010 INTRODUCTION AND GENERAL DESCRIPTION
010-1 General
010-1.1 This Specification provides the requirements for the acquisition of replacement Coast Guard boats to support the Coast Guard’s Boatswain’s Mate “A” School (BM “A” School) which is conducted at Coast Guard Training Center (TRACEN) Yorktown in Yorktown, VA.
010-1.2 TRACEN Yorktown currently conducts BM “A” School using a fleet of fourteen 41’ Utility Boats (41’ UTB). These boats are well beyond their designed service life and are in need of replacement. This replacement boat, the BM “A” School Training Boat (referred to herein as the “Training Boat”), will incorporate the features necessary to train future Coast Guard BM’s in the basics tasks of boat and cutter seamanship and navigation, and be optimized for training BM “A” School students. At the same time, an emphasis is being placed on keeping them as simple as possible to minimize support costs.
010-1.3 While TRACEN Yorktown currently operates 14 boats, there is a potential need for additional boats to accommodate future growth in the BM “A” School program as well as to provide a Training Boat for other training units to include the Coast Guard Academy and Coast Guard Air Stations that have dedicated boats for training helicopter crews to conduct hoist operations from boats.
010-1.4 The Coast Guard intends to have one Training Boat constructed, delivered, and evaluated before ordering additional Training Boats.
042 GENERAL REQUIREMENTS
042-1 General Requirements
042-1.1 This section describes the general administrative and technical requirements and information defining the work and responsibilities required by the contractor for the construction and delivery of the Training Boats.
042-2 Definitions

042-2.2 Threshold and Objective - Items followed by the word (threshold) are minimum requirements or performance that must be delivered by the Contractor. Items followed by the word (objective) represent desirable increases in operational capabilities. These objective requirements or any portion thereof, as well as any other items or increased performance capabilities the Contractor considers desirable or to add value, may be offered, provided that doing so does not breach any threshold requirements and, provided that the boats and all its systems can achieve all required performance capabilities. Items not followed by either the word (threshold) or the word (objective) are considered to be threshold.

083 LOGISTICS
083-1 General
083-1.1 The Coast Guard requires design, testing and logistics support information to verify contract compliance and to support its boats throughout the life cycle. In addition, in order to support the boats when they are delivered, the Coast Guard requires initial spare parts and initial long lead time materials and special tools and test equipment. A logistics conference will be held to address any questions concerning logistics, see Section 083-2.
083-1.2 Design, Testing and Logistics Support Information: The design, testing and logistics support information falls into the following categories:
083-1.3 Drawings: The drawings document contract compliance and are used to support the boats throughout the life-cycle. Drawings are addressed in Section 085.
083-1.4 Calculations: The calculations document contract compliance and are used to support the boats throughout the lifecycle. Where calculations are required, they are addressed by the appropriate sections in this specification including the Stability Calculations (Section 079); Structural Calculations (Section 100); and Electrical Load calculations (Section 300).
083-1.5 Testing and Trials Documentation: Testing and trials documentation is required to verify contract compliance. The testing documentation is addressed in Section 092 and the trials documentation is addressed in Section 093.
083-1.6 Provisioning Technical Data (PTD): Provisioning Technical Data is required to allow the Coast Guard to purchase maintenance supplies, spare parts and replacement parts over the lifecycle of the boat. The Contractor’s PTD is often considered the most vital element of logistics support. Without this detailed information, the Federal Supply System would be unable to develop the technical coding needed to identify and procure equipment, parts and materials during the life cycle of the Contractor’s equipment.
083-1.7 The PTD includes:
083-1.7.1 The Master Equipment List, see Section 083-3.

083-1.7.3 The List of Special Tools and Test Equipment, See Section 083-5.
083-1.8 Maintenance Information: The Coast Guard requires maintenance information to properly conduct preventive and corrective maintenance throughout the lifecycle of the boat. The majority of this information will be provided in the Technical Manuals which are addressed in Section 086.
The Coast Guard will use this information to develop detailed Maintenance Procedure Cards (MPC) that maintainers will use when conducting preventive and corrective maintenance.
083-1.9 Spare Parts, Tools, and Long Lead Materials: The spare parts, tools, and long lead materials fit into the following categories:
083-1.10 Initial Spare Parts: In order to cover the gap between the delivery of the boat and the time that the Coast Guard can begin to stock maintenance and repair parts, the Coast Guard requires initial spare parts to be delivered with the boats. The requirements for initial spare parts are addressed in Section 083-6.
083-1.11 Special Tools: Conducting maintenance may require the use of special tools and testing / diagnostic equipment, which are to be provided with the boat. The requirements for this equipment are addressed in Section 083-7.
083-1.12 Long Lead Time Materials: In order to cover the gap between the delivery of the boat and the time that the Coast Guard can begin to stock long lead time repair parts, the Coast Guard requires long lead time items to be available for purchase. The requirements for long lead time parts are addressed in Section 083-8.
083-1.13 The preservation, packaging, packing and marking of parts, tools and materials is addressed in Section 083-9.
