Questions and Answers - Part I Solicitation Number: HSCG85-16-Q-P45247

USCGC SYCAMORE (WLB 209) DRYDOCK REPAIRS FY2016

QUESTION #1: Item 69 Para # 3.2 Reach in freezer box renew The information listed in item 69 Para 3.2 is not correct. Can the Coast Guard supply the proper information?

QUESTION #2: Item 69 Para # 3.4 Reach-In Freezer Box, Renew We have encountered difficulty sourcing the specified Reach-in Freezer Box. Our research indicates that the existing unit may have been custom manufactured for a specific contract. We have requested pricing from a potential manufacturer and have been told that they cannot provide fixed pricing and that assembly of a custom unit may require in excess of three months from time of order.

Will the USCG consider providing a replacement reach in freezer as GFE? (Because of delivery lead time issues it is generally in the Government’s best interest to order items such as this prior to the award of the repair contract)

RESPONSE to Q1 & Q2:

KTR shall find commercial replacement freezer readily available meeting specification requirements.

QUESTION #3a: Item 68 Para # 3.32 IVO Shell Plating Repair

1) Can the USCG define how many square inches (or square feet) of clad welding is to be performed to “weld repair corrosion pits”.

2) Can the USCG provide photos of the area requiring weld repairs?

3) Can the USCG provide dimensions for the anticipated shell plate insert? Is the anticipated insert shaped plate?

QUESTION #3b: Item 68 Para # 3.32 IVO Shell Plating Repair

In item 68 PARA. 3.3.2, it tells the contractor to crop out and replace the bad area of plate. In PARA, 3.3.1 it tells the contractor to do the plate inspection and CFR the findings. The question is how many SQ FT of plate will need to be replaced? Or are just to bid on 3.3.1?

RESPONSE to Q3a & Q3b:

For bidding, the KTR shall price renewing 4’x4’ 12.75-pound steel plating and 10 feet of clad welding to be performed. Submit CFR for findings.

QUESTION #4: Item 70 Para #3.2 Steering Gear #2 Reservoir, Repair

Paragraph 3.2 states to drain and reuse the hydraulic oil.

Paragraph 3.3.6 states to refill the reservoir with new oil DTE 15M.

Please clarify how the steering gear reservoir is to be refilled.

RESPONSE:

Paragraph 3.3.6 states to refill the reservoir with new oil DTE 15M.

QUESTION #5: Item #8 Para 1.1

In Item 8: Propulsion Shaft Seals (Bulkhead), Overhaul; It states in paragraph 1.1 to inspect and overhaul the John Crane Type ND bulkhead shaft seals for both Main Propulsion Shaft as well as the Thruster Generator’s PTO bulkhead shaft seal. But in the Government Furnished Property list, you only list one Main Propulsion Shaft Seal Diaphragm. Will the Coast Guard furnish two Main Propulsion Shaft Seal Diaphragms?

RESPONSE:

The GFE is double stared in specification and will be provided when requested by CFR.

**New or refurbished equipment that the Government may provide for installation in place of existing equipment.

QUESTION #6: Item #9 Para 1.1

In Item 9: Propulsion Stern Tube Bearings, Check Clearances; it tells us in paragraph 1.1 that the bearings are only accessible from the forward end of the stern tube and it requires to remove shaft seal or packing gland to be unbolted and pulled away.

On this class of Buoy Tender, there is only the aft stern tube bearing and there is no forward stern tube bearing to access from the forward end of the stern tube, only the aft bearing is accessible from the aft end of the stern tube to take bearing clearances. Should this Item 9 be deleted because there is no forward bearing to take clearances and inspect it and that tem10: Propulsion Shaft Bearings (External), Check Clearances, covers the taking bearing clearances and inspections of the aft stern tube bearing?

RESPONSE:

USCG will forward this on to technical team for review. This item may be de-scoped.
