Questions regarding Solicitation HSCG38-12-Q-200001

1.) What is the material specification for the gaskets required?

The USCG does not have the material specifications. This information is proprietary to the gasket manufacturer. The manufacturer cage code is 64665.

2.) Can USCG provide us with a specific model# or previous copy of a PO used when purchasing the gaskets required? (ARC57242 isn’t sufficient ordering info)

The manufacturer was contacted by the USCG on 25 January 2012 and was told that Part Number ARC57242 is procurable from the OEM and they will provide quotes to any contractor that contacts them.

3.) Is the gasket a finished purchased part ready to install or will we be required to order raw material and cut the gasket using the flat pattern print? (Reference AFT Engine Seals print 965-575-1)

The gaskets will need to be cut to fit. The USCG will provide the awardee with templates after award.

4.) Is an Overall Assembly print for each assembly available? This would instruct the craftsman on installing rivets, washers, and gaskets. Also, the prints will provide the necessary info for matching parts and quantities.

The USCG does not have an Overall Assembly print for the firewalls. Upon receipt of NRFI firewalls, the contractor will follow procedures listed in the Statement of Work for inspection and repair. The contractor will reinstall gasket material, rivets, washers and grilles in the same manner as they were removed.

5.) What spec/grade Ti Weld Wire is required?

In accordance with section 5.1 of the Statement of Work, the Military Standard for Fusion Welding for Aerospace application is MIL-STD-2219. Titanium Alloy is 6AL-

4V (AB1)

6.) All rivet part #’s listed in the SOW (2.2.3 pg. 2 of 7) have the same diameter sleeve. (.126”) USCG supplied print AFT Engine Seals print 965-575-1 specifies multiple hole sizes. Item #’s 3, 6, 7, 8, & 10 of the supplied print do not have any hole sizes dimensioned?

The rivet length can vary from 3 to 6 mm. This is only something that can be determined when the firewall is being worked on due to differing thickness of the firewalls. There shall be enough rivet length to securely fasten the gasket material to the firewall.

7.) When referencing the USCG SOW Scope 1.0 (pg. 1 of 7), 2.2.3 (pg. 2 of 7), and the supplied print (965-575-1), none of the numbers in any of the provided lists are capable of cross referencing. Is a Bill of Material or Parts list available for each assembly?

Drawing 965-575-1 only shows the layouts of the gaskets, not the firewalls themselves.

The drawing clearly shows what dimensions the gaskets will need to be cut to successfully fit the firewalls. The drawing also shows how many rivet holes are in each gasket and how the holes must be cut to line up with the rivet holes in the firewalls. The contractor will have to determine which of the rivets provided in the part lists in section

2.2.3 of the Statement of Work is necessary to hold the gasket material in place, since the thickness of the firewalls can differ. The USCG does not have a Bill of Material to provide, and is unable to provide a Parts List for each assembly.

8.) What is the acceptance criteria for each assembly when installing rivets?

Standard maintenance practices for rivets will apply. The USCG’s requirement is that the gasket is securely fastened to the firewall.

9.) Is there a dimensional tolerance requirement of each finished assembly?

This will be in accordance with the gasket template that will be provided at time of contract award and ALC SRR Drawing 965-575-1, Rev C.

10.) Are any of the parts of each assembly painted?

No

11.) Do any of the parts require painting after they are repaired?

No

12.) After viewing the SOW, section 4.1 does state that the Government will furnish both the top and bottom interior grills. These NSN's are identified alpha-numerically (HS2).

Will the Gasket and Rivet, identified by an NSN including (HS1), also be furnished by the Government?

In accordance with section 4.1 of the Statement of Work, upon evaluation of all quotes, the Government may decide to furnish all replacement parts listed in paragraph 2.2.3.

Offerors will be asked to quote repairs using Government Furnished Materials and repairs using replacement parts obtained by the contractor. Evaluations will be completed IAW the solicitation and awarded to the offeror that provides the best value to the Government.

13.) Can my company provide a Certificate of Conformance instead of an FAA 8130-3, Airworthiness Approval Tag with the returned components?

Section 5.2 states that all parts shall be tagged with a DD Form 1574 Serviceable Condition Code Tag OR a FAA Form 8130-3, Airworthiness Approval Tag. It then states that the contractor shall furnish a Certificate of Airworthiness in accordance with FAA procedures (or USCG approved alternate procedure AND a Certificate of Conformance IAW FAR 52.246-15.

14.) How soon after award does my company have to obtain FAA certification?

Companies shall be FAA certified at time of solicitation close to meet all requirements of the solicitation and to be evaluated for award.

15.) My company is a large business; can I still provide a quote?

The USCG cannot dictate whether or not you can or cannot provide a quote. However, this solicitation is 100% set-aside for small business and if your company is not considered a small business in accordance with the solicitation, at the time of solicitation close, your quotation will not be evaluated for award.

16.) My company is a small business, but we subcontract work to a large business (or a business outside of the U.S.), can I still provide a quote?

The USCG cannot dictate whether or not you can or cannot provide a quote. However, this solicitation is 100% set-aside for small business and if your company (or subcontractors) is not considered a small business in accordance with the solicitation, at the time of solicitation close, your quotation will not be evaluated for award.
