QUESTION NO. 16: Work Item D-23, Propulsion Shaft Alignment (Dry-Dock) Check; From Diehl Engineering #1 They are calling for external strain gage measurements in the dock, but it is unclear if the intent is to have external strain measurements performed when the ship is back in the water. On the 210’s the Coast Guard said yes they want external strain in the water, but on the 378 and 400 foot boats where they had us do external strain measurements in the dock only, and then patched the spot’s up on the shaft before the ship went back in the water. So you will need to ask the Coast Guard what their intent is.
#2 If the Coast Guard said yes, they want underwater strain measurements, we are going to have to quote to do it the traditional way with wires that come out from under the fiberglass and lead up to the deck, then are snipped off after by a diver after the measurements are complete. This is how the Coast Guard has always performed the underwater measurements in the past when it is invoked in the specification. I have always maintained that this is not a good thing to do since the wires create a pathway for corrosion to the shaft. That is why I developed the underwater nodes that are embedded in the fiberglass. However, the manufacturer of the nodes did not sell enough of them to keep making them and so they are no longer available.
#3 If the Coast Guard insists that they want underwater strain measurements, then I think it would be best for LUDD to have the Coast Guard sign a waiver that LUDD will not be held responsible for the resulting shaft corrosion.
ANSWER: The Coast Guard intent is to have a Consulting Engineer come just prior to the ship docking and sets strain gages on the shaft internal to the cutter to measure the pre-docking conditions (para 3.3.1). After drydockng the cutter, Consulting Engineer comes back and puts one or two additional gages on the shafts and takes a second set of readings (para 3.3.2). These additional strain gages are placed on the shafts at locations external to the hull. They cannot be read after the ship is back in the water. So, just prior to undocking, Consulting Engineer takes a 2nd set of measurements using both the external to the hull and the internal to the hull strain gages, (para 3.3.3 pre-undocking) then removes or patches over the external strain gages. The final strain measurement (Post Drydocking, Para 3.3.4 in the spec) is taken using the internal strain gages only. Note that there is also a load cell measurement requirement in paragraph 3.5 and 3.6.
QUESTION NO. 17: Work Item D-60, Vacuum Sewage System, Hydroject Cleaning; How many linear feet of piping will required cleaning?
