BOATSWAIN’S MATE “A” SCHOOL TRAINING BOAT
| QUESTIONS |
| USCG ANSWERS |
QUESTION #1: What is the reserve fuel capacity - 110% of the fuel consumed in 200 nm at 20 knots or an additional 15% on top of that amount?
REF: RFP, Attachment (A) – Specifications 051-1.3, 093-6.1, and 245.1 ANSWER #1: The range must be 200 NM at 20 knots with 10% fuel reserve. (Spec. 051-1.3). The 15% fuel reserve mentioned in Spec. 245-5.1 is incorrect, and will be deleted from the specification.
QUESTION #2: Is the range requirements to be interpreted as met at any speed over 20 knots or only at 20 knots?
REF: RFP, Attachment (A) – Specifications 051-1.3, 093-6.1, and 245.1 ANSWER #2: The range will be determined at a speed of 20 knots (Spec. 051-1.3).
QUESTION #3: Will the range be validated, and will endurance trials at 20 knots or most economical speed over 20 knots be done?
REF: RFP, Attachment (A) – Specifications 051-1.3, 093-6.1, and 245.1 ANSWER #3: Range will be determined at a speed of 20 knots (Spec. 051-1.3). As part of the speed trials (Spec. 093-5), a range of speeds will be tested and fuel consumption measured. The fuel consumption at 20 knots (along with the fuel capacity) will be used to determine range.
QUESTION #4: If the hull is designed in compliance with ABS or DNV does it also have to meet ISO 12215? Which standard would take precedence?
REF: RFP, Attachment (A) – Specifications 100-1.2, 100-1.1, 100-1.3 ANSWER #4: ISO 12215 would take precedence.
QUESTION #5: Can vessels be delivered “on their own bottoms” if option is available?
REF: N/A
ANSWER #5: An offeror can propose an alternate delivery solution as an option in the contract.
QUESTION #6: Does the pilothouse require “overhead” windows (i.e. for Helo Ops)?
REF: RFP, Attachment (A) – Specifications 613-1.1 ANSWER #6: No, overhead windows are not required.
QUESTION #7: Does USCG plan to lift a gurney off the deck (i.e. for Helo Ops); if so, how much area will the crew require?
REF: RFP, Attachment (A) – Specifications ANSWER #7: Yes. The Training Boat will be used for actual or simulated helicopter hoist operations. (Spec 044-1.4.8, 070-3.8). There are different methods for conducting hoists, but the one that uses the most deck area is done with a Stoke’s Litter, see table 600-1.
QUESTION #8: Are any “Helo Ops” markings required on the deck?
REF: RFP, Attachment (A) – Specifications ANSWER #8: No, there are not special deck markings for helicopter operations.
