INTRODUCTION

A Pre-renovation facility survey of the entryway to the United States Coast Guard (USCG) main building located at 719 San Carlos Drive in Fort Myers Beach, Pinellas County, Florida was conducted on February 2, 2016 by Certified Asbestos Inspector Drew Scott, under the direction of

Otero Engineering, Inc., a licensed asbestos business.

The asbestos survey activities were conducted prior to renovation/demolition to ensure compliance with the United States Environmental Protection Agency’s (EPA) National Emission Standards for

Hazardous Air Pollutants (NESHAP), and ultimately to determine if asbestos-containing materials are present within the structure, the extent of the use, and the condition of the identified materials.

All samples were collected in general compliance with the EPA’s Asbestos Hazard Emergency

Response Act (AHERA) guidelines for surfacing, miscellaneous and thermal system insulation (TSI) building materials.

The survey discussed herein was limited to the entry way of the approximate 5,500 ft2 USCG main building constructed in 1980 as reported by the Lee County Property Appraiser. The entryway consists of poured concrete slab covered with stucco and ceramic tile in places. Two types of non-slip tape and adhesive were present on the stairways.

METHODS

Survey Methods: Mechanical plans were not supplied at the time the survey was conducted.

Inspection and sampling was conducted throughout the interior and exterior of the structure. Each suspect ACM was assigned a homogenous area number, physically identified, and quantified prior to sampling.

Laboratory Methods: The suspect ACM samples were sent to EMSL Analytical, Inc., a National

Voluntary Laboratory Accreditation Program (NVLAP) certified laboratory, and recorded in a sample custody logbook prior to analysis. All analyses were performed using the Polarized Light

Microscope (PLM) method of asbestos detection using guidelines and procedures established from the Interim Method for the Determination of Asbestos in Bulk Insulation Samples (EPA-600/M4-82-

020 Dec. 1982). Ten percent of samples are routinely re-analyzed by a second analyst for quality control purposes.

TYPES OF ASBESTOS-CONTAINING MATERIALS

FRIABLE MATERIAL: Material that can be crumbled or reduced to a powder using normal hand pressure. Non-friable material is too hard to be crumbled or reduced to a powder without the use of tools. Non-friable materials may become friable if abraded or otherwise destroyed.

ASBESTOS-CONTAINING MATERIAL (ACM): Asbestos-containing materials as defined by NESHAPs, are those materials that have an asbestos content of greater than one percent (> 1 %).

SUSPECT MATERIALS: There are three broad categories that encompass suspect ACMs. These are 1)

Surfacing Material, 2) Thermal System Insulation, and 3) Miscellaneous Material. All building materials that fit these categories, and further described below, are suspected to contain asbestos until sampled and analyzed.

SURFACING MATERIALS: Materials applied by spray or trowel are classified as surfacing materials.

Asbestos was used in a variety of surfacing materials for fireproofing, acoustic dampening, condensation control, and for decorative purposes. Examples of surfacing materials that routinely contain asbestos include fireproofing on steel-frame members, textured ceiling material, and acoustical plaster ceilings.

THERMAL SYSTEM INSULATION (TSI) MATERIAL: Chilled and hot water distribution systems and steam generating mechanical systems are frequently insulated with materials that contain asbestos.

Many pipes may be insulated with a non-ACM, but have mastic or plastered joints which do contain asbestos. Examples of insulation materials that routinely contain asbestos are generally found in boiler rooms, chiller rooms, pipe chases in walls, and in pipe runs above suspended ceilings.

Thermal insulation is predominantly considered friable. Insulation that is covered with an undamaged jacket or wrap is classified as non-friable. Adhesives used to hold insulation in place are also non-friable materials.

MISCELLANEOUS MATERIALS: Miscellaneous building materials are materials that are used for finishing of interior spaces, or adhesive materials applied to building materials and roofs. These materials were typically manufactured with asbestos for product strength enhancement, fire-retardation, condensation control, acoustical dampening, or corrosion resistance. The most common type of miscellaneous material is ceiling tile, which is considered friable. However, most other miscellaneous materials are considered non-friable such as vinyl floor tile, adhesives, and cementitious panels.

CONCLUSIONS AND RECOMMENDATIONS

The Pre-Renovation Asbestos Facility Survey conducted on the entryway to the United States Coast

Guard (USCG) main building located at 719 San Carlos Drive in Fort Myers Beach, Lee County, Florida did not identify asbestos containing materials (ACMs).

All non-asbestos-containing materials identified in this report may be removed using standard demolition methods and may be recycled or disposed of as non-regulated construction debris.

The Lee County Air Quality Division requires notification to be mailed or hand-delivered to their office for the following renovation / asbestos removal / demolition activities:

Ten (10) working days prior to a demolition, even if there is no asbestos present. The removal of any load-supporting structural member of a facility is considered demolition.

Ten (10) working days prior to a renovation or asbestos removal activity, if the amount of ACM to be stripped, removed, dislodged, cut, drilled or disturbed is greater than 160 ft2 on facility components, 260 linear ft on pipes, or 35 ft3 off facility components where the length or area could not be measured previously.

This report does not address fluorescent bulbs, ballasts or other materials which may require recycling or proof of recycling if removed as part of the demolition.

The general contractor should keep a copy of this survey at the construction site for the entire demolition/renovation as proof of compliance with federal law (40 CFR 61, NESHAP).

SURVEY LIMITATIONS

The objective of this survey was to identify and quantify the existing ACM within the entryway identified here-in, prior to demolition/renovation activities. Some ACM may not have been discovered due to inaccessibility (sealed crawl spaces or other areas without reasonable access), omission of areas by request, or incomplete plans.

The results, conclusions and recommendations contained in this report pertain only to conditions observed at the time of the survey. The survey was designed to assist the building owner and other construction managers and contractors by locating the ACM prior to demolition activities. The maximum liability of this asbestos survey shall not exceed the total cost of the asbestos inspection and laboratory analyses.

All analyses were performed by PLM. While PLM is the most commonly accepted analytical technique, it is known to have limited resolution and may not detect extremely small asbestos fibers. Certain materials, notably vinyl floor tiles, may contain extremely fine asbestos fibers which are beyond the resolution of the PLM technique.
