RFP HSCG38-11-R-410011
1) Background: RFP HSCG38-11-R-410011 Paragraph 1.1 states the US Coast Guard is seeking an “… executive transportation aircraft (Gulfstream G-V or equivalent) configured to serve as a Command and Control (C2) aircraft for the Commandant of the U.S. Coast Guard and the Secretary of the Department of Homeland Security.[emphasis added]” In Paragraph 1.2, the RFP States “The lease aircraft must be configurable to provide administrative equipment capabilities similar to the office, and unrestricted secure C2 communication capabilities that provide the flexibility to maintain awareness of emergent situations, enable operational tasking, and perform normal duties while en route. [Emphasis added]”
In paragraph 5.2 the RFP is requesting that “…configuration and equipment requirements shall be offered as individually-priced options to be performed during the base year and each option year of the contract. [Emphasis added].
Question: a) Can the aircraft be considered a Command and Control Aircraft allowing for “unrestricted secure C2 Communication capabilities” without the incorporation of the Optional Items listed in CLINs 0012 –0026, and CLINs X014- X028 and further identified in paragraph 5.2.1, 5.2.2 and 5.2.3?
Answer: Without the optional items, the aircraft will provide executive transportation only.
b) If not, which items listed in CLINs 0012 –0026, and CLINs X014- X028 and further identified in paragraph 5.2.1, 5.2.2 and 5.2.3, would be needed for this aircraft to be considered for a Command and Control Aircraft?
Answer: Command and control equipment consists of, at a minimum, items “a”, “b”, “e” and “f” listed in paragraph 5.2.1, item “a” under 5.2.2.
c) Based on the requirement for a C2 aircraft, it seems that having an approach to grouping these C2 configuration modifications (i.e., STE, Secure Fax, GSA container, ARC-210, High Speed Voice and Data) along with other cockpit and cabin modifications would offer significant savings to the overall program as compared to “individual-priced options” for each modification. The USCG will see a benefit by integrating these Command and Control options into a single line item that would allow for a more comprehensive installation and significant reduction in costs over the 13 “individually-priced options”?
Suggestion: Create a line item that groups the command and control modifications to allow for the USCG to create a single design package.
Answer: The optional items shall be priced separately in accordance with the CLIN structure.
2) Background: RFP Section entitled Proposal Submission states “The SF1449, Certifications and Representations, any required fill in documents, CLIN Schedule and resumes shall be submitted and are not included in the page limitation.”
Question: Is the Submission Letter, Title Page, Table of Contents and an Acronym Listing also not included in the page limitation?
Answer: These miscellaneous pages are not included in the page limitation.
3) Background: Under the Solicitation, the CLIN Structure includes optional prices for modifications to the leased aircraft that could be ordered in any of the 5-year periods of this program. In addition, Paragraph 5.2 states that the optional “equipment shall be offered as individually-priced options to be performed on the primary leased aircraft during the base year and each option year of the contract.” Lastly, FAR 52.212-2 entitled Evaluation – Commercial Items states under Price paragraph (a) that “The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the base requirement”, and paragraph (b) states “The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement”. It is possible that some of the optional modifications requested could be already incorporated into the offeror’s aircraft, and therefore there will be no requirement to incorporate the modification into the aircraft in any year.
Question: Keeping in mind that FAR 52.212-2 in the RFP states the Government’s evaluated price consists of adding all the options to base requirement and the options to the basis requirement. With that said, the price of any option will be included 5 times (once for each period). Based on this, is it the Government’s intent to provide a favorable advantage to an offeror that has an aircraft with optional modifications (such as EVS, Satellite TV) already installed in the aircraft?
Suggestion: Modify the evaluation price to include only the optional modification for the base year of the program.
Answer: Optional items and the reconfiguration fee will only be considered once. CLINS that are not optional will be considered for the base and each option year.
4. Background: Section 5.1.2 (a) of the PWS Requires “115-volt 60 Hz outlets shall be provided in the passenger compartment.”
Question:
a) Does the USCG have specific desire for a quantity of these outlets?
Answer: The USCG desires at least one outlet forward in the cabin and one aft.
b) What AMP / Watt rating is required for the individual outlets?
Answer: 20 amps minimum for the cabin power circuit.
5. Background: Section 5.a and Section 5.5 require compliance with FAA FAR Part 25. In addition, RFP section 5.2.4 states “Communications systems shall provide isolation to ensure classified voice / data communications are not captured by the cockpit voice recorder system, and to preclude inadvertent or undesired access to the encryption key, classified or sensitive information.” FAR 25.1457(d)(ii) states “Each cockpit voice recorder must be installed so that it remains powered for as long as possible without jeopardizing emergency operation of the airplane.”
Question: In order to comply section 5.2.4 of the RFP, the cockpit-area microphone will capture acoustic information, so we need to shut off CVR during encrypted transmissions. This violates the FAR Part 25 requirement. Is the Government willing to forego the FAR Part 25 certification requirement for this RFP Requirement?
Suggestion: Remove the FAR Part 25 certification requirement. This will allow the contractor (once the aircraft is under lease and it ready for the modification called out in section 5.2. of the RFP) to transfer the aircraft from the Part 25 requirement to a public use requirement. The modifications would be performed under the applicable 8110-3, but there would be no FAA involvement for return to service since it’s a Public Use aircraft. As an aspect of the de-modification, the CVR operation will made to comply with the FAA FAR Part 25 requirement in order to receive a new FAA airworthiness certification Answer: The CVR is expected to comply with 14 CFR part 25 for cockpit area sound recording. Transmit and receive of secure radio channels via the communications system is not to be captured by the CVR.
6. Background: Section 5.2.3.C states that the USCG is wanting an option for “A seating compartment that can be physically closed off from the rest of the aircraft that contains four seats with work surfaces for each, and access to secure and non-secure voice and data communications”
Question: Is the “Physically separated” seating area limited to 4 executive seats?
Answer: No.
7. Background: Section 5.2 states the “Optional equipment shall be installed and the aircraft returned to service within 6 months of the execution of the option”
Question: Does the 6 month Period of Performance for modification include execution of all optional CLINs?
Answer: Yes, when any combination of optional CLINs are executed, the equipment shall be installed and the aircraft shall be returned to service within 6 months.
8. Background: Section 5.1.2 (e) requires the aircraft to “. . .be equipped with an embedded anti-tamper security sensor system that is capable of detecting and reporting unauthorized entry into the aircraft” This system is not standard equipment on a Gulfstream G-V and must be added to most aircraft to make the aircraft compliant with this requirement. Under the continuation page of SF1449, the anticipated contract award date is August 10, 2011. Under Section 7.0 of the PWS entitled “Deliverables”, the aircraft must be delivered on or before September 16th 2011. This short duration between August 10 and September 16, 2011, does not provide adequate time for this installation.
Question: Will the Government consider making the aircraft security system spelled out in Section 5.1.2 (e) an optional installation in order for the offerors to be able to make the delivery requirement of September 16, 2011?
Answer: Yes. The second of 5.1.2. (e) will be removed and (f) will be added to paragraph 5.2.2. stating Embedded anti-tamper security sensor system that is capable of detecting and reporting unauthorized entry into the aircraft. CLINS 0026, 1028, 2028, 3028 and 4028 have been added to the Schedule of Supplies/Services.
