installed. Note areas where new hand grabs must be attached to a bulkhead by welding. If a fuel tank or other tank must be gas freed to allow the grab rail to be welded record this information, including the grab rail number and the fuel tank which must be gas freed. Submit this information on a CFR to the Coast Guard Inspector. The Coast Guard Inspector will approve installation of each Handgrab as shown on Drawing 750-WMSL-612-502.
Question 2: This is in reference to Definite Work Item D-10; Handrail and Grabrail, Install; Paragraph 3.3.1:
The Grab Rails are 5/8 Round Stock 306 SST with any Hardware being 316 SST. Does the CG want them painted?
Answer to Question 2: In accordance with drawing 750-WMSL-612-502 and Part 3.8 of Work Item 10, the Contractor shall prepare and coat all new and disturbed surfaces.
Question 3: This is in reference to Definite Work Item D-10; Handrail and Grabrail, Install; Paragraph 1.1:
During the ship check, we noted all the Hand Rails are Kee Klamp, we assume the CG would like to remain consistent by requiring Kee Klamp Rails for this install, is that correct?
Answer to Question 3: The specification requires the contractor to fabricate and install the hand rails. Drawing 750-WMSL-612-503 lists material for the steering gear rooms. The photos provided detail work to be completed in the Bow Thruster Room and the Aft Main Machinery Room. There is no contract requirement that the rails be manufactured by Kee Klamp.
Question 4: This is in reference to Definite Work Item D-10; Handrail and Grabrail, Install; Paragraph 1.1:
During the ship check, we also looked at each of the locations the CG is requiring new Hand Rails, as paragraph
3.4.1 has the CG Marking the areas where hand rails are to be installed, for bidding purposes we recommend the following:
The below picture has all the components needed to do a new rail, however the contractor needs the LF of Rail and quantity of each fitting for bidding purposes.
Amendment No. 0003
Contractor recommends (10) 8 foot lengths, each with Top Rail, Mid Rail and 3 vertical stanchions which would create the following Parts List Per 8 ft Rail.
Each Rail 8 Ft or shorter as deemed by CG Inspector: Parts needed, 33 Feet Rail, (2) 90s (3) Ts (1) Mid rail Joint. (3) Mounting Plates. All Times 10 for bidding purposes. This should provide the bulk of material required to accomplish the install.
Answer to Question 4: Section 3.4.1 refers to the Port and STBD Steering Gear Rooms. LF of rail and quantity of fittings for the work to be completed in the steering gear rooms is provided in drawing 750-WMSL- 612-503.
For the Bow Thruster and Aft Main Machinery Room:
Your recommendation for LF of rail as 33 feet per rail (times 10) appears sufficient based on a ship check of the handrails installed on MUNRO.
Based on the installed configuration of handrails on MUNRO, it appears that for bidding purposes, the following connecting hardware will be required to accomplish the install:
Note: These are total count, not per rail. These numbers are approximate when applied toward STRATTON given that a comparison of their configuration is not possible at this time.
(31) Mounts
(5) Mid Rail Joints
(28) 90s
(31) T’s
Question 5: This is relating to Definite Work Item D-03; AT and WT Door, Renew; Paragraph 3.4.3.1: In order to avoid significant disruption to adjacent spaces such as the CO and XOs Staterooms and other below deck spaces, contractor recommends reusing paragraph 3.4.3.1 supporting brackets/chocks as practical and or as needed. Simply meaning if they do not have to be removed during installation can we reuse them? As well as if they are in acceptable condition can they be reused?
Answer to Question 5: Supporting brackets should be removed where they overlap the weld seam that surrounds the door frame.
Figure 1, in Work Item 3: AT and WT Doors, Renew, shows an example of how these supporting brackets/chocks impact door removal. It is provided again in this response.
In accordance with 3.3 Visual Inspection, the Contractor, in the presence of the Coast Guard Inspector, shall inspect these brackets/chocks for related damages and defects before, during, and after performing required work. Using a CFR, the Contractor and Coast Guard Inspector can determine if the brackets/chocks are in acceptable condition for reuse.
Amendment No. 0003
Question 6: This is in reference to Definite Work Item D-02; Vent Ducts (All Other), Commercial Cleaning;
Section 2: Reference 512-020 shows vent system number RS-31 continuing on to reference ASC512133; Vent & Air Cond Arr 2nd Deck Unit 1330. Could the government provide this reference?
Answer to Question 6: In response to your question, Drawing Number 750-WMSL-512-021 will be provided via AMRDEC Safe Site to all potential offerors who have requested the original set of drawings.
