Statement of Work: Furnish, Remove & Install Reverse Osmosis Desalination Plants

1. SCOPE

1.1 Intent. This statement of work describes the minimum requirements for the replacement and purchase of two different sizes of Reverse Osmosis (R/O) Desalination plants including integrated logistic supports, on-site technical support and cutter crew training for 210 ft and 270 ft Medium Endurance Coast Guard cutters.

This statement of work also describes the requirements for the Contractor to remove the existing Reverse Osmosis (R/O) Desalination plants and to provide and install new Reverse Osmosis (R/O) Desalination plants for designated 210 ft and 270 ft Coast Guard cutters.

1.1.1 The Coast Guard intends to purchase and install up to fourteen Type I and thirteen Type II R/O Desalination plants within a 5-year period. The new R/O Desalination plants will replace the existing R/O Desalination plants onboard those vessels, to produce potable water.

3. REQUIREMENTS

The Contractor shall provide all labor, documentation and material to provide and install new Reverse Osmosis (R/O) Desalination plants for up to 27 designated vessels. The Contractor shall remove the existing Reverse Osmosis (R/O) Desalination plants and install the new Reverse Osmosis (R/O) Desalination plants in accordance with Section 3.3 of this work item. All materials, components, documentation, shipping, storage, services and labor (including sub-contracted) necessary to meet the requirements herein are the responsibility of the Contractor.

3.1 General characteristics. All equipment interfaces for the R/O plant shall be identified by the Contractor using both the applicable referenced Coast Guard drawings listed under Section 2 (References) and information obtained via shipcheck of at least one vessel per cutter class (210A WMEC, 210B WMEC, 270A WMEC, and 270B WMEC). The Contractor shall develop and submit a ship check report for each cutter ship check as listed above. (See paragraph 3.6 and associated sub-paragraphs for required drawing and technical data deliverable format.) The Contractor shall provide complete information for all interfaces including configuration, type, size, tolerances, movement, force and moment and any other pertinent information required on the referenced Coast Guard drawings listed under Section 2 (References). The Contractor’s outline drawing shall include all maintenance, access and removal envelope dimensions required to properly service all equipment contained on the package. New R/O unit piping connections to

4 of 19 Attachment (1) existing vessel piping shall be flanged where practical. All wiring on the R/O skid shall be brought to a common junction box or boxes for interface to existing vessel wiring. The RO plant shall include the appropriate piping components (pumps, piping, fittings, flow meters, valves, check valves, relief valves, back flow preventers, pressure reducer, etc.) to ensure that the following requirements, as a minimum, are satisfied:

1. Isolating and draining the filter vessels to permit filter media replacement.

2. Protecting the brine, permeate, and high pressure seawater feed systems from over-pressurization.

3. Isolating the seawater feed to the RO plant.

4. Supplying and maintaining seawater feed pressure to the HP pump within the limits prescribed by the pump manufacturer.

5. Preventing the brine and permeate from back-flowing into the RO plant.

6. Measuring the permeate flow rate in GPM and the cumulative total of permeate in gallons.

7. Continuous venting for removal of entrained air from incoming feed.

3.1.1 Capacity. The R/O Desalination plants shall consist of two redundant first stage units co-located on the same skid. Redundancy will be for the high pressure pumps, membranes and associated hardware and controls. Each of the first stage units shall be capable of providing, at a minimum, half the required total plant generation rate while the other is secured for maintenance or repair. The R/O Desalination plants shall produce the following minimum gallons of potable water per day (GPD) using seawater as feed for the systems, and meeting all conditions specified herein:

Cutter 1st Stage

TYPE I (for 210’ WMEC) 5,000 GPD

TYPE II (for 270’ WMEC) 7,000 GPD

3.1.1.1 Each R/O Desalination plant shall produce the required capacity of potable water from feedwater that is natural seawater of 36,000 Parts Per Million (PPM) of Total Dissolved Solids (TDS) and capable of operation with sea water as high as 42,000 PPM TDS, feedwater temperature ranging from 33 degrees F to 105 degrees F, and feedwater supply pressure ranging from 35 psi to 50 psi.

