SUMMARY OF CHANGES

For Solicitation Number HSCG40-13-R-11003

1. Page 4, Standard Form 1449 Solicitation/Contract/Order for Commercial Items, was updated with the correct Solicitation Issue Date and Offer Due Date/Local Time.

2. Pages 39 and 42 were updated with the correct Offer Due Date/Local Time.

Several questions were presented during the solicitation period. Below are the questions asked, answers to those questions and change(s), if any, that were made as a result of the question.

Question 1: In the technical proposal the government requests that the offeror shall indicate that they possess the following equipment.

1. CNC Lathe with 4” Spindle

2. Shaft Straightener, 29’

3. Total Indicated Runout Fixture

If the offeror does not possess one of the following items is it grounds to disqualify?

Answer: No. Not possessing one of the listed equipment does not disqualify an offeror; however, how would your company manufacture the shafts to specification without all of the equipment listed? The Company’s approach to manufacturing the shafts would have to detail how it would be done, such as the alternative that would be used to manufacture the shafts to specification. This alternative approach would have to be a part of your Technical Proposal and will be a factor in your company’s Technical Evaluation Rating.

Change: No change was required as a result of this question.

Question 2: Will there be an initial order of ten (10) shafts?

Answer: Yes.

Change: No change was required as a result of this question.

Question 3: There is not any detailed information on the taper required. Only the specification of 29.825:1 taper and the small end diameter of 3.344 Reference diameter is given. I need more detail on the dimensional requirements. Is this ratio (angle) with the shaft centerline or is it included angle.

Answer: Question was not understood. More detail is needed in order to answer this question.

Change: No change was required as a result of this question.

Question 4: What is the length of the taper (along the shaft axis of rotation)?

Answer: To find the length of the tapered section, simply apply the taper ratio to the 3.344 inch diameter and determine the run to reach 4 inches.

Change: No change was required as a result of this question.

Question 5: (Additional Details Provided on Question 3) There is not enough information to apply the ratio as stated. Normally, when we do any tapers, whether they are on a boat shaft, detailed dimensions are provided, Taper per foot, taper length, ETC... I have gone back and researched various formulas to determine the taper and there is not enough information provided. S.A.E. standard shaft tapers also provide the angle in degrees, minutes and seconds as a reference to a 3/4" or 1" taper per foot, this is normally expressed as 'Angle with Centerline' of the shaft. Ratio is normally expressed as "1:XXX" in the case of these drawings this is also reversed.

Answer: The ratio does appear to be inverted. The number I am calculating for the taper length is 19.565" +.001"/-.000". This is using the 4" dimension for the large diameter end and 3.344" for the small diameter end, applying the ratio (1" rise for every 29.825" run +.0013"/-.000"). Also, Ref 4 can be used for guidance as well. The length I've calculated is very similar to the length with the former ratio applied. I recommend the KTR validate this measurement and also be prepared to validate via ring gauge as well.

Change: As a result of this question, the Solicitation Due Date has been extended to January 11, 2013, 4:30 p.m. Eastern Standard Time.
