USCGC SMILAX
SOLICITATION – HSCG85-17-Q-P45253
QUESTIONS AND ANSWERS
QUESTION - Will the vessel arrive at the contractor’s facility with the ATON barge? If the barge will not accompany the vessel to the contractor’s facility, will the government remove the work items associated with the barge from the specification package?
ANSWER: Contractor is advised to bid the Specification package as written.
QUESTION - Work Items 30 and 35: Work Items 30 and 35 have paragraph titles “Temporary Access Openings”. The paragraph reads, “Due to limited access to work areas, the Contractor may, with express permission of the KO (via submission of a CFR), cut access holes to facilitate accomplishment of the work specified herein”. Will the government pay for the access cuts via a contract modification, or is the contractor to include these costs in their bid proposal?
ANSWER: Contractor is to include any costs associated with creating temporary access openings for these work items within their bid proposal.
QUESTION - WI 36: Paragraph 1.2, Government Furnished Property indicates that the government will be supplying two PSE Type Overhaul kits to install onboard the vessel. Paragraph 3.2, Renewal directs the contractor to renew the mechanical shaft seal assemblies with Contractor furnished property”. Is the contractor or the government responsible for providing the shaft seal assembly overhaul kits?
ANSWER: The Government will provide the new Wartsila PSE shaft seals as GFP. Paragraph 3.2 should read as follows: The Contractor shall renew the mechanical shaft seal assemblies with the new Government furnished shaft seals for the port and starboard propeller shafts under the supervision of a qualified Tech Rep, using Coast Guard Drawings listed above and CG TP-3494 for guidance. This change is reflected in the attached USCGC SMILAX FY17 DD REV-2 Specification.
QUESTION: Paragraph 3.4 references drawing180TE 4302-001, Rev A: Strut and Stern Tube Details. The contractor previously asked for the government to supply this drawing. The drawing was not included on the revised reference CD. Please provide this drawing so the contractor can accurately price fabrication of these components
ANSWER: CG Dwg 100-TE 4302-001 appears to be applicable to decommissioned hull 293 (CGC COSMOS) and most likely not reflective of CGC SMILAX current configuration. CG Dwg 180-TE 4302-010 should be used in support of all work related to the stern tube and strut. In the event additional information if needed in support of bid, please direct the Ktr to refer to CG Dwg 180-TE 4302-001 in lieu of 100-TE 4302-001. I acknowledge that the -010 drawing states that the 180-TE 4302-001 has been superseded; however, it appears not all of the information was properly included during the supersession. In the event of any conflict, the -010 drawing shall take precedence. CG Dwg 180-TE 4302-001 is also attached.