3.1.1.2 The potable water discharge from each R/O Desalination plant shall be capable of producing potable water that is in compliance with World Health Organization (WHO) standards for drinking water and not exceed 100 degrees F, and 500 PPM TDS with a target potable water quality of 350 PPM TDS.

3.1.1.3 Each R/O Desalination plant shall produce the required capacity of potable water when operating with an ambient compartment temperature range from 40 degrees F to 120 degrees F.

3.1.1.4 Each R/O Desalination plant shall produce the required capacity of potable water when operating with cutter motions and attitudes as follows:

Roll of 45 degrees (double amplitude) in 9.5 seconds

Pitch of 6 degrees (double amplitude) in 6 seconds

Heave of 4 feet (double amplitude) in 11 seconds

List of 15 degrees

Trim of 5 degrees down by stern or 5 degrees down by bow

3.1.2 Plant dimensions and arrangement.

3.1.2.1 Each R/O Desalination plant shall be a multiple R/O unit arrangement with built-in redundancy for continued system operation in the event of failure of one R/O unit. The new R/O plant(s) shall fit within the same general areas as the existing R/O Desalination plant onboard the vessel without major structural modification. These sizes are the approximate dimensions available for the new R/O plants, and do not include any maintenance and service clearances. The Contractor’s proposal shall clearly illustrate the required clearances.

For TYPE I – The space available for R/O Desalination plant installation is limited to the existing R/O plant area. The existing R/O Desalination plant dimensions are 64 in (fore/aft) by 56 in (athwart ship) by 48 in (high). The maximum available envelope at the location is 66 in (fore/aft) by 72 in (athwart ship) by 66 in (high). See Coast Guard drawings 618 WMEC 601-003 for A Class and 627 WMEC 601-003 for B Class, for guidance.

For TYPE II – The space available for R/O Desalination plant installation is limited to the existing R/O plant area. The existing R/O Desalination plant dimensions are 94 in (fore/aft) by 67 in (athwart ship) by 70 in (high). The maximum available envelope at this location is 120 in (fore/aft) by 80 in

(athwart ship) by 80 in (high). See Coast Guard Drawing 901 WMEC 801-006 for A-Class and 905 WMEC 801-006 for B Class, for guidance.

3.1.2.2 Each R/O Desalination plant shall be a self contained package type, with adequate room for maintenance. Each plant shall have the R/O units arranged on modular skids which shall be transportable through the cutters existing water tight doors, hatches and Ellison doors for installation. To the maximum extent practicable, the two specified sizes of plants shall maximize the use of common parts and assemblies to reduce provisioning of spare and replacement parts.

TYPE I-Modular construction shall be able to enter/exit at a minimum through a marine door with an opening of 26” x 66” and 6” radius corners.

TYPE II-Modular construction shall be able to enter/exit at a minimum through a marine door with an opening of 26” x 66” and 6” radius corners.

3.2 System operation and rating.

3.2.1 Operator requirement. Each R/O Desalination plant shall be designed for unattended automatic operation after being put on-line locally. Start up and stabilization of potable water output shall not require more than one-half hour by a single operator.

3.2.2 System rating. Each R/O Desalination plant shall be suitable for shipboard marine environment, with proven satisfactory and reliable shipboard services, at or above the rated capacity specified herein. All system components shall be corrosion resistant.

3.2.3 Major components.

3.2.3.1 Pumps. All necessary feed and high pressure pumps shall be provided. The feed pump shall be suitable for remote location. All pumps shall be rated for marine shipboard use with seawater. Centrifugal pumps shall be designed and built with materials of construction in accordance with ASTM F998-12.

Positive displacement pumps shall be designed and built with materials of construction in accordance with ASTM F1510-98. All seawater feed pumps shall be equipped with mechanical seals conforming to ASTM F1511-98. A cyclone separator for pump seal protection shall be provided after the sea feed pump. Pumps shall use factory sealed pre-lubricated bearings and any lubrication fittings shall be replaced with plugs to prevent greasing of the sealed bearings. (A00007)

3.2.3.2 Motors.

a. Motors shall be rated 50 degree C, 440 VAC, 60 HZ, 3 Phase.

b. Electric motors shall meet the design requirements of IEEE-STD-45, 46CFR Subchapter J, and NEMA MG 1 and NEMA ICS 1. All enclosures shall be made of type 304 stainless steel conforming to NEMA 250, Type 4X.

c. Motor speed, torque and power characteristics shall be compatible with the operating range requirements of the pump. If brake horsepower needed by the pump exceeds the standard nominal horsepower size, the next larger size motor shall be used.

d. Motors shall use factory sealed pre-lubricated bearings and any lubrication fittings shall be replaced with plugs to prevent greasing of the sealed bearings.

3.2.3.3 Strainers and filtration.

a. Each plant shall be equipped with a cleanable, corrosion resistant, easy-maintenance duplex strainer system with monel baskets, to prevent clogging of the smallest flow path within the seawater supply piping and to protect the low pressure feed pump.

b. Each R/O unit shall be equipped with a Media Filter and an additional two-stage pre-filtration system to remove silt and other particulate from the sea water feed. The filter housing shall be constructed entirely from corrosion resistant stainless steel. This system shall be confined within the envelope confines.

c. Each R/O unit shall be equipped with a system to prevent cavitation in the high pressure feed pump and to protect the membranes from damage.

d. Each plant shall have a sampling port after (downstream) the membranes before system brominator to allow manual sampling of permeate (product water).

3.2.3.4 Piping. All piping shall be copper-nickel, 316 stainless steel or reinforced non-collapsing hose. All piping connections shall be ANSI flanges. All piping, materials and fittings must be in accordance with CFR Title 46, Chapter I, Subchapter F, Part 56, Piping Systems and Appurtenances.

3.2.4 Salinity cells. Salinity cells shall be arranged to ensure the probes are fully immersed under all cutter operating conditions specified in paragraph 3.1.1.4. Salinity cells shall be easily removable for cleaning, repair and replacement. Salinity cells shall be installed with a sufficient distance upstream of their respective dump valve to ensure high salinity water is not discharged to the potable water tanks.

3.2.5 Dump valves. Dump valves shall be downstream from their activating salinity cell and upstream from their fresh water production meter. Dump valves shall be piped so that the dumping of high salinity fresh water will go overboard along with all other brine via a check valve. Dump valves shall automatically dump fresh water when:

The salinity exceeds the set limit of the activating cell.

Current to the salinity system (indicator panel, cell or dump valve solenoid) is interrupted.

3.2.6 Membranes and pressure vessels. All reverse osmosis membranes shall be of the spiral wound polyamide thin film composite type. Membrane pressure vessels shall be fiberglass reinforced plastic with stainless steel end caps suitable for the highest pressure produced by the high pressure feed pump. The membranes used in the R/O plants shall be a standard design available from multiple manufacturers. A list of membrane manufacturers shall be provided as part of the quotation. (A00007)

3.2.7 Fresh water flush and membrane cleaning. Each R/O Desalination plant shall be equipped with an automatic fresh water flush system to purge the system and remove seawater from the membranes. Fresh water supply for flushing shall be taken either directly from the fresh water discharge before brominating or through a filter system that will eliminate bromine from the flushing fresh water. The plant shall be equipped with a system for recirculating cleaning solutions to remove organic foulants and scale deposits from the membranes.

3.2.8 Flow meters. Fresh water discharge piping from each R/O unit shall incorporate a positive displacement type water flow meter complete with valved bypass. It shall be suitable for taking hourly and daily readings of fresh water production and shall be easily viewed from the plant control station. Also, rotameters shall be provided to indicate brine (reject), brominated water and fresh water (product) flows in GPH for each R/O unit and shall be easily viewed from the plant control station.

