| CLIN 0006 |
| The Evaluation provisions, Factor III – Price, CLIN 0006 Travel and Per Diem specifies that the price shall represent total compensation for employees’ transportation, lodgings, meals, and incidentals and to estimate one trip to each cutter location. We have looked at this carefully and find that pricing out five years of travel would place an unfair burden on the winning contractor under a Firm Fixed Price contract as currently written. Our reasons are as follows: |
1) As the Per Diem (lodging and Meals & Incidentals) and Mileage rates are governed by the Joint Travel Regulations (JTR), we have no control over what the rates will be in five years. Normal escalation factors will not apply to this area. This can be significant. Many of the locations have between two and five different Per Diem rates based on seasonal expectations for the location. All contractors would probably submit based on the lowest rates, which opens the possibility of a request for equitable adjustment should the delivery order specify a performance period in one of the higher rated seasons. For example, Boston’s high season went from $206.00 in FY 2011 to $275.00 for FY 2016. The fluctuation in pricing for seasonal changes could be crippling to a Small Business.
2) Another factor that is difficult to project is the cost of airfare should the performance location be beyond reasonable driving distance. Airfares are unpredictable and the timing for performance may necessitate a short turn-around between receipt of the task order and start of the work. Normally, airfare is less expensive if there is at least 14 days between obtaining the ticket and the actual departure.
Response: We anticipate that there would be some escalation in pricing over the life of the contract for travel and per diem. We understand that vendors will need to take these issues into consideration when developing their firm fixed price for CLINs 0006-4006. Under this contract, last minute travel isn’t expected.
