Questions for RFP HSCG23-11-R-DBM004
1. Will the Coast Guard be responsible for the transportation of students to and from the training vessels, boatyards, etc.? Is it the expectation of the Contracting Officer that the Contractor provide transportation for the field trip to observe FRP/Composite manufacturing or will transportation be provided by the Coast Guard or the responsibility of the individual student?
Transportation will not be the contractor’s responsibility. See Amendment 1.
2. Is there any expectation the class will require more than 1 instructor?
There is no expectation that the class will require more than 1 instructor.
3. Since the Coast Guard does not have a developed curriculum for this course, does the Coast Guard expect the curriculum development, processes, procedures, and any other course development costs to be amortized over the course of the 5 year contract?
The cost of the curriculum has been added as a separate line item to this contract. See Amendment 1.
4. In statement of work 5.3.2.10: Will an acceptable substitute be to have the class work with FRP materials and construct an actual laminate panel and then have that panel tested?
Yes, that is acceptable.
5. Marine Composites by Eric Greene is no longer in publication. Will an electronic copy on CD be an acceptable alternative, or is a full printed version required for this course?
The references provided in SOW Section 6 are for the contractor’s reference in developing the curriculum. An electronic copy on CD is acceptable for this purpose.
6. Ian Nicholson's Surveying Small craft is no longer in print. Is there an acceptable substitute?
See Amendment 1.
7. Section 3.2.4 of the RFP requires draft curricula be submitted with the offeror’s submittal while section 3.2.6 limits the proposal to not more than 25 pages. Can you please clarify what you require regarding draft curricula? I am assuming you are looking for a synopsis of proposed curricula as opposed to a comprehensive curriculum due to the page submittal limit.
Can you kindly clarify?
See Amendment 1.
8. The SF1449 states that the offer due date/local time is 12/21/2010 @ 1400 ET. Page 10 of 31, section 3.2.6 of the proposal document states that the due date is 23 December 2010 @ 0900 ET. Can the Government please clarify the due date and time?
See Amendment 1.
9. Section 3.2.5 states that “please submit proposals greater than 5 MB via multiple emails.
Offerors shall also mail 5 copies of the proposal to the following address.” Is it the Government’s intention for contractors to submit both an email version and 5 hard copies via mail? Can we submit these via walk in to the address listed in the proposal section 3.2.5?
In accordance with section 3.2.5, offerors shall submit hard copies of their proposal via mail only. An offeror’s proposal shall be considered on time if the emailed proposal is received by 23 December 2010 at 0900 ET. The hard copies may take an additional 2 weeks to be delivered due to the government’s mail security procedures. Late arrival of the hard copies shall not be counted against an offeror if their emailed proposal is received before the deadline.
10. Section 3.2.6 states, “Proposal shall be limited to 25 pages.” Does this page limit apply to the technical volume only or does this apply to all volumes combined?
See Amendment 1.