3.2.9 Proportioning brominator. The R/O Desalination plants shall be supplied with an integral, operator adjustable, automatic proportioning brominator. The proportioning brominator shall be a type that will automatically add a predetermined base line feed of bromine to the potable water produced. The proportioning brominator shall be capable of operation in a 0.7-2.7 PPM bromine concentration range, with a normal bromine concentration of 1 PPM. Each bromine cartridge shall be rated at 55,000 gallon of permeate treatment and fully encased for safe and efficient handling.

3.2.10 Electrical power supply and equipment. Electrical equipment, panels, pushbutton stations and termination boxes must be NEMA 4 (NEMA STD 250) enclosures or greater unless otherwise noted.

3.2.10.1 Cabling and wiring. Cabling and wiring must be provided in accordance with IEEE 45 and MIL-

DTL-24643C.

3.2.10.2 Electrical bonding and grounding. Electrical and electronic equipment bonding and grounding for personnel safety shall be in accordance with MIL-STD-1310H.

3.2.10.3 Plant control station. Each R/O Desalination plant shall be provided with a master control station for operating and monitoring the system. The plants shall be controlled with a PLC unit or in accordance with NEMA Standard ICS-1. If provided with a PLC controller, the PLC software must be developed in accordance with IEC 61131-3. The software source code must be installed on the hardware as well as provided to the Government in electronic and hard copy formats. The PLC control system if provided must be furnished with all associated components required for installation and operation.

NOTE

For the WMEC 270 Class cutters, the Reverse Osmosis Controls shall interface with the Coast Guard Machinery Control System (CGMCS). This interface shall provide a dry contact for running status, fault status, discharge to potable water tank or overboard and stop command. The interface dry contacts shall be rated for 2 Amps and 30 VDC

3.2.10.4 Monitoring system. The monitoring system shall ensure fresh water discharge to the potable water system does not exceed the public health standard of 500 PPM TDS. The system shall be complete with operating switches, test buttons, indicating lights and audible alarms. The following functions and parameters shall be provided as a minimum:

Fresh water salinity read-out in PPM

Fresh water temperature in degrees F.

Salinity dump valve manual dump switch

Salinity monitor operating indicator light

Fresh water high salinity indicator light

Salinity dump valve dumping indicating light

Salinity dump valve salinity set point test button and read-out

Salinity dump valve adjustable set point control knob

Plant fresh water production operating hour meter

3.2.10.5 Additional indicator lights and controls. The following additional functions and parameters shall be provided and integrated into the master control station:

Digital LED message center activated as part of the general alarm and annunciator to provide brief descriptions of malfunctions, causes of system shutdown, component servicing period indicators, and system operating parameters

All necessary safety controls to secure the unit and associated pumps in the event of an abnormal condition which could damage the equipment

3.2.10.6 Each R/O Desalination plant shall be provided with commercially available marine grade pressure gauges with an accuracy of 1 percent to assist with monitoring and control of the units. Readouts shall be in PSI. Pressure gauges are to be stainless steel, glycerin filled, panel mounted, or digital type. The following pressures shall be provided as a minimum:

Sea water supply pressure

Boost pump supply pressure

Rotameters

R/O membrane array seawater inlet

High pressure pump discharge.

R/O membrane array brine outlet.

Freshwater product discharge from R/O membrane array.

3.2.10.7 Remote monitoring, alarms, and controls. Each R/O Desalination plant shall provide an enclosure box for remote monitoring and control with the following functions:

Approximately 100 feet of cable leads for remote installation.

3.3 Installation and removal. The Contractor shall provide all labor and material to remove the existing Reverse Osmosis Desalination plants and install the new Reverse Osmosis Desalination plants. Any

10 of 19 Attachment (1) materials, components and labor sub-contracted in meeting the requirements herein are the responsibility of the Contractor.

3.3.1 Technical representative. The Contractor shall provide the services of an on-site Technical Representative who is familiar with the Reverse Osmosis System and authorized by the manufacturer to do the following:

Advise on manufacturer’s proprietary information and clearances associated with the system.

Ensure compliance with manufacturer’s procedures and standards during installation and operational testing of the system.

3.3.2 The Tech rep shall have a resume of demonstrated experience with the system described above and shall provide a copy of the resume and a list of references to the KO.

3.3.3 Equipment/component disposal. The Contractor shall remove the existing Reverse Osmosis Desalination plant equipment and components and shall be scrapped/disposed of in accordance with all State, Federal and local laws and regulations.

3.3.4 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.

3.3.5 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following:

3.4 Reverse Osmosis Desalination plant installation particulars.

3.4.1 Removals. The Contractor shall accomplish the following tasks using Coast Guard Drawings listed in Section 2, References.

Disconnect and remove the existing Reverse Osmosis Desalination plant including all required attachments

Disconnect all existing electrical cables, control equipment and bromine unit with the Reverse Osmosis Desalination plant.

3.4.2 New equipment installation. The Contractor shall accomplish the following tasks using Coast Guard Drawings listed in Section 2, References.

3.4.2.1 Modify the existing Reverse Osmosis Desalination plant foundation as required. R/O foundation preservation shall be accomplished in accordance with SFLC Standard Specification 6310.

3.4.2.2 Install the new Reverse Osmosis Desalination plant onto the foundation.

3.4.2.3 Furnish and install sea water piping system associated with the R/O Desalination plant. Utilize existing piping and new flanging as practical.

3.4.2.4 Furnish and install potable water piping system associated with the R/O Desalination plant. Utilize existing piping and new flanges as practical.

3.4.2.5 Accomplish all electrical connections to supply power to the R/O plant.

3.4.2.6 Install and connect the R/O remote control center in the Engineering Control Booth.

3.4.2.7 Renew the raw water pump and associated isolation globe valve. Utilize existing piping and new flanges as practical.

3.5 Touch-up preservation. The Contractor shall prepare and touch-up coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Standard Specification 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs).

3.6 Integrated logistic support.

3.6.1 Technical data (TD). This section defines the requirements for the Contractor to provide TD necessary to integrate the Vendor’s equipment into the design of Coast Guard Cutters and to begin logistical support documentation. The TD identified herein must be provided with the Vendors proposal submission and will be evaluated for completeness.

The Vendor’s TD must include:

a. A unique assembly part number, nomenclature, and original equipment manufacturer (OEM) Commercial and Government Entity Code (CAGE) Code.

b. General arrangement drawings detailing overall dimensions; required maintenance area dimensions; locations, size and type of all mechanical, electrical, electronic, and other shipboard installation and operating interface requirements.

c. Overall component and system weight.

d. Fluid system diagrams identifying pressure and flow characteristics and requirements.

e. Manual, technical publication, and/or catalogue data detailing the installation requirements for each piece of equipment.

3.6.2 Provisioning data (PD). The Contractor shall provide PD for all components being supplied. PD as defined herein must be provided after contract award. PD includes drawings, technical manuals, catalog data and product specification sheets to allow the provisioning of a system or piece of equipment. The PD for the base year only end item shall include all items listed below. The Contractor shall provide addendums to the PD for each item during the option years.

The Contractor shall put provisions in his lower-tier subcontracts and supply agreements requiring compliance with this Specification. The PD that the Coast Guard requires from the Contractor’s subcontractors must be provided by the Contractor.

PD supplied must include at a minimum:

a. A hierarchical listing of all components which can be assembled, re-assembled, and/or replaced. The listing must identify primary components and all supporting components/parts.

Figure 1 provides an example of how to list information.

b. General arrangement and system diagrams.

c. Technical Manuals/Publications that completely describe the end item, end item’s equipment and/or piece parts; material, mechanical, electrical, dimensional characteristics, location, and their function within the assembly. The technical publications must include theory of operation, equipment and component set points and related technical information, disassembly procedures, recommended maintenance, maintenance and lay-up procedures, 13 of 19 Attachment (1) component repair and maintenance instructions, trouble shooting guide, parts schematic/line diagrams, and complete drawings and diagrams.

d. Illustrated Parts Breakdown - Identify parts associated with the equipment. An exploded illustrated parts breakdown must show the location of the parts. The parts list must identify the piece part of the illustration, quantity installed, nomenclature, designation, original manufacturer and manufacturer’s part number. Part numbers are not required for common hardware available from multiple sources, if adequate descriptive data is provided. Parts data listed in the technical manual must be the same as listed on the hierarchical listing. If metric system components are provided, they must be so noted.

