Amendment Number A00005

14b. This amendment is issued to respond to questions submitted in response to this solicitation.

QUESTION: CLIN 0009 on the solicitation asks for an hourly rate x 5 days for installation services.

This will not accurately portray the installation cost as this project will require 2 men every day at different hourly rates. The wording in the specification also leads me to believe that you are asking for a fixed installation price. This does not match the solicitation document CLIN.

ANSWER: CLINs 0009 and 1009 were revised to provide a field for Offeror’s to propose the number of personnel required for installation services. The Government is requesting one loaded labor rate only no matter the number of personnel proposed. Offeror’s shall remove the existing Pages 4 and 6 of the solicitation and replace it with the attached revised Pages 4 and 6.

QUESTION: Will the government consider dropping the requirement in paragraph 4.3 for an Illustrated Parts Breakdown (IPB)?

ANSWER: We require an IPB that shows the line reparable subcomponents that the vendor supplies for owner accomplished maintenance.

QUESTION: Are the switchboard construction drawings available showing the breakers, the bus work between the breakers and the main bus, the bus work between the breakers and the cable connections, the dimensions of the bus work, elevations, etc.?

ANSWER: The Government has verified with the manufacturer of the switchboard (www.mielectric.com) and no internal buswork drawings exist. Only the documentation referenced in the specification is available.

QUESTION: Regarding the PDC study requested, plotting the ANSI 50 and ANSI 51 curves showing coordination is readily available. However, the other information asked to be shown (i.e., decrement and damage curves for the following items: generator, power cables, AC/DC motor drives, phase shift transformer on stern drive) is not readily available. Will this information be provided to the vendor to include in the diagrams?

ANSWER: The Government does not have the decrement and damage curves for the equipment listed. The Government recommends obtaining the decrement and damage curves from the OEM vendors. Limited decrement and damage curve information is included in Drawings 225B-WLB-300- 04 and 225B-WLB-300-05 which are attached to this amendment. Equipment manufacturers and part numbers are included in the technical manuals referenced in the procurement specification.

QUESTION: Dwg 225-WLB-320-001 (1 location, Page 13) and Dwg 225-WLB-320-001 (2 locations,

pg. 5 and pg. 6) shows three different one line diagrams for the Thruster Power System with different AT ratings and/or AF sizes for the stern thruster. This is most likely 3 different configurations for the various vessels. The breakers have different dimensions between the 2000AF and the 1200AF, particularly in height. Have all the switchboards for the three different configurations been verified to have the available maximum space dimension shown in Table 2?

ANSWER: All vessels were not verified by ship check. Only Hulls 202 (WILLOW), 214 (HOLLYHOCK, and 211 (OAK) were surveyed and verified by the Coast Guard. The first two installations will be on hulls 202 and 214. An opportunity to attend a ship check was provided to offerors. The PDC should clarify the proper AT and AF selections for the replacement circuit breakers.

If the PDC analysis shows that a 1200AF circuit breaker is sufficient it can be used for the Stern thruster position. The Generator and Stern thruster breaker switchboard cubicles should be 20.0” high. The bow thruster cubicles should be 14.0” high.

QUESTION: Regarding the above question, the maximum fault contribution of the generator is 10KAIC to 15KAIC. This is an extremely conservative value, well below the ratings of the circuit breaker specification listed in Table 2 (30 KAIC) and well below the minimum value for the currently installed SB breakers (65 KAIC). Is plotting a damage and decrement curve for the circuit breakers necessary?

ANSWER: The Coast Guard would like to document the damage and decrement curves for the PDC analysis. The maximum fault should include all contributing sources and loads.

14b. Offerors are required to sign and return a copy of this amendment with their quotation. Failure to return a signed copy may render the quotation unacceptable and the quotation may be eliminated from further consideration.

14c. The due date for receipt of quotations remains as 2:00 PM EST on July 7, 2016.
