The Contractor shall be aware that the Government will make every possible effort to inform the Contractor of the presence of hazardous substances, such as lead, chromium, asbestos, and PCB; and will inform the Contractor of the presence of said substances, in specification items, when applicable; however, the Contractor shall be responsible for conducting all appropriate tests for determining appropriate engineering controls and personnel protection actions to be taken, to protect contractor-personnel, in accordance with applicable OSHA, state, and local regulations. Submit copies of all sample results to the COTR prior to commencing work.

B2.2.5.2 Contractor surveying for the presence of suspected hazardous substances. If the presence of lead, chromium, asbestos, or PCB is suspected in any material which may be disturbed, and adequate survey of the work-area has not been accomplished by the Coast Guard to determine the extent of suspected hazardous substance, the Contractor shall be responsible for conducting hazard evaluations pursuant to OSHA requirements. Provide the COTR with a description, location, and analysis results for all materials samples taken during personnel hazard evaluations before work commences in the affected area.

Question No. 0002

REQUEST FOR CLARIFICATION

SHIP & HULL No.: CGC GASCONADE (WLR 75401) & BARGE FY12 IRESS DRYDOCKING

RFP No.: HSCG85-12-R-P45P29

SOLICITATION SECTION: PARA NO.

WORK ITEM NO. 47 and 48 PARA NO.

TITLE: Bulkhead Repair and Hull Repair

QUESTION:

Why repair instead of renew? Can we renew metal instead?

RESPONSE:

Several areas detailed in the specification have minor dents and bends which are easier and less costly to repair than renew. For large sections, if the contractor finds it is more advantageous to renew vice repair, it may bid accordingly but must list such sections it is proposal on a separate page so that SFLC can evaluate. Additionally, the contractor must include any related costs in its line item prices, including but not limited to costs for: interference removal and restoration, and restoration of the existing coating system. Renewal can not affect the overall strength of the member and welds must be tested and considered critical welds, since they are on structural members, as per SFLC STD_0740.