e. The Coast Guard reserves the right to reproduce all Drawings and Technical manuals for distribution within the Coast Guard.

f. All special tools and test equipment required to maintain the end item.

g. A list of all software/licenses needed to accomplish diagnostic testing.

h. Delivery of preliminary PD must be no later than sixty (60) days after contract award. The Coast Guard requires twenty-one (21) days to review PD. The Contracting Officer, or his representative, will provide written approval or recommendations for improvement. The Vendor will have forty-five (45) days to correct and resubmit if the initial delivery is disapproved.

i. Delivery of final PD must be no later than concurrent with delivery of the end item.

3.6.3 Data submission format. Drawings must be submitted as electronic media. Electronic media must be in AutoCAD and at least Version 2014 or later. Where electronic media is submitted, it must be with the manufacturer’s permission to use the data on Coast Guard drawings. Text files must be provided in MICROSOFT WORD. Spreadsheets must be provided in MICROSOFT EXCEL. Documentation supplied as electronic media must be one (1) copy on a CD.

3.6.3.1 Revised drawing deliverable(s). The Contractor shall produce a revised copy of the applicable Coast Guard Drawings listed under Section 2 (References) that clearly reflect all changes accomplished in this statement of work, in accordance with SFLC Std Spec 0850. Drawing deliverables shall include:

Existing Reverse Osmosis Desalination plant removal.

New Reverse Osmosis Desalination plant interface drawings.

New Reverse Osmosis Desalination plant installation drawings.

Drawings to include at a minimum, all mechanical, piping, electrical and foundation modifications and as specified in section 3, paragraph 3.1 of this Work Item.

3.6.3.1.1 Preliminary/draft submission. Prior to beginning first vessel installation, submit a draft copy of the drawings to the COR for review and approval.

3.6.3.1.2 Second draft submission. After completing first vessel installation, submit a revised draft copy of the drawings to the COR for review and approval.

3.6.3.1.3 Final submission. No later than 30 calendar days after receiving final Coast Guard comments on the draft submission, accomplish the following:

Incorporate all final Coast Guard comments.

Jointly sign the drawing with the Coast Guard Inspector.

Deliver four bound paper copies and an electronic media/AutoCAD generated copy on CD- ROM to the KO.

3.6.3.1.4 Revised final submission. Due to potential variations in vessel configuration, if applicable, Contractor shall submit final updated drawings no later than 48 hours after completing final vessel installation. No later than 30 calendar days after receiving final Coast Guard comments on the final drawing submission, accomplish the following:

Incorporate all final Coast Guard comments.

Jointly sign the drawing with the Coast Guard Inspector.

Deliver four bound paper copies and an electronic media/AutoCAD generated copy on CD- ROM to the KO.

3.6.4 Depot Level Spare parts list and optional spare parts. The Contractor shall furnish a Manufacturer's Recommended Spare Parts List spreadsheet. System stock parts are defined as material with delivery lead times over 45 days and manufacturer designated critical items. The system stock kit parts list must be provided with PD after contract award and must include the OEM part number, CAGE Code, part description, National Stock Numbers for parts already identified in the Federal Stock System, shelf life, special material/operating requirements, quantity, individual part retail cost and complete kit cost. The Government reserves the right to order part quantities less than or greater than the Contractor provided parts list.

3.6.5 Onboard repair parts kit. To allow the Government the opportunity to procure Onboard Repair Parts for the R/O Desalination plant, the Contractor shall provide a recommended onboard repair parts (OBRP) kit list. OBRP consist of items required to conduct 1 year’s worth of OEM recommended maintenance parts that unit personnel can perform without additional special tools or technical support. Typical onboard spare parts include filters, bulbs, belts, and other general consumable items. The recommended OBRP kit list must be provided with the proposal submission and must include the following data:

OBRP Kit part number, CAGE Code, and complete kit cost.

