STATEMENT OF WORK

UNITED STATES COAST GUARD

RESEARCH AND DEVELOPMENT CENTER

SYSTEM ENGINEERING AND TECHNICAL ASSISTANCE (SETA)

C.1 BACKGROUND

The CG Research and Development Center (RDC) is organizationally aligned under the Research, Development, Test and Evaluation (RDT&E) Program Office (CG-926) in the Acquisition Directorate (CG-9). RDC is a strategic USCG resource and the sole CG facility performing RDT&E in support of the major missions of Maritime Law Enforcement, Maritime Safety, Marine Environmental Protection and National Security. RDC supports CG acquisition and regulatory processes and strives to improve the efficiency and effectiveness of CG operations and resources. RDC is also the Coast Guard’s principal systems analysis center supporting key acquisition decisions.

RDC needs to augment the capacity, acquisition experience, and technological expertise in its role as advisor and consultant to CG-9 and their sponsors. This augmentation will result in a long-term partnership to provide support of major and non-major systems throughout the acquisition lifecycle.

RDC support to acquisition teams typically involves complex analyses that require multidisciplinary technical integration of expertise in the following areas: requirements, alternatives, cost and operations analysis; systems engineering and planning; human systems integration; environmental impact and safety assessments; logistics; test and evaluation; scientific and technical studies; and acquisition strategy. When these activities support major and non-major acquisition efforts, the need for independence and clearly demonstrated absence of conflict of interest, real or perceived, becomes of highest importance.

In addition to CG and Department of Homeland Security (DHS) decision makers, target audiences for final products and presentations include high-level Government and non-Government reviewers and organizations such as the Office of Management and Budget (OMB), Inspectors General (IG), the United States Congress, etc. Credentials of the staff involved in the creation of these products have to clearly demonstrate expertise with analysis tools and technology, and extensive experience with major and non-major system acquisition.

C.2 SCOPE OF WORK

The scope of this contract provides system engineering and technical assistance to all aspects of RDC activities that support the newly consolidated CG Acquisition Directorate.

C.3 RDC FUNCTIONAL AREAS

The Contractor shall provide system engineering and technical assistance support that will typically involve complex analyses requiring the coordinated integration of experience and expertise to be applied to the following RDC functional areas:

C.3.1. Requirements, Alternatives, Cost and Operations Analysis – RDC supports sponsors in the development of operational requirements definitions and performance metrics to support current and future acquisitions. RDC’s support includes the development of acquisition documentation such as Mission Needs Statements, Preliminary Operational Requirements, Concept of Operations Documentation, Market Surveys and Analyses, User Wants and Needs Assessments, and Gap Analysis, Modeling and Simulation Plans, Trade-off and Alternatives Analysis, Feasibility Studies, and Cost Analyses and cost estimates for potential material solutions that may result in major or non-major acquisition projects. Alternatives analysis provides decision and analytic support to acquisition Program Managers in identifying and documenting the most resource-efficient method of satisfying an identified mission capability gap. RDC efforts involve the use of trade studies, identification of life-cycle cost for each viable alternative, and cost-benefit analysis to establish a return-on-investment measure. Additional efforts include market research of the state-of-the-market using credible technology and manufacturing readiness level estimation methods and, when appropriate, market research of developmental systems when limited proven technologies are shown to exist.

C.3.2. Systems Engineering and Planning – RDC performs analysis and planning for total system solutions. RDC provides support in transforming broad operational capabilities into integrated field systems (across all life-cycle phases). RDC will draw upon expertise across all functional areas and many disciplines including systems engineering, science and technology, test and evaluation, logistics, C4ISR technology, and manufacturing.

C.3.3. Human Systems Integration (HSI) – RDC ensures that acquisition products will support effective and efficient human and mission performance. This is accomplished by considering job task requirements, end-user needs, and human factors standards during the needs assessment, requirements development, system design, developmental test and evaluation (DT&E), and operational test and evaluation (OT&E). HSI includes the sub-disciplines of manpower (staffing), personnel (workforce), training, human factors engineering (HFE), habitability, occupational health and safety, and personnel survivability; as such, HSI experts will likely team with members of other functional areas over the course of an acquisition. Through the use of user needs analysis, task analysis, staffing models, human factors engineering standards, human-in-the-loop simulation, usability, operability, and workload assessment, and user/system/mission performance assessment, HSI contributes to every phase of an acquisition.

C.3.4. Environmental Impact and Safety Assessments – RDC performs independent scoping assessment of compliance with environmental laws such as Clean Air Act, Clean Water Act, Marine Mammals Act (MMA), National Environmental Policy Act (NEPA), and any local laws in anticipated operational areas. These are not formal environmental assessment or impact analysis as required under NEPA, but a scoping of likely issues. Safety assessments include independent assessment scoping of compliance with all applicable safety regulations.

C.3.5. Logistics – RDC conducts the analysis required to determine resource/technology needed to sustain operational support of field systems. This may encompass support across any or all Integrated Logistics Support (ILS) elements (maintenance planning, manpower and personnel, supply support, support equipment, technical data, training and training support, facilities, packaging, handling, storage and transportation, computer resources support, and design interface). It provides life-cycle risk and reliability management solutions.

C.3.6. Test and Evaluation – RDC provides independent and objective test and evaluation (T&E) of products and systems prior to and throughout the formal acquisition process. RDC maintains expertise, contacts, and appropriate tools for test and evaluation. RDC supports development of T&E Master Plans, performance metrics, test execution plans, test methodologies, analysis tools and methods, and test reports as appropriate before and throughout the acquisition life cycle. Concept demonstrations, developmental T&E and operational T&E are included in this area, particularly with respect to unmanned systems, electronic systems, sensors, marine fire testing, personal protection equipment and aids to navigation technologies.

C.3.7. Scientific and Technical Studies – RDC conducts scientific and technical studies to initiate or support both major and non-major acquisitions. The studies are often focused on specific issues, concerns or alternatives that require more detailed information to inform decision makers. The work needed to conduct the studies can range in scope from traditional scientific knowledge and skills (i.e. mathematics, statistics, etc.) to preliminary modeling and simulation efforts to workforce and staffing evaluations to risk and cost analysis. Topics of interest can vary widely over the eleven Coast Guard mission areas and operational asset types. Results from the studies are typically documented in stand-alone technical reports and augment acquisition documents depending on the state or phase of the life-cycle the project is currently in. RDC will use the studies to provide CG-9 and its customers improved understanding of the applications of new assets, sensor performance, use of emerging technologies, concept of operations (CONOPS), and the effects proposed changes will make on CG mission outcomes and its workforce.

C.3.8. Acquisition Strategy (Business Case Development) – RDC provides strategic planning and strategic initiatives for the increased integration of the RDT&E program into the acquisition process. RDC provides inputs to the CG Acquisition Review Council (CGARC) supporting RDT&E issues. RDC provides consultation with major and non-major acquisition Program Managers with respect to RDT&E and monitors and reviews all RDT&E for major and non-major acquisition programs in the CG to ensure adherence to approved policies and standards.

C.3.9. Request for Proposal Generation and Proposal Evaluation – RDC generates the technical content of requests for proposal (RFP) and participates in the technical evaluation of proposals submitted in response to RFPs.

C.4 OTHER

Facilities and Facilitators – In support of tasking requirements, facilitators and facilities may be required for workshop-based sessions (e.g., collaborative requirements generation).

Data Deliverables – The Data Deliverables, Attachment A, is representative of data likely to be required during performance of this contract. Place and time of delivery of data will be as specified on the Data Deliverables, provided with each task order.
