4. FAR Provision 52.212-2 -- Evaluation -- Commercial Items (Oct 2014) (a) is deleted in its entirety and replace with:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical and Management Approach_
Past Performance
Price
Factor 1 – Technical and Management Approach: The Government will evaluate each Offeror’s technical and management approach to determine their capability to perform and their understanding of all the requirements outlined in the Performance Work Statement (PWS). This will include the evaluation of the following sub-factors:
Sub-Factor 1: The Offeror’s proposed technical approach to provide multidiscipline healthcare services, at a minimum, detailed staffing procedures/hiring process, pool of candidates, pre-qualification of candidates, and malpractice insurance.
Sub-Factor 2: The Offeror’s proposed management approach toward program management to include, at a minimum, organizational structure, personnel policies, and procedures for implementing the requirements, similar or directly related corporate work experience of similar scope, magnitude and complexity, and Quality Control Program
Sub-Factor 3: The Offeror’s proposed staffing approach toward retention, managing attrition, and filling vacancies for this contract.
Overall rating for the Technical and Management Approach (Factor One) will be at the factor level. All sub-factors are approximately equal and contribute to the overall factor rating. If revisions are made to any sub-factor(s), Factor One will be reevaluated.
Factor 2 – Past Performance: The Government will evaluate the Offerors’ relevant past performance. Relevant past performance is for services similar, in amount and scope, to the services detailed in the solicitation. Furthermore, to be considered relevant, the services must have been performed within the past three years. The USCG reserves the right to utilize past performance information other than the information submitted with the proposals received in conducting the evaluation including the Past Performance Information Retrieval System (PPIRS). A contractor without a record of relevant past performance or for whom information on relevant past performance is not available will not be evaluated favorably or unfavorably on past performance, but will receive an overall past performance rating of neutral. The USCG may consider past performance information regarding predecessor companies or subcontractors that will perform major or critical aspects of the requirement when such information is considered relevant.
Factor 3 – Price: Price will not be assigned an adjectival rating. All pricing information shall be addressed within the offeror’s proposal. The offeror‘s CLIN prices will be evaluated for reasonableness and balance. Reasonableness - Price Analysis techniques in accordance with FAR 15.404-1(b) will be used to validate price reasonableness.
The Government will evaluate Offers for the total maximum quantity price by combining the total price for the base period and four option periods of worksheet Attachment 2 – Schedule of Supplies and Services. Attachments 2 and 9 must have all pricing completed for each item or the proposal will be considered non-compliant.
5. Revised Attachment 2 – Schedule of Supplies/Services
6. Questions and Government Responses. Further questions are being researched and Government will provide responses as quickly as possible.