The Contractor shall supply for each item in the OBRP kit, the OEM part number, CAGE Code, part description, National Stock Numbers for parts already identified in the Federal Stock System, shelf life, special material/operating requirements, quantity, estimated retail cost.

3.6.6 Fluids, lubricants and gases. The Contractor shall provide a schedule of fluids, lubricants, and gases.

This schedule shall include complete details of the type, quality, and quantity required. This schedule shall also specify the cleanliness requirements of this material as supplied and as required for warranty. Preventive maintenance requirements including quantity and frequency shall be included. As shipped condition shall also be included. When Contractor’s material interfaces with ships similar fluids, lubricants, gases or other medium, requirements for the shipboard system shall be specified including flushing recommendations. All cleanliness of fluids, lubricants, gases or similar medium specifications shall be in accordance with national standards as applicable. The fluids, lubricants, gases or similar mediums shall be readily available in US markets.

3.6.7 Availability and quality of customer support. Maintenance and repair assistance services of the R/O Desalination plant shall be readily available within five working days either by the manufacturer, vendor, or local distributor, when requested by the Coast Guard. Technical and logistic consultations by phone, e-mail or fax, shall be readily available during normal work hours, (minimum of 8 hours/day and 5 days per week).

3.7 Deviation from specification. Deviation from the Specifications will only be allowed if there is a direct benefit to the Government and the change has been authorized in writing, by the Contracting Officer. If the Contractor finds it necessary to change or depart from the applicable requirements of this Specification he must request permission to do so in writing from the Contracting Officer (KO) at the earliest possible time.

During the performance of the Contract, the Contractor shall notify the Coast Guard within five (5) working days of any changes effecting equipment or part configurations.

Proposals submitted for design improvements to equipment or process to simplify or improve reliability and/or maintainability, and/or to improve performance, are encouraged. Requests by Contractor for changes, either with the proposal or after contract award, must clearly describe the changes proposed and the reason for and the advantages of the changes proposed. Also to be included is a detailed list of additional costs or savings (if any) that would result. If the proposed change involves the substitution of another material or method for one specifically required, the complete Specification(s) covering the requested method or material must be submitted.

3.8 Provisioning quality control. The Contractor is responsible for the completeness and accuracy of all items provided under this Contract. The Government reserves the right to implement provisioning quality control which may include, but not be limited to:

a. Selective review of Contractor purchase orders and quotations to assure compliance with provisioning procedures.

b. Physical validation of installed components and equipments nameplate characteristics data against Contractor purchase orders, PD, construction or equipment drawings, labels and markings of equipments or components validated.

3.9 Provisioning conferences. Provisioning Conferences, if required, will be organized at the Contracting Officer’s discretion. These conferences will only be called after normal attempts to resolve PD discrepancies have been exhausted. The Contractor and his/her subcontractors as required shall participate in these conferences. The Contractor shall make complete technical data and the specific equipment being provisioned available for inspection.

During Provisioning Conferences held at the Contractor’s facilities, the Contractor shall make all PD available to a Government On-Site Provisioning Team in a centralized location. The centralized location must accommodate up to six (6) Government On-Site Provisioning Team members during normal business hours for a period of five (5) working days.

3.10 Test, inspections and reports. The Coast Guard reserves the right to witness any or all of tests performed. The Contractor shall retain records of all tests and submit them to the Contracting Officers Representative (COR) within 48 hours of test completion. The performance of tests and the preparation of reports must follow the guidance of SNAME T&R Bulletin 3-39, Guide for Shop and Installation Tests.

a. If required, the initial ship set of the system that is furnished must undergo First Article Testing (FAT). The test procedure must be provided to the Contracting Officers Representative for review and approval prior to performing the FAT. A USCG representative will witness the test for First Article plant. A FAT report, including a description of test setup and procedure, photographs from two adjacent sides, logs of times for start and finish and any measurements taken during the test, must be provided. In the event of factory testing of the R/O system, the Contractor shall notify the Contracting Officer (KO) at least 14 calendar days prior to the event.

b. Each complete system supplied must be factory tested and inspected in accordance with the manufacturers quality assurance procedures.

c. The Contractor shall develop a Shipboard Test Plan for use by the installing activity for Shipboard Testing. The Shipboard Test Plan must fully address all features and capabilities of the equipment and must fully demonstrate the proper installation, startup, and operation of the equipment. Shipboard testing must include the testing requirements of SNAME T&R 3-47 Guide for Sea Trials.

d. The Government will provide the labor and equipment for performance of the installation tests.

Installation testing support by the Vendor must be provided as a part of the Field Services

e. If the specified item fails to pass any inspection/test the Contractor shall provide a Corrective Action Report (CAR) to document the failure and the recommended fix to the Contracting Officer.

f. One (1) electronic copy of any required test, inspection, or tolerance check must be sent to the Contracting Officers Representative. A copy of any test, inspection or tolerance report must be turned over to the Quality Assurance Representative upon arrival at the Vendor’s plant.

3.11 Training The Contractor shall provide onboard training of Cutter personnel for the R/O plants installed.

Training may be performed during the support of other Field Services. Training must comprise operation and maintenance of the new equipment. The training must include but not be limited to:

a. Review of maintenance documentation

b. Review of start-up and operational procedures

c. Safety

d. Settings and adjustments

e. Checking and replacement of filters

f. Sampling and testing fluids

g. System filling

h. Interpretation of displayed sensor data

i. Emergency procedures

j. Troubleshooting

The Contractor shall specify in the proposal a fixed daily rate for all labor and materials associated with providing training, along with the expected number of days to complete. Other associated travel costs (air travel, car rental, etc) are not to be included in this rate. Training materials must include the onboard technical documentation provided for the new equipment plus any additional training documents which must be provided by the Contractor and included in the training.

Representatives provided under this contract shall be regularly in the business of providing training services to system users and operators. The Contractor shall warrant and certify that all Technical Representatives are fully qualified and have experience working on this or similar type systems.

The Contractor shall prepare and sign a statement regarding the completion or waiver of training services by the cutter crew. The Contracting Officers Representative (COR) must sign the release indicating training was received or waived before departure of the Contractor upon completion of plant commissioning. The Contractor shall forward a copy of the signed release document to the Contracting Officer (KO), with a Commissioning Technical Report.

3.12 Installation and testing. The Contractor shall provide the services of a field service engineer/technician to assist during set-up, testing, commissioning, light-off, and adjustment for optimum performance of the equipment and system. Contractor shall demonstrate the newly installed R/O plant to be fully functional with zero leaks. The Contractor will be required to accompany the vessel on a sea trial to demonstrate proper operation of the R/O plant. The R/O plant shall be operated a minimum of 8 hours. During this sea trial period. Future warranty work will be performed as needed in accordance with the Contract.Contractor shall provide this on-call technical Field Service support for up to one year at various geographic locations (listed under paragraph 4.2). Technical Field Service support shall be on-site within 48 hours of Coast Guard request for assistance. The Contractor shall warrant and certify that all Technical Representatives are fully qualified and have experience working on this or similar type systems.

The Contractor shall prepare and sign a statement regarding the completion of commissioning services. The COR must sign a release indicating completion of Contractor commissioning services before departure of the Contractor or his representative from the field service site. The Contractor shall forward a copy of the signed release document to the Contracting Officer (KO), with a Commissioning Technical Report.

Commissioning services shall include at a minimum, R/O plant set-up, light-off, adjustment for optimum performance and shut down.

3.13 Warranty. The Contractor shall provide a minimum of a one-year commercial warranty for all major components except consumable parts such as filter elements, bromine, membranes, etc.

3.14 Disinfection. After all work designated in this specification involving the potable water system is complete, the Contractor shall disinfect and treat the affected potable water piping to meet or exceed the requirements of AWWA C652. After disinfecting; remove and dispose of all treated water in accordance with all Federal, state and local regulations.

4. QUALITY ASSURANCE:

4.1 General. The Contractor shall maintain an inspection system which shall insure that the R/O desalination plant offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system must be documented and made available for review by the Coast Guard.
