However, the possibility of the $97/nm location fee, as well as messing/berthing cost factors will be included as the foreseeable cost for the evaluation of quotes. | ||
| 2 | How many people will need to be fed and berthed, while these repairs are being performed at the Contractor’s Facility? | If the place of performance is at the contractor facility which should be within an hour drive of the cutter's home port at Everett WA. The contractor shall berth a 4 person duty section, all males, and provide food on 24 personnel. (See Correction on Q#4) | ||
| 3 | What work items will affect temp berthing and temp messing? | Work items that will interrupt berthing: | ||
| 12 - Vent Ducts (all other), commercial cleaning | ||||
| Work items that will interrupt habitability (KTR provides showers, lavatory, sinks, etc) | ||||
| 16 - Sewage piping (clean and flush) | ||||
| 19 - Sewage valves, overhaul | ||||
| 36 - Sewage pump(s), overhaul | ||||
| Work items that will interrupt messing: | ||||
| 10 - Vent ducts (galley and pantry room all), commercial cleaning | ||||
| 16 - Sewage piping (clean and flush) | ||||
| 19 - Sewage valves, overhaul | ||||
| 36 - Sewage pump(s), overhaul | ||||
| If the dockside is awarded to a company that holds the dockside at the Coast Guard (or Navy) facility, the CG will handle the messing and berthing interruptions. However, CG will need to be notified that they will be interrupting the services no later than 2 weeks before it happens; so we have time to organize the temporary services. | ||||
| 4 | How many meals a day will need to be provided for the 24 personnel? Does this include weekends if no work is being performed? | Correction for Question #2. If the place of performance is at the contractor's facility which should be within 50-road mile radius of the cutter's home port at Everett WA, contractor shall provide berthing for 4 duty personnel (all males) only. The Coast Guard will provide messing for all CG personnel. | ||
| 5 | Contractor is requesting a one week extension of the final bid date. | The due date for submission of quotes has been extended to 03 May 2016 10:00 am Pacific Daylight Time. | ||

| Question # | Work Item # | PARA# | Question | Answer |
| 1 | D-24 | 3.3 | Para. 3.3, Table 1, Task 2 calls out to unship buoy crane boom. Contractor intends to bid to perform work at CG Base Seattle. Crane requirements to perform this action require use of crane with a 60 or 90 ton capacity. Contractor understands that this exceeds pier loading requirements at pier 37. | The cutter hasn't heard back about available berthing assignments yet, so can't answer that one at this time. |
| Can cutter be docked at pier 36 of CG Base Seattle for this repair availability? | ||||
| 2 | D-24 | 3.3 | Para. 3.3, Table 1, Task 2 calls out to unship buoy crane boom and Task 18 calls out to preserve IAW STD Spec. 5000 3.2.4. Contractor intends to bid to perform work at CG Base Seattle. |
| Will Coast Guard provide suitable location to contain unshipped boom for blast/preservation requirements called out in 5000 paragraph 3.2.4? | If it's available, a site visit is recommended for amplifying information. | ||||
| What is the lay down area that the contractor can expect during this repair availability? | |||||
| 3 | D-16, D-19, D-36 | 3.53 | D-16 paragraph 3.5.3 calls out to clean piping in 25 foot sections, while D-19 and D-36 make no mention of contractor limitations for component removal. | The intent of the 25-ft piping section cleaning is to allow for a complete and thorough inspection of the cleaned piping by the CG inspector, rather than having to deal with longer runs that will cause some areas to become difficult to inspect. | |
| Is intent to clean in 25 Ft sections to minimize sewage system interruption? Are there any limitations on contractor to secure system for component (valve/pump overhauls? | There are no limitations on the contractor to secure the system or components. However, per SFLC Std. Spec 0000, paragraph 3.2.11, contractors shall provide vessel-personnel with a sanitary facility due to any disruption of grey water or sewage systems. So the contractor could take the entire availability to repair the valves, but the contractor is required to provide sanitation services, per the standard specification, during that time. | ||||
| 4 | D-16, D-19, D-36, D-20 | 3.2.11.6 | Work items do not make any specific requirements to provide sanitary facilities during performance of the sewage plant related work items other than referencing STD Spec 0000. | ||
| Is intent for contractor to provide portable toilets IAW STD Spec 0000, paragraph 3.2.11.6, Table III for the class of cutter? | Yes. However, not limited to 3.2.11.6, but all services disrupted, to include showers and sinks, specified in 3.2.11. | ||||
| 5 | O-26 | 3.22 | Paragraph 3.2.2, Table 2 (Hulls 551-564) states, in part “Remove hydraulic piping, gauges, ad control valves from the griping system, as required. | The intent for part removal is to broadly state what a contractor should anticipate having to remove to align with the change, rather than spelling out each pipe run, bracket, etc. All equipment and parts pertaining to the auto griping system should be removed. | |
| To clarify “as required”, is the intent to remove ALL hydraulic piping and essential equipment associated with the griping system, or only those components to allow for permanent removal of the griping system control valves, transducers and griping cylinders? | |||||
| 6 | D-19 | Table 1 | Work item valve identification table is incomplete. Can government provide more material data for contractor to quote repair part requirements? For example: | Will reach out to the cutter to get more information and will be answered in the next amendment. | |
| Lines 1 & 2: More info needed. Brand,model#,style,body material etc... | If it's available, a site visit is recommended for amplifying information. | ||||
| Lines 3 & 4: Specify brand of valve required. Worcester is brand for actuator, not valve. | |||||
| Lines 5 & 6: More info needed. Brand,model#,style,body material etc... | |||||
| Lines 11 & 12: More info needed. Brand,model#,style,body material etc | |||||

| Question # | Work Item # | PARA# | Question | Answer | |
| 1 | D-002 | 3.7 | 3.7 requires for bidding purposes 10% Fasteners, 3.7.1 requires all fasteners to be renewed. | Tank Close Fasteners: renew 100% of fasteners. This was a typo. | |
| Note: Items 1 – 4 regarding fasteners are worded a little different, for bidding purposes, contractor recommends | |||||
| 10% Fasteners for Items 1 – 4? | |||||
| 2 | D-005 | Tables | The specification reads as to service (14) existing SW Heat Exchangers, however para 1.2 provides | Q2 GFP Heat Exchangers: The GFP (7 heat exchangers) are double asterisked (**) and noted as "new or refurbished equipment that the Government may provide for installation in place of existing equipment." The intent is for the Contractor to service all 14 heat exchangers. If the Government deems it prudent, we have the option to have the Contractor install a new heat exchanger, in place of the one that was serviced. | |
| A list of (7) New GFP Heat Exchangers. | |||||
| Q: Is the intent to overhaul (7) existing and install (7) New? | |||||
| 3 | D-037 | 3.2.4 | 3.2.4: Silicone-Coated FIBERGLASS fabrics meet both MIL-Y-1140 AND MIL-I-24244, does the Coast Guard mean to use Silicone Coated Fiberglass as opposed to Silicone coated Silica? | Refer to Std Spec 6310 | |
| 3.2.4: Silicone-Coated silica fabrics don’t seem to meet both MIL-Y-1140 AND MIL-I-24244. Most just meet MIL-I-24244. Is just MIL-I-24244 conformance acceptable? | |||||
| 3.2.4: Silicone-Coated silica fabrics come standard Red in color; is this acceptable? |
