Amendment 0002
The purpose of this amendment is as follows:
A. Requests for Clarification:
1. QUESTION: Is it possible the contractor can receive the Tube shafts, Tail shafts & Couplings in advance of the performance period to fit the couplings, machine the bolt holes and fabricate the new coupling bolts? The work cannot be accomplished in the current period of performance, an additional 2 weeks will be required.
ANSWER: Affirmative, this can be arranged following award.
2. QUESTION: In paragraph 3 there is a note that states: "NOTE: The contractor Shall have All disassembly & inspection of the bow thruster unit completed within 5 working days of docking." The contractor feels that all disassembly and inspections cannot be performed in this time frame. Will the Coast Guard consider striking this statement from the specification?
ANSWER: This requirement stands. The contractor shall conduct overtime work as necessary to satisfy this requirement.
3. QUESTION: This contractor requests the period of performance to be changed to March 22nd to June 1st due to the scope of work to be performed.
ANSWER: The period of performance will not change. The vessel will not be available for drydocking until 07 April 2010.
4. QUESTION: Will the Coast Guard provide the testing specifications to accomplished in paragraph
3.2.1 [D-49] prior to removal? What specific tests will be required after reinstallation of removed equipment? Will the Coast Guard provide testing specifications for final test after equipment is replaced?
ANSWER: The contractor will be required to test equipment for satisfactory operation. Test procedures will be communicated on site, and will be the same both prior to removal and following re-installation.
5. QUESTION: Items O-66 & O-67, para 3.3.1: Specification states that the stave material will be dependent upon the skim cut dimension of the liner. Contractor does not find a reference to skim cutting the liner. Past experience has been that reconditioned shafts may have undersized liners. For bidding purposes, should the contractor assume that the oversized material will be required?
ANSWER: Yes, the contractor should assume that oversized staves will be required.
