Question 9: Work Item 11 Propellers, Clean and Inspect

Are the propellers to be cleaned attached to the shafts?

Also 3.2.1 states “prior to any other related Controllable Pitch Propeller work “The Saginaw has fixed pitch propellers. Please clarify which type propellers are on the vessel.

Propellers are to be cleaned attached to the shafts.

Controllable pitch propeller section in par 3.2.1 is a typo and has been removed from the specs. SAGINAW doesn’t have controllable pitch propellers.

Question 10: Work Item 42 Superstructure, 100% LBPA Period of performance and Regarding WORK ITEM 42: Superstructure LBP Abatement; Independent opinion between our paint foreman and our QP1 paint contractor, The amount of time required to accomplish work item 42, in keeping with proper LBP abatement procedures ,will in effect close the vessel off without access by all personnel and to ANY other work items during the time it takes to: set up, enclose, sandblast, monitor, inspect, clean up and apply primer coat (at least 30days) Will the Coast Guard consider increasing the period of performance by 30-45 days or more?

The Coast Guard will issue an amendment to the Period of Performance for an additional 21 days. The new Period of Performance will be: 09 March 2016 to 18 May 2016, Question 11: Work Item 39 Superstructure Bulkhead Repairs.

Work Item describes the scope to CLAD WELD [7] One Square foot of bulkhead “adjacent to windows” Ship check revealed deteriorated areas around the and under the window framing. Is this the area being eluded too the scope or other areas away from the windows? If so, clad welding would not accomplish a successful repair of said areas due to a lack of base metal for weld to adhere to. Please clarify if this is the intent or should a CFR be provided for, to revise scope of work after blast operation of WI-42?

The spec is asking for clad welding to repair, and that is what the KTR should bid for. If there is more to that needed to repair, once the contract has been awarded and actual work has started, then that would be the time to submit the CFR.

Question 12: Stack Exhaust Vent Boxes, Remove Work item states to restore configuration in accordance with reference drawings.

Ship check revealed STARBOARD side fan box similar to what is shown in the FM200 dwgs 9300-003, however, there is no configuration shown on the 1107-1 dwgs what to do with the fan box or clarity in the scope of work.

Please clarify what the CG expects the final configuration to be and what is to become of the exhaust /fan box presently on the vessel.

The Coast Guard intention is for both stacks be restored to configuration, in accordance with the drawing 1107-1, by removing the exhaust vent boxes from both stacks, where the openings for both the engine room exhaust and FM 200 ducting are currently attached to. With the removal of these boxes, both ducting will require some alteration (more than likely shortened) for them to get re-attached to the system. The Engine room vent opening and FM 200 box on the STARBOARD side will be at the same spots on the stack when the vent boxes are removed.
