Question 1: Work Item 13 Fathometer Transducer, Renew

Para 1.1, 1.2 states one transducer to be renewed. There are two transducers on the vessel.

Can you advise which transducer will be renewed?

We intend to renew both transducers. This will be reflected in Rev 2 of the package.

Question 2: Work Item 14 Sea valves and Waster Pieces, Overhaul or Renew

Valves 1.1.2 Can you provide a clear procedure how to accomplish the inspection of the valves listed in 1.1.2? In-place visual? Or To be removed? If removed how much? Will it be just the bonnet or ball, gate section? Please clarify.

Are the only valves designated for overhaul/ or renewal the two 8” gate valves in 1.1.1?

Inspection specification will be added to the work item. The inspection will be done with the valves removed, inspection will consist visual, exercising valves and bench test (leak test).

Yes, only two 8” gate valves are designated for overhaul/renewal.

Question 3: Work Item 34 Bulkhead and Windows, Renew

Is there any lead based paint concern associated this work item?

No. Abatement for this work item was completed during their dockside in 2014.

Question 4: Work Item 34 Bulkhead and Windows, Renew

Is there any lead based paint concern associated this work item?

What material is to used for the bulkhead inserts around the windows, carbon steel or stainless steel? What is the thickness of the material to be used?

No lead involved.

Materials and thickness can be found in the references listed in the specs.

Question 5: Work Item 36 Stern Bulwark, Repair

Scope 1.1 states thirty (30) square feet of stern Bulwark, however, para 3.3.3 states “bulwark plating a total of approx. 10 square feet. Can you provide the correct plating amount?

1.1 states ten (10) bulwarks stiffeners; however, there is no repair scope in the specification. What portion of the stiffeners are to be repaired? As per contractor ship check, only the lower 6” of the stiffeners show sign of deterioration attached to the deck.

10 square feet is a typo that will be corrected. It should be 30 square feet.

A repair scope will be added to the spec. the intent is exactly what Par 1.1 states, renew 10 stiffeners.

Question 6: Work Item 46 Pilothouse Overhead, Renew

The PH overhead is approx. 224 SF area, however; only 25SF is being stated for renewal. Is the 25SF a single area? Para 3.5 states “in the area described in paragraph 3.,” Is there to be a specific reference to a previous paragraph? What does the “,” mean?

Is it the intent of the work item to have the entire interior of the pilothouse ceiling, walls, and floors completely removed, totally gutted out down to the steel structure? If so how much of the electrical and electronic equipment will be removed by the CG?

Or just in-way of the 25SF overhead area to be renewed?

The 25 square feet is the estimated amount of deck to be renewed and it’s not a single continuous area.

Par 3.4.1. will determine exactly where the exact repair location(s) would be.

Par 3.5 should read “in the area described in Par 3.3” which is the Pilot House overhead.

Par 3.1.4 list all the possible interferences, the exact interference in the way of work can be narrowed down once exact location of repairs are known based on the Par 3.4.1 results.

All interferences are the KTR’s responsibility.

Question 7: Work Item 47 Lead-Based Paint, Abate or Encapsulate

The note box in 1.1 states the bid price is for 300 SF of abatement AND 300 SF of encapsulation.

Contractor understands the Note box to mean 600 SF to be priced. Line item 47 on the pricing sheet only has unit of 300 qty. However, given the previous statement, contractor cannot price out for both procedures, abate and encapsulate as a one line item price. Abatement procedure and encapsulation procedure requires different methods and labor activity.

Also 3.1.4 calls out Interferences, however, not knowing where the 300 or 600 SF will actually be will be acted upon, how does contractor account for the degree of difficulty with a single fixed price?

Can you clarify how contractor is to bid this work item?

The abatement and encapsulation will be split in two different specifications.

Question 8: Work item 14 Sea Valves; Specification page 52, paragraph 3.11: states “Hydrostatic test” “after all .repairs of welded joints”.

There is no provision in the spec to accomplish any welding of joints therefore contractor does not interpret this as associated work to include in the line price.

Do you concur? Or please clarify how to bid this.

Yes we agree. If for some reason any welding or joints must be done, a CFR will be issued by the Contractor and the Government will compensate through a CR.
