ATTACHMENT #5: REQUEST FOR INFORMATION – CUSTOMER SURVEY QUESTIONS
IDIQ LEAD AND ASBESTOS ABATEMENT
U.S. Coast Guard- Icebreaker, Buoy and Construction Tender Product Line Lead and Asbestos Abatement IDIQ Customer Survey Questions
1) Review each work item in the draft specification. Are the expectations clearly explained for the general guidelines?
2) Are there any additional qualifications or certifications required to complete the requested work that we did not properly identify or list?
3) Review the draft Schedule of Supplies & Services (SOS&S). Is the CLIN structure adequate?
a. Is the breakdown appropriate to reflect cost differences associated with performing different types of work? (One sf breakdown compared to 100 sf, for example, or bilge surfaces vs bulkhead bulkhead, etc)
b. Is a labor hour rate appropriate for removing/reinstalling interferences and cleaning lead dust?
c. Is disposal of contaminated gear appropriately quantified by cubic feet or weight?
d. Is the CLIN breakdown for assessment appropriate? Does the price vary by square foot or by number of compartments assessed? What would be the best way to bid this CLIN?
4) For cable renewal work item, we broke down CLINs by cables type that may need renewed. Is one linear foot too small of a breakdown, or would an increment be more appropriate? Is the cost for cables within each range similar to effectively bid or should cables be further segregated, and if so, in which way?
5) The individual task orders would specify quantities of each item being requested and include specifics on which cutter, location of work, requested performance period and compartments to further define the scope of work. Could containment costs and overhead costs be rolled into each CLIN as currently structured, or would it need to be captured separately? If separate, how would you best like to see it defined?
6) General interferences would be covered with each CLIN as per SFLC STD_0000, General Requirements to cover protective measures. However, if gear would need to be removed from the space, then it would be identified on the interference CLIN to be estimated by man-hour. Is this a reasonable approach for estimating? If not, is there a better way to cover this?
7) Are there any additional details you would like to see in the specification the SOS&S or a sample task order to be able to provide a bid on this IDIQ?
