USCGC STRATTON (WMSL 752) Dockside Repairs FQ1 FY18 Amendment No. 0001
The purpose of this amendment is to reply to the following Requests for Clarification noted during a site visit:
Definite Work Item D-01 Question 1: Will there be growth requiring a crane?
Answer to Question 1: Coast Guard personnel will not need access to contactor’s heavy lift equipment. If, however, the Contractor feels a Work Item might require heavy lift equipment to complete work, they should bid accordingly.
Definite Work Item D-04 Question 2: Request clarification on preparation method and application of Mascoat? Is insulation required in addition to the Mascoat?
Answer to Question 2: Surface Preparation: Prepare surface in accordance with Work Item 4, part 3.4. In regard to the manufacturer’s specification, you reference the “Surface Preparation for Fiberglass Application”; however, the piping and valves are not fiberglass. You should reference “Surface Preparation for Metal Applications”.
Paint the piping IAW Work Item 4, part 3.4.1. We understand that the manufacturer recommends spray application. This has been specifically addressed in the Work Item under 3.4.1. The Coast Guard explicitly authorized brush application.
New insulation is to be installed in addition to the Mascoat coating. As Work Item 4 describes, after application of the Mascoat system, the Contractor shall verify piping diameter (as the Mascoat application is thick) to order correct piping insulation material. Part 3.5 details the insulation installation requirements.
Definite Work Item D-06 Question 3: Can you clarify which platforms require coating renewal as the figure provided is unclear?
Answer to Question 3: We understand that the image provided in the specification is not clear in pointing out exactly which area of the mast is the TCDL and which is the Lower Mast. Please reference Coast Guard Drawing 750-WMSL 100-062, Rev B, Topside Configuration for NSC 3 Only (AS3100004), Sheet 1 for clarification. TCDL is detail 'MAST PLATFORM 104'-9 7/16"'.
Lower Mast location is found in detail 'MAST YARDARM 92'-6 1/2"' as 'MAST PLATFORM 91'-0 7/16"'.
Definite Work Item D-08 Question 4: Would we have to back flush the coolant system after replacing hoses?
Answer to Question 4: The specification does not call out a back flush for the coolant system.
The Contractor is responsible for maintaining existing system cleanliness as specified in Work Item 8, part 3.2.4.
Definite Work Item D-10 Question 5: What finish is required on the hand rails and grab rails?
Answer to Question 5: The finish on the grab rails and handrails is specified in the applicable drawings. Touch-up preservation shall be done in accordance with Work Item 10, part 3.8.
