COATING SYSTEM FOR BUOYS
1.1 PRIMERS.
1.1.1 SURFACE PREPARATION. Notwithstanding Aids to Navigation – Technical Manual and Coast Guard Protective Coating for Steel Ocean Buoys, Configuration Standard Technical Order, SILC-
CSTO-36-11 31 19 49-01/20140723, the buoy shall be cleaned of all marine growth, corrosion, paint, and mill scale to a near white metal SP-10 as defined by the Steel Structures Painting Council. Prior to painting it must also be free of all contaminants such as oil, grease, water, blasting grit, etc. All exterior surface and all interior surfaces where entrance openings are provided, including the interior of the battery pocket and the complete inside surface of the whistle tube on whistle buoys and other buoys with open counterweight tubes, shall be cleaned. Metal parts of the buoy shall be sandblasted with silica, shot, or grit.
1.1.2 PAINTING. All exterior metal surface and all interior surfaces where entrance openings are provided, including the interior of the battery pocket, shall be painted. Additionally, if the buoy has a whistle type tube running through the buoy body, the entire inside surface of the tube shall be painted.
All painting shall be performed after proper surface preparation of the buoy. All welding, machinery cutting, drilling, severe forming or any other operation which may damage the protective finish shall be performed prior to the application of the finish. Natural rubber, synthetic rubber and all brass or bronze items shall not be painted.
1.1.3 MULTIPURPOSE EPOXY PRIMER.
1.1.3.1 APPROVED TYPE. The following type of high build epoxy is authorized for use:
Paints which meet MILSPEC MIL-P24647 and are obtained from one of the companies on the Qualified
Product List QPL-24647.
1.1.3.2 APPLICATION. High Build Epoxy shall be applied with an airless spray gun to a near white metal blast (SSPC-SP-10) surface that is completely free of weld splatter and dirt. Generally, use of High
Build Epoxy will require 5 hour periods between each coat. The buoy shall be "striped"; that is, a coat of epoxy shall be painted across all sharp edges, corners, welds and difficult to spray areas. After striping, High Build Epoxy shall be applied in contrasting colors in two coats, 5 mil minimum dry film thickness per each coat. To avoid holidays, the epoxy shall be built up by laying the paint out first in one direction followed by a second series of passes 90 degrees to the first. High Build Epoxy shall be applied, thinned and mixed in accordance with the manufacturer's instructions.
1.1.3.3 DRYING. Drying time before re-coating shall be at least 5 hour at 70 degrees F. Lower temperatures shall require a longer drying time as outlined below:
Temperature Minimum Drying Time
60 degrees F 6 hours
Buoys shall not be painted when the buoy metal surface or air temperature is below 60 degrees.
1.2 TOP COATINGS.
1.2.1 APPROVED TYPE. The following type of aliphatic urethane gloss enamel is authorized for use:
Paints which meet MILSPEC MIL-P-24647 and are obtained from one of the companies on the Qualified
Products List QPL-24647.
1.2.2 SURFACE PREPARATION. The surface of the buoy shall be clean of all foreign matter such as sand, blasting material, oil, water, and other contaminates. The epoxy primer shall be cured so that it is hard enough to resist denting yet still soft enough to leave a thumb print. If the epoxy hardens completely, then a mist coat of epoxy shall be applied and allowed to partially cure before applying the top coat. Cured epoxy exposed to the sun becomes resistant to new paint and shall be sand swept (with light air pressure) to create roughness before applying an epoxy tack coating followed by top coating.
1.2.3 ALIPHATIC URETHANE GLOSS ENAMEL COLOR COAT. These coats give the buoy its characteristic visual signal. The color system used shall be specified in the work request. The color system uses solids of red, green or yellow; horizontal bands of red and green; horizontal bands of red and black; or vertical stripes of red and white. Buoys shall be painted above the waterline (minimum freeboard) for seven types of marks. These are:
STARBOARD BUOYS - Solid red color on all steel and aluminum surfaces above the waterline.
PORT BUOYS - Solid green color on all steel and aluminum surfaces above the waterline.
SPECIAL PURPOSE BUOYS - Solid yellow on all steel and aluminum surfaces above the waterline.
PREFERRED CHANNEL BUOYS – Buoy shall be painted in the preferred channel color scheme.
The buoy shall be painted with three horizontal stripes above the waterline. The stripes will be red/green/red or green/red/green. All lighted buoys with radar towers shall have thetop radar panels painted in the primary color, the bottom radar panels and tower legs painted in the secondary color, and the buoy top head to the waterline painted in the primary color. For unlighted buoys, the radar reflector shall be painted in the primary color. The top head to the waterline shall be split in half with the upper half being painted with the secondary color and the lower half being painted with the primary color.
ISOLATED DANGER BUOYS - Buoy shall be painted in the isolated danger scheme. The buoy shall be painted with three horizontal stripes above the waterline. The stripes will be black/red/black.
All lighted buoys with radar towers shall have the top radar panels painted in the primary color, the bottom radar panels and tower legs painted in the secondary color, and the buoy top head to the waterline painted in the primary color. Unlighted can and nun buoys are not used as isolated danger buoys.
SAFE WATER BUOYS - Vertically striped buoys in red and white on all steel and aluminum surfaces above the waterline. Lighted buoys with four-sided towers shall be divided into eight equal vertical segments that alternate red and white. The segments shall be arranged to bisect the 90 degree angle of the radar reflector. Unlighted can and nun buoys are not used as safe water buoys.
MOORING BUOYS – Solid White color on all steel surfaces above the waterline. “Narrow” Blue band painted horizontally around buoy midway between the buoy top and the waterline. Usually
2nd Class unlighted buoy hulls are used for mooring buoys.
1.2.3.1 APPLICATION. Aliphatic urethane gloss enamel color coats shall be applied by spraying, using clean equipment which will not contaminate the paint. The color coats shall be applied, thinned and mixed in accordance with the manufacturer's instructions. One coat shall be applied above the waterline,
2.0 to 3.0 mils dry film thickness. This coat gives the buoy its characteristic visual signal. Color used shall be as specified in the work request. This coat shall consist of a vertical and a horizontal pass over the surface being coated.
1.2.3.2 DRYING. Drying time for the final coat shall be at least 24 hours at temperatures above 77 degrees F.
