QUESTION/RESPONSE FOR RFP HSCG84-16-R-AA9485
Date: 23 December 2015
1. QUESTION: How is the extent of damage to the buoy be determined before submitting a price?
RESPONSE: Overhaul prices are set by the schedule CLINs, additional work found on a buoy will be requested by submitting a Condition Found Report (CFR). See Section C-1.2.1 for definition.
2. QUESTION: Battery boxes are mentioned and will they be continued for use or replaced with LED self-contained lighting?
RESPONSE: The Ninth district still has a few buoys that are not LED and will need battery boxes.
3. QUESTION: Will the Bells and Gongs be GFE/GFP?
RESPONSE: Yes, please see Technical Exhibit 1.
4. QUESTION: Are any of the buoys foam filled?
RESPONSE: No.
5. QUESTION: Request to allow electronic submittal of proposal packages.
RESPONSE: Submission of proposals will remain unchanged.
The offer shall submit ONE (1) original and ONE (1) copy of the proposal and any additional documentation to the Contract Specialist at the address provided below by the DATE and TIME specified in Block 8 of the SF1449, Page 1 of 73 of the RFP:
U.S. Department of Homeland Security United States Coast Guard
SILC-COCO-BSS-COB2
Attn: Jillian Noblett 300 East Main Street, Suite 965 Norfolk, VA 23510-9104
Date: 8 January 2016
6. QUESTION: Does the "overhaul services 00001" section match the "shipping / transportation section 00003"? Example; does CLIN 00001A coincide with CLIN 00003A?
RESPONSE: No. The quantities in both sections are estimates. The numbering of a CLIN has no bearing on other CLINs.
Example: CLIN 00001A does not mean that (3) 1CR, 1NR buoy hulls will be shipped from CLIN 00003A Milwaukee. CLIN 00001C has no bearing on CLIN 00003C. Same goes for CLINs 00001G & 0000H.
7. QUESTION: Will there be any X0001J buoys shipped?
RESPONSE: In accordance with the Schedule of Prices, it is estimated that (2) 9x20 buoy hulls will need to be rehabbed during each performance period.
8. QUESTION: In addition under 00003 shipments - from and to - are considered 2 trips according to the solicitation - so I'm taking it that 00003 is only 1 truckload? Or is it 2 truckloads?
RESPONSE: One shipment equals a pick-up from the designated Coast Guard location to the Contractor's Facility. Another shipment would be from the Contractor's Facility to the designated Coast Guard delivery location.
Example: CLIN 00003A has an estimated quantity of 2. That could be for shipping 1 truck/shipment from Milwaukee, WI to the Contractor’s Facility and then back to Milwaukee, WI.
It is also possible that we could ship those buoys to another location.
Example: Buoy(s) shall be picked up from Milwaukee, WI then delivered to Cheboygan, MI;
therefore one of each CLIN would be reflected on the Task Order.
9. QUESTION: The other question was-the est qty on 00001C is 35 but the truck can only handle 12 so I'm thinking it will take 3 trucks or do I just bid the 2 trucks listed on the solicitation?
RESPONSE: The quantities provided for 00003 (shipments) do not relate to the estimated number of buoys provided for CLINs 0001A-0001J. The estimated quantities provided for CLINS 0003A-0003I, represent the estimated shipments anticipated to/from each of the possible Coast Guard locations. Your proposal shall reflect the quantities already established in the Schedule of Prices. The estimated number of 35 buoys for CLIN 0001C may not all be shipped from the same location.
10. QUESTION: Last year, there were separate CLINs for Overhaul, Renew, Upgrade, Outfit.
This year, it appears that all is to be combined and reported as part of the "Overhaul" cost for each buoy class - except those CLINs that are specifically designated as "Additional work items". What constitutes an overhaul, versus changes through the CFR process?
RESPONSE: You are correct. The tasks required for Overhaul is more extensive than what was done in the past. "Overhaul" will incorporate items found in section C-5.3 of the Performance work Statement. The items covered in section C-5.4 "Additional Work Items" will be listed on the task order in addition to the "overhaul". Condition Found Report (CFR) see section C-1.2.1 for definition and section C-5.2.4.
11. QUESTION: As is noted throughout the C-5.3 section of this project, we find instructions to "repair or replace" various components of the various buoys listed. For example, C-5.3.1 states that "Overhaul consists of REPAIRING damaged or worn areas" - while several of the subsections, within this 5.3 main section, instruct contractors to repair or replace various components or areas on the buoys. Some such sections state that "if damaged beyond practical repair" or "if any section ... is missing" or "can no longer be turned" etc. those components shall be replaced. Subsections 5.3.4, 5.3.11, 5.3.20, 5.3.21 appear to be the only subsections that will be addressed via the CFR process, as the spec is currently written. On the other hand, for example, the counterweight tubes might have to be completely replaced as part of the overhaul process/cost. (AMENDMENT 0002)
RESPONSE: The Contractor shall submit a CFR when any additional work is discovered during the overhaul process that was not included on the original task order. The sub sections that you listed are not the only ones that may need to have a CFR completed.
Example: Buoy body plating may need to be replaced that was not identified on the task order.
A CFR would need to be submitted.
Example: A counter weight tube my need to be replaced from damage not previously noted on task order, a CFR would need to be submitted.
12. QUESTION: Is this "task order" to be done via the CFR process?
RESPONSE: No, Task Orders are issued by the Contracting Officer when services are needed for buoy overhaul/repair services. A modification to the task order may result from the CFR process. If at any time throughout the repair process additional work is found, the Contractor shall submit a CFR to the designated COR for review and approval. The COR will then send a modification request to the Contracting Officer to incorporate the additional work into the task order via bilateral modification. The Contractor shall not complete any additional work without receiving approval from the Contracting Officer.
13. QUESTION: Which portions of the scope of work for Overhaul (C-5.3) should be included in the base prices (CLIN 10001A - 10001J) and which items will be handled via change request. (AMENDMENT 0002)
RESPONSE: Overhaul Requirements:
