1. SCOPE OF WORK
The contractor shall provide all labor, equipment, materials and tools necessary to repair the emergency power system by repairing the existing emergency generator system (GENSET), installing a new generator docking station for a portable GENSET and completing start-up inspections and operational tests for both systems at the USCG Air Station Clearwater (ASCW) Forward Operating Base (FOB) located in Matthew Town, Great Inauga (GI), Bahamas.
The contractor shall obtain all lodging, per diem and travel to and from the project location in Matthew Town, GI, Bahamas, necessary to complete the work described in this SOW. Logistics to and from Matthew Town, Great Inagua, are difficult and choices for air travel and hotels are extremely limited. Most flights to and from Matthew Town, Great Inagua (IATA: IGA, ICAO: MYIG) must be routed through Nassau (IATA: NAS, ICAO: MYNN) and typically flights to and from Great Inagua are only on Monday, Wednesday and Friday. Based on experience with other contracted projects and services the recommended commercial lodging on Great Inagua is the Inagua Main House, which may be contacted at (242) 339-1267 for current rates; however, there may be other options available. The contractor shall ensure that their travel itinerary is flexible enough to adjust for any delays and/or unforeseen circumstances.
All work shall comply with the 2014 version of NFPA 70 (National Electric Code) and the 2015 version of NFPA 70E (Arc Flash Safety) and be installed by licensed and insured contractors. Contractor personnel performing work on the GENERAC emergency power system must be GENERAC factory trained Master Technicians as well as Modular Power System (MPS) and Electrical Generating Systems Association (EGSA) certified technicians. Contractor personnel performing work on the emergency power automatic transfer switch (ATS) systems must be certified to perform work on GE Zenith ATS systems.
Contractor certifications must be current for the entire period of performance of this work and submitted as part of the bid proposal.
Substitution of contractor personnel must be approved by the Contracting Officer. Allow at least 14 calendar days for review and approval of submission request. All contractor personnel travelling to and from GI must have a valid government issued ID and a United States Passport.
Contractor tools, material and/or equipment may be able to be shipped to Great Inauga by USCG aircraft and/or USCG contracted aircraft used for logistical support flights. The contractor shall contact the COR for approval of all contractor tools, material and/or equipment that are needed to be transported to the GI to perform the work. A detailed list of any contractor tools, materials and/or equipment must be provided to the COR at least 35 calendar days prior to being needed onsite in order to route to the Aviation Engineering and Operations department for approval. All approved for transportation contractor
SOW (Revision 04) Page 3 of 9 tools, material and/or equipment must be at Air Station Clearwater at least 21 calendar days prior to being needed onsite in order to schedule for an upcoming logistical support flight. The contractor shall coordinate with the COR to arrange pick-up and delivery of any tools, material and/or equipment in Clearwater, FL and storage/staging in Great Inagua.
1.1 Repair of Existing Great Inagua (GI) GENSET
The existing GI GENSET failed to take emergency power on 28 November 2016. For more details see Enclosure 01 – GI GENSET Event Log. The existing GI GENSET at the USCG ASCW FOB GI is a MD1000-GEM GENERAC Modular Power System. Selected sheets from the OPBAT Hangar Construction Project record drawings are provided in Enclosure 02 – Partial GI Record Drawings to provide a description of the existing conditions. The complete generator construction submittal from the OPBAT Hangar Construction Project is provided in Enclosure 03 – GI GENSET Construction Submittal.
The GENERAC emergency power system was put into operation on 17 September 2012 and the beneficial occupancy of the facilities was achieved in February 2013. The details of the GI GENSET start-up inspection from 2012 are shown in Enclosure 04 – GI GENSET Start-up Inspection. A GENSET service contractor traveled to GI on 01 December 2016 to investigate the cause of the failure. The details of the contractor’s investigation are shown in Enclosure 05 – GI GENSET Investigation.
The contractor shall investigate and make repairs to Gen A (#1) and Gen B (#2) to return them to normal operation. The contractor must completely replace the alternator assembly on Gen A (#1) and repair the alternator assembly (exciter stator and diode assembly) on Gen B (#2). Additionally, the contractor shall coat all exposed metal with 2 part epoxy and install stator heaters.
1.2 Installation of New Generator Docking Station for a Portable
GENSET
The contractor shall procure and install a new 600A generator docking station with NEMA 4X stainless steel enclosure, phase rotation meter, two incorporated circuit breakers (300A and 100A) and colored cam-lock connections for connection to a portable GENSET in order to provide an alternate emergency power source to ATS-S1 and ATS-S2 in the event that both the local utility provider and the existing GI GENSET are not able to provide power to the USCG ASCW FOB GI. The contractor shall submit the generator docking station product data sheet (indicating all variables and options selected) to the government for review and acceptance within 14 days of contract award. The generator docking station shall be placed outside and in the vicinity of Room # 012 (Main Electrical Equipment Room). Review and confirm the exact material, equipment and conduit installation locations with the project COR prior to rough-in. All exterior and interior
SOW (Revision 04) Page 4 of 9 penetrations shall be weather-tight and meet the fire ratings required for the space penetrated. See Enclosure 02 – Partial GI Record Drawings for selected facility life safety, civil, structural, architectural and electrical details. See Enclosure 06 – Generator Docking Station Electrical Guide Drawing, Drawing Number M2214-D, Sheet E-1, for minimum installation requirements.
For additional facility details please contact the COR.
The contractor shall incorporate safety measures to prevent back-feeding the local utility provider or existing GI GENSET through a step by step lock out tag out sequence and safety key interlock. The contractor shall provide all necessary cables for connecting the current USCG owned portable GENSET on-site to the generator docking station. The current USCG owned portable GENSET onsite is a Cummins Model No. DSHAC-A040Y092 (60hz, 3 Phase, 200
KW, 250 KVA, 1800 RPM, 480/277V, 300A).
The contractor shall provide a marked-up red-line proposal drawing indicating any deviations from and/or any specific design decisions not indicated in Enclosure 06 to show a complete proposed installation plan for the new generator docking station.
The government will review the red-line proposal drawing and provide feedback for incorporation within 7 calendar days. At the conclusion of the project the contractor shall provide a separate red-line as-built drawing showing the final as-built condition of generator docking station.
1.3 Start-up Testing Inspection and Commissioning
The contractor shall repeat the start-up inspection per Enclosure 04 for the GENERAC GENSET system following the completion of the repairs to the GI GENSET system. These tests, inspections and commissioning must be witnessed by a USCG ASCW FOB Facility Engineering representative. Additionally, the contractor shall complete a start-up inspection and any recommended manufacturer commissioning for the generator docking station using the USCG owned portable GENSET on-site.
Completed and signed start-up inspection and commissioning forms must be completed and submitted to the Government no later than 14 days following the completion of on-site work. These tests, inspections and commissioning must be witnessed by a USCG ASCW FOB Facility Engineering representative.
Step by step instructions for safely operating (energizing and de-energizing) the generator docking station shall be provided in writing (with any accompanying drawings and/or schematics) to the Government and posted next to the docking station (exterior instructions must be weatherproof), in the main electrical room and summarized inside the housing of the GI GENERAC GENSET. Prior to departing GI the contractor must train the USCG ASCW FOB Facility Engineering personnel on how to safely energize and de-energize the generator docking station.
