Attachment 1, Schedule of Supplies

Contract Line Item Number (CLIN) Setup Question: What is the USCG intent for task orders placed annually? Will the USCG place an initial task order each year for CLIN X001 (server setup and server sustainment)?

Answer: The solicitation states, “It is anticipated that one (1) requirements contract consisting of one (1) one-year base period and, if exercised, four (4) one-year option periods will be awarded as a result of this synopsis/solicitation.” The Coast Guard intends to exercise each option in accordance with Federal Acquisition Regulation (FAR) 52.217-9 and 17.207. Upon exercising an option, the Coast Guard may issue a task order.

Question: Is it the USCG intent for us to price each optional CLIN independent of the other CLINs? Meaning there would be no economies of scale benefit by doing more than one aircraft type at a time.

Answer: Yes, price each CLIN independently based on Attachment 1 of the synopsis/solicitation, Schedule of Supplies.

Question: Completing the C-130 AFF in the base year will significantly reduce cost in the option years for all the aircraft. Would the Government be amendable to changing it from an option?

Answer: The Automated Form F for HC-130 will remain an option. Price each CLIN independently based on Attachment 1 of the synopsis/solicitation, Schedule of Supplies.

Question: The SOW in paragraph 2 identifies requirements to standup an AWBS server and to deliver AWBS for windows 10 and iOS. These are two separate products. You have created a CLIN 0001 for the server standup, but there is not a CLIN for AWBS for windows 10 and iOS.

Do you want us to create a separate CLIN for AWBS for windows 10 and iOS or do you want us to roll these hours into CLIN 0001 and change the description of the CLIN to AWBS server standup and AWBS Mobile?

Answer: The Schedule of Supplies has been updated to add Server Setup and Sustainment for Windows 10 and Server Setup and Sustainment for iOS as two options. Price separately in accordance with the updated Schedule of Supplies (Attachment 1)

Travel Question: Please confirm the contract type for travel CLINs is CPFF and not FFP.

Would the USCG accept a travel table detailing estimating costs for trips by location or geographical region to use as the basis for travel authorization?

Answer: Travel will be reimbursed in accordance with the Statement of Work, Section 2.2.1.

Yes, the Coast Guard will accept a travel table in the format the contractor chooses to use to detail estimated costs for anticipated travel against the intended contract.

Material Costs Question: There is material costs associated with this activity. Should we price material into each line item as appropriate or setup a separate material CLIN covering all material for the Base and each subsequent Option Year?

Answer: Include material costs in each CLIN.

Question: If included as a separate CLIN, the CLIN would need to be exercised in order for the work to be accomplished for the given year. Would the USCG exercise the separate material CLIN for each option at the same time as the server sustainment CLIN?

Answer: Include material costs in each CLIN.

Deliverables Question: To clearly identify start and stop for each activity, Lockheed Martin Aeronautics Company will be providing a deliverable table with submittal dates as necessary for each activity. Does the Government have any specific deliverable requirements that would fall under each option/CLIN or can Lockheed Martin Aeronautics Company include what we expect to be delivered for each phase?

Answer: Delivery shall be made within one (1) year from the issuance of the task order.

Delivery has been added to the updated Statement of Work as Section 10 (Attachment 2).
