USCGC STRATTON (WMSL 752) Dockside Repairs FQ1 FY18 Amendment No. 0002
The purpose of this amendment is to reply to the following Requests for Clarification:
Question 1: This is relating to Definite Work Item D-03; AT and WT Door, Renew; Paragraph 1.2: Item Description says the new door’s are Powder Coated White, however paragraph 3.10.1 require the new closures and coamings to be painted. Contractor recommends all disturbed surfaces IAW 3.10.2 Touch Up Preservation.
Answer to Question 1: The USCG has confirmed that all the AT/WT doors will arrive from the OEM in white powder coat IAW the specification. The door frames will be coated in an inorganic zinc primer and will require painting IAW 3.10.1 of the specification.
IAW paragraph 3.10.2, touch up preservation shall be used on any surfaces disturbed pursuant to installation of the fittings in question.
Question 2: This is in reference to Definite Work Item D-06; Deck Covering (Slip Resistant) Mast Platforms, Repair; Paragraph 3.1.4: Does any of the Mast Equipment Interferences 3.1.4 have to be removed?
Answer to Question 2: All existing cable transits and antennae have kick pipes installed which should alleviate the need for equipment removal; however, the Contractor shall handle all interferences in accordance with SFLC STD Spec 0000, paragraph 3.3.5, which states:
“3.3.5 Interferences. The Contractor shall remove all interferences in way of specified work, as necessary, without regard to whether interferences are listed in applicable work items; restore all removed interferences upon completion of the specified work. The Contractor may exercise the discretion to work around certain interferences, when possible, so long as the specified work is successfully accomplished.”
The Coast Guard is willing to facilitate a ship check on a sister ship to allow the contractor to assess whether or not they feel they can achieve adequate surface preparation IAW the specification without damaging installed systems.
Question 3: This is in reference to Definite Work Item D-10; Handrail and Grabrail, Install;
Paragraph 3.3: Of the 31 Scuttles, how many require more than 1? (3.3)
Answer to Question 3: The Coast Guard has identified some inconsistencies between the verbiage in the specification the referenced drawing revision (750-WMSL-612-502 Rev A).
The most current drawing revision is 750-WMSL-612-502 Rev B and will be provided via AMRDEC Safe Site to all potential offerors who have requested the original set of drawings. On this drawing 31 hatches/scuttles are denoted, of which, 19 require 2 hand grabs. See hand grab list and locations table on sheet 3 and 4 of the drawing.
