Request for Proposal

Solicitation No. HSCG85-13-R-P45003

Dockside Repairs, Main Reduction Gears Repairs, of CGC BOUTWELL & CGC MUNRO

Amendment No. 0001

The purpose of this amendment is as follows:

a.

The period of performance for CGC BOUTWELL under this requirement is changed to read as follows:

FROM: 04 December 2012 through 08 February 2013 TO: 03 December 2012 through 06 March 2013 b.

Pages 2 through 4, Schedule of Items – Supplies and Services-Prices, are revised as shown on Attachment 1 of this amendment. Offerors are advised to utilize these revised pages when submitting proposals to the solicitation. Failure to utilize these pages will result in rejecting the proposal as non-responsive to the requirement of the solicitation and will not be considered in the evaluation or award process of the solicitation.

c.

The following are the answers to the Request for Clarifications:

QUESTION NO. 1: Work Item D-01 & D-06, Main reduction Gear Overall & Accessory Drive Renewal, paragraph 3.1.2, requires contractor furnished Philadelphia Gear Technical representative and Work Items O-4 & O-09, Main Engine Lifting & Realignment Final, paragraph 3.6.1 indicates government will furnish Philadelphia Gear Technical representative. Request clarification if the Philadelphia Gear representative is GFS (Government Furnished Service) or CFS (Contractor Furnished Service)?

ANSWER: Change has been made in Rev. 1 of the Specification. Specification Revision-1is incorporated as an attachment to the amendment and is made part of the subject requirement. Offerors are advised to utilize this revision of the specification for submitting proposal. Government furnished Philadelphia Gear technical specialist was deleted in Work Items O-04 and O-09.

QUESTION NO. 2: Optional 4, Main Engine Lifting and Realignment Final, paragraph 3.6.1, Contractor recommends paragraph 3.6.1 FME technical support to be subject of a CFR (condition found report) if needed.

ANSWER: Coast Guard concurs with the recommendation. See Specification, Revision 1.

QUESTION NO. 3: Optional 4, Main Engine Lifting and Realignment Final, paragraph 3.10.4, Contractor recommends Plug Welding to be subject of a CFR if needed.

ANSWER: Specification will remain the same.

QUESTION NO. 4: Work Item D-05, Sea Trial Performance, Provide Support, paragraph 3.4 and 3.5. 1) For bidding purposes, how many stand by days between completion and dock trials?; 2) for bidding purposes how many stand by days between completion and sea trials?

ANSWER: For bidding purposes, assume there will be one day (buffer) stand by between completion of work and dock/sea trials. Coast Guard intentions are to complete immediately after completion of work.

QUESTION NO. 5: Work Item D-03, Reduction Gear Hot oil Flush, paragraph 1, Scope. Is the intent to conduct the hot oil flush/cleaning upon completion of Work Item D-01 repairs?

ANSWER: Yes, see Specification Rev. 1.

QUESTION NO. 6: Work Item D-01, Main Reduction Overhaul and Accessory Drive Renewal, paragraph 3.14.1.1 allows the MGT to cool for 24 hours prior to alignment check, paragraph 3.36.2 requires MGT to be checked in a HOT condition before and after inspection. Please advise cold or hot alignment check?

ANSWER: See Specification Rev. 1.

QUESTION NO. 7: Work Item D-01, Main reduction Gear Overhaul & Accessory Drive Overhaul, paragraph 3.11, allows for a preliminary shaft alignment check using Strain or Jack method. Contractor does not see a Post Requirement to re-check shaft alignment?

ANSWER: Paragraph 3.37A and 3.37A1 have been added to the Specification Rev.1 to cover this issue.

QUESTION NO. 8: Work Item D-01, Main reduction Gear Overhaul & Accessory Drive Overhaul, paragraph 3.15.1.2, provides Engine Alignment Criteria that appear confusing and incomplete.

The “ENGINE TO REDUCTION GEAR ALIGNMENT LOCATION CRITERIA” specifies the Main Diesel Engine be aligned above the Diesel pinion Gear Shaft Center 0.012” and inboard 0.005”. This does NOT tell me where these offsets should be measured. I assume the location of this measurement is the plane of the MDE Flywheel Face. Is this the correct assumption?

Also, there is no criteria for Angularity between the MDE C/L and the Pinion Shaft C/L. I assume the TARGET for Angularity between the two shaft Centerlines is ZERO. Is this the correct assumption?

ANSWER: Yes, both correct assumptions.

QUESTION NO. 9: Work Item D-01, Main reduction Gear Overhaul & Accessory Drive Overhaul, paragraph 3.15.1.2 provides engine alignment tolerances that need clarification.

The tolerance for “Angular Off-Set” specifies “0.0001 inches per inch across the 44” diameter of the Flywheel.” I interpret this as meaning the Tolerance for Maximum Allowable Angularity between the MDE Centerline and the Pinion Shaft C/L is 0.0044” TIR, as measured at a 44” diameter on the MDE Flywheel Face. Is this correct?

The tolerance for “Parallel Face” specifies “0.020” without any further description or clarification. I interpret this as meaning the Tolerance for Maximum Allowable Deviation from the Vertical and Horizontal Location Criteria is +/- 0.020”. Is this correct?

ANSWER: Yes, both correct assumptions.

d.

Also, based on the changes made in the specification, two additional drawings are incorporated and made part of this requirement.

e.

The day and time to submit proposals will remain the same which is 18 October 2012 at 2:00 P.M., Pacific Standard Time.
