Question No. 0009

RFP No.:

SOLICITATION SECTION: PARA NO.

WORK ITEM NO. PARA NO. Various

TITLE: C/L Propulsion Shaft and Propeller R&R

3.1.2 – States: CPP Technical representative – “Technical Representative is to be familiar with Polar Class’s Escher Wyss CPP system”.

Communicated during shipcheck, the system has been modified upstream from the OD Box by others. Will this require an additional tech rep familiar with the system upstream of the OD Box and if so, does the Coast Guard have a recommended tech rep?

Will the Coast Guard be providing drawings for these systems to better identify interferences?

3.1.4 – States: Interferences. “The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below-listed:” No interferences are listed. Is the Contractor to assume that there are no interferences?

Para 3.4.1 – Refers to Elwell-Parker Operating Maintenance Manual Part 1 & Part 2. This manual was not supplied by the Coast Guard on 12/13/13. Will this be supplied?

Para 3.9.6 – In draining of the hydraulic system completely, is it the Coast Guard’s desire to drain the reservoir and head tank of the modified systems?

Para 3.13.4.5 – States: “Remove the remaining eight bolts and sleeves.” Should this read “remaining twelve bolts and sleeves?” CG supplied drawings show a total of 16 coupling bolts.

Para 3.19.4 – Tells the Contractor to remove the outer upper bearing shell, yet Para 3.21.1 says that bearing shells are permanently mounted and cannot be removed. Should the read, “Upper Bearing Segments”?

Para 3.22 – States: Oil Distribution Box (O.D.) Box Inspection. Inspection of the oil distribution box is covered in a separate specification item of this specification package titled: OD Box – Open, Inspect, and Repair. Please clarify as the Coast Guard did not include a separate work item for the OD Boxes in the specification package.

Para 3.29.1 – Please clarify hub number to shaft location in table.

Para 3.34.2 – States: “Reassemble the Cooper bearing using the new GFE races and roller assemblies and using new Contractor-Furnished consumables (including grease, zerk fittings, lock-wire, etc.), in accordance with CG Tech Pub 2029 and attached Figure, “Cooper Double Split Roller Bearing” The races and roller assemblies are not called out as GFE. Please clarify.

Para 3.37.1 & Note tells the Contractor to replace oil with Mobil DTE 797 and no substitutions. It is the Contractor’s belief that Mobil DTE 797 oil has been discontinued. If this is true, which oil should the Contractor price to use to replenish the system?

3.1.2 – Eagle Hydraulics is a recommended tech rep, although no work upstream of the OD box will be required during this availability. Coast Guard dwgs for CPP System include:

400_WAGB_185_1 thru _2 - Fab and Foundations 400_WAGB_245_1 thru _7 - Piping and Equip 400_WAGB_252_1 thru _3 - Controls 400_WAGB_556_2 thru _151

3.1.4 – Interferences may include piping, deck plates or any disturbances listed in SFLC 0000 para.

1.3. Contractors may shipcheck the POLAR SEA, homeported at CG Base Seattle, WA, for interferences.

3.4.1 – The CG will provide an electronically scanned copy of the Elwell-Parker Operating Manual Part 1 & Part 2 upon award of the contract.

3.9.6 – It is not the Coast Guard’s desire to drain the reservoir and head tank of the modified systems.

3.13.4.5 – Replace 13.3.4.5 with, “Remove the remaining 12 bolts and sleeves.”

3.19.4 – Delete Para 3.19.4, that Para was intended for former split aft stern bearing. CG does not intend to remove the Aft Stern Bearing shell(Permanent) or Upper Bearing Segments(Thordon).

OD box inspection is covered within paragraphs 3.22.1 – 3.22.6.4. There is a separate Work Item for OD Box Open, Inspect, Repair, Report.

3.29.1 – Replace port, centerline, and starboard propellers listed in table 3.17.2 with U10, U11, and U18, respectively. RFP No.: HSCG85-14-R-P45453

SOLICITATION SECTION: PARA NO.

WORK ITEM NO. PARA NO. 3.2

TITLE: Forward Stern Tube Bearing Inspections

The Note in Para 3.2 states: “Due to the modifications of the aft stern tube bearings the forward bearing inspections must be accomplished in the Motor Room.”

After a shipcheck of the Polar Sea it was noted that the starboard propulsion shaft CPP system had been modified and we were told that all of the Polar Star’s propulsion shaft CPP systems were modified. The Contractor believes that with these new modifications there will not be enough room in the Motor Room to inspect the forward stern tube bearings as noted.

The Contractor proposes to inspect the bearings in the JP-5 pump Room, 4-197-0-E. This would require removal of the Cooper Bearing compartment’s, 5-205-0-Q, access hatch which would also require diesel fuel oil tank 5-211-0-F to be at a Safe For Hot Work status.

The Contractor would like to know if the Coast Guard would pump the fuel tank to low suction and if they would allow the removal & reinstallation of the Cooper Bearing access hatch for inspections of the FSB’s in JP-5 Pump room?

The specification will stand as written. Post award this request may be submitted as a CFR and considered by the CG if it’s in the best interest of the Government.
