STATEMENT OF WORK

FOR

AUTOMATED WEIGHT AND BALANCE SYSTEM SOFTWARE SUPPORT

1.0 GENERAL

1.1 BACKGROUND

The United States Coast Guard (USCG) is required to perform weight and balance support on each of its aircraft. Weight and balance is conducted using the Automated Weight and Balance System (AWBS) software, which can include an integrated aircraft specific Automated Form F (AFF). Aircraft weight data is entered into the AWBS software. The AWBS software calculates and stores weight and balance data necessary to complete weight and balance charts and forms for all aircraft. USCG aircraft weight and balance officials are charged with weighing and documenting all weight and balance data for USCG aircraft. USCG aircraft shall be weighed when any of the following conditions exist: at initial delivery to USCG inventory; following programmed depot maintenance; when major modifications or structural repairs are made that affect the weight and balance of the aircraft; when the calculated weight and balance data is suspected of being in significant error; whenever specified by Asset Computerized Maintenance System; and when unsatisfactory flight characteristics are reported which cannot definitely be determined as caused by faulty flight control system, improper loading, or error in weight and balance data and/or computations. Painting can drastically change aircraft weight and balance, therefore weight and balance is conducted on aircraft after stripping of paint and/or painting.

Proper weight and balance calculation ensures the aircraft will be flown within the approved center of gravity and weight limits and is critical for safety of flight.

In 2000, Lockheed Martin designed and developed the AWBS software. The Government purchased the software which is now utilized by all branches of the military. The AWBS software is used to maintain weight and balance records for both fixed and rotary wing aircraft.

The Government has unlimited rights for distribution and use of the AWBS computer program, however Lockheed Martin retains all data rights to the AWBS computer software (source code).

Lockheed Martin is the only company that can modify the AWBS program and update the source code which adds new features and is vital to aircraft safety. Lockheed Martin is the only company who has the AWBS program that includes the software which calculates all center of gravity limits, in-flight limits, and fuel weights and moments for the HC-130, MH-60, MH-65, C-27, and HC-144.

The USCG was a participant of the Joint Integrated Product Team along with the Air Force, Army, and Navy. Jointly, these services provided guidance and input to Lockheed Martin to certify the AWBS software provided the necessary weight and balance functions to aid the user in maintaining weight and balance records. The AWBS software was approved by the Aeronautical Systems Center located at Wright Patterson Air Force Base as the standard automated weight and balance software to be used by U.S. Government agencies and their contractors. Standardization of AWBS software across all U.S. Government agencies allows for interchange of aircraft records. The standardization of the software increases the accuracy and effectiveness and ensures Government aircraft are operating in a safe and efficient manner. Only the latest version of AWBS software is authorized for use. The Joint Integrated Product Team (comprised of representatives from the USCG, Air Force, Army, and Navy) meet annually to decide by vote the changes to be made to the AWBS software. Each agency decides when to release the latest version of AWBS software.

The AWBS software currently utilized by the USCG was designed to incorporate the USCG’s unique flight profile for each of its aircraft platforms. Over time, the limiting weight and balance factors have become more complex and many errors in interpreting the weight and center of gravity results have occurred. Increases in the number of weight limits, in-flight limits, tire limits, nose wheel steering limits, and fuel capabilities have compounded the problem. Multiple limits make identifying unsafe aircraft even more critical. The software calculates all center of gravity limits, in-flight limits, and fuel weights and moments. The software calculates the best and worst case scenarios including mission configurations of the specific Mission Design Series.

The software significantly reduces the chances of error in calculations and helps determine the aircraft will stay within safety limits throughout the duration of the flight.

Legacy attempts to piecemeal server and technical support have proven woefully inadequate and subjected operational units to revert to non-standardized and untested weight and balance computations, with widely disparate results. A lack of centralized server support, aligned with software help desk support, limits the data management application and program oversight.

These deficiencies, in addition to the USCG’s ongoing cyber security requirements, have placed weight and balance sustainment at risk of service wide failure.

The USCG has both fixed and rotary wing aircraft. The USCG currently operates a fleet of twenty-eight (28) C-130, eighteen (18) HC-144, fourteen (14) C-27, and two (2) C-37 fixed wing aircraft, and forty-six (46) MH-60 and one hundred (100) MH-65 rotary wing aircraft and supports all twenty-six (26) USCG Air Stations. These specialized, high demand aircraft currently enable the USCG to perform missions such as search and rescue, law enforcement, international ice patrol, marine environmental protection, and marine resource conservation.

With such a demanding tempo, aircraft condition and availability are essential to mission success. Fulfilling this requirement will continue to enhance the USCG’s ability to perform its mandated missions.

1.2 SCOPE

This Statement of Work (SOW) describes the requirements for engineering research, development, and technical services; support and sustainment; and configuration management and programmatic support to ensure system integrity, mission readiness, sustainability, reliability, and maintainability of the AWBS and AFFs.

1.3 OBJECTIVE

The objective of this requirement is to procure AWBS software sustainment to include software upgrades and maintenance, software training, software server hosting services, and software help desk support as well as upgrade and sustain the current C-130 AFF, and design, develop, field and sustain new software AFF’s for the USCG’s other aircraft platforms as specified in accordance with this SOW.

Fulfilling this requirement will enable the USCG to utilize current and updated AWBS software and ensure aircraft weight is safe for flight and will remain safe during flight. This will guarantee that the USCG weight and balance technicians have the best and most accurate tools available; ensuring that safety of flight is first and foremost.
