Continuation of SF-30 Block 14: Description of Amendment/Modification

Questions received as of COB December 13, 2013 and Answers:

1) The mounting kit referenced in Data sheet 5 refers to a being able to mount the light that is provided in data sheet 1. How will I know whether our mounting kit that we supply with lanterns (from data sheet 5) will accommodate the lantern for data sheet 1? To further clarify, my question is about the term "in conjunction with". A pedestal can be supplied with a base large enough for the range lantern and omnidirectional light.

Answer: The requirement is, for all Data Sheet 5 lantern bidders, whether they are also bidding on the

Data Sheet 1 lantern or not, to provide a mounting kit that attaches to their Data Sheet 5 range lantern as necessary at one end but has a "universal" mounting platform at the other end to meet the required mounting provisions described in section 3.6.1 of spec 506, rev 1, in order to accommodate the Data

Sheet 1 omnidirectional lantern. This additional Data Sheet 1 omnidirectional LED lantern will be mounted above (or atop) the Data Sheet 5 LED range lantern. A pedestal supplied to mount both lanterns is not an ideal solution as the omnidirectional Data Sheet 1 lantern must be mounted above, or atop, the

Data Sheet 5 range lantern.

2) In what section of the tender do we offer our creative alternatives?

Our reading is the technical document is 40 pages. The main tender contract document is check boxes.

We believe the alternatives should be included in an executive summary. Is that correct?

Answer: Please see pages 35-41 of the Solicitation for Far Provision 52.212-1-Instructions to Offerors-

Commercial Items (Jul 2013).

3) Can you clarify 'a proposal per CLIN'? We understand the requirements for separate technical submissions, but do we need separate Price Sections, PPQ's, Terms of any express warranty, Price and any discount terms and signed amendments? Do we require separate sets of each of these documents per

CLIN?

Answer: Please provide a price per CLIN by completing the Schedule of Supplies/Services on pages 5-

15 of the Solicitation. . You are not required to provide separate sets of the other documents per CLIN.

Please see pages 35-41 of the Solicitation for Far Provision 52.212-1-Instructions to Offerors-Commercial

Items (Jul 2013)

4) Was any procurement made using the revised 505 spec?

Answer: The Specification being used for this Solicitation is 506 R1, not 505.

5) This section of the solicitation provides an unclear description of what tests are required. A full sequence of testing data to the new specification, or a combination of past testing plus new testing data to fully cover the new specification. When is the new testing data required? Is a projected date for completion of all testing done prior to award an option?

Answer: This is not a development contract. This solicitation seeks established and existing products.

The test data, which must be provided at time of bid submission, is required to verify the performance of the established, existing product.

6) Is the testing done by the contractor?

Answer: Testing may have been done in house by the contractor using calibrated test equipment or by a certified test lab.

7) Has the past testing data (supporting past data) have to be in house testing data ?

Answer: No. Past data may be from a certified test lab.

8) Is it possible that the COTR could require (100%) testing on (100%) of the items ordered, which extends to any point or process during the contract performance.

Answer: Please see the Solicitation.

sourced so that it can be purchased and replaced by Coast Guard servicing personnel in a timely and cost effective manner, is U.S. sourced defining purchasable in the US or made and bought from a U.S. source?
