Q&A Amendment 1/Solicitation HSCG84-13-R-B13038

1) Q: Solicitation states that bids may be submitted electronically via FedBizOpps however the

Notice Details do not indicate that electronic bid submission is enabled for this Solicitation.

Please confirm the status of electronic bid submission via FedBizOpps for this Solicitation.

A: Please refer to the FBO Vendor Guide on FedBizOpps website. For your convenience, the

Vendor Guide is attached. You will find submission information in Section 4.3, pages 34-37. If you are unable to submit via FedBizOpps, please note page FAR Provision 52.212-1 (b) (4) for other submission options.

2) Q: Reference SOW Section 8.3 – Staffing. solicitation states that “one hazardous materials coordinator will be needed to complete the contract requirements” and that “before replacing contractor personnel, the Contractor shall notify the Contracting Officer no less than 15 business days in advance”. Also, the Solicitation states: “In addition, if the designated contractor personnel is absent for an extended period of time (more than 14 business days) due to illness, vacations or emergencies the same procedure must be followed. The substitute personnel, shall not replace the Contractor personnel without acknowledgment from the Contracting Officer”.

Can one assume by this statement that it would be acceptable to the Government for the

Hazardous Materials Minimization Center to be unstaffed by the Contractor while the

Hazardous Materials Coordinator is sick or on vacation so long as this period of time does not exceed 14 business days? Or will the Contractor be required to staff the

Hazardous Materials Minimization Center at all times (per hours of operation specified in

Section 5 of the SOW)?

A: If the Contractor personnel, is going to be absent for more than 14 business days, example, go on vacation for 2 weeks, the contractor shall provide a replacement (fill-in) contractor personnel to continue the services as outlined in the Statement of Work. The replacement contractor personnel will need to have the same skill sets as the individual they are replacing. The contractor will need to notify the Contracting Officer if/when this situation occurs. If the contractor personnel is out for less than 14 business days, the contractor is not required to provide a replacement. However, only the hours worked by the contractor shall be invoiced; only the hours worked will be paid.

3) Q: Reference FAR Provision 52.212-1 (b)(1)(ii)—Instructions to Offeror, “Offeror shall provide a resume that demonstrates their proposed contractor personnel has the experience and qualifications listed in FAR Provision 52.212-1(a)(1) on page 39 and the Statement of Work on pages 12-13. The Technical Section shall be limited to 8 pages”. This statement seems to indicate that the Government is expecting, or allowing, the Offeror to submit more than just a resume for an individual as the term “resume” is typically used.

Can the Offeror submit technical narrative that describes the firm’s capabilities, including individual resumes or does the Government just want to see individual resumes.

A: The resume of the proposed contractor personnel, should include the Technical requirements as listed in FAR Provision 52.212-2 (a) (1) Evaluation—Commercial Items.
