Business Support Systems Branch Business Support Systems Branch is responsible for technically supporting the ICE programs that fall outside the scope of the enforcement programs . These programs include CFO, OPA, OCR, T&D, OAQ, and others. One of the primary operational environments that BSSB is responsible for maintaining is the ICE Collaboration Tool (ICECT). This environment will be the focus of today’s presentation.
ICE Collaboration Tool (ICECT) Background The ICECT is a Microsoft Office SharePoint Server 2007 portal which was deployed in December of 2007 in an effort to improve the agency’s ability to communicate and share information.
The ICECT environment consists of a number of Microsoft Office Server products (MOSS 2007, OCS 2007, SQL Server 2005 EE, SQL Server Reporting, Integration, Analysis & Forms Services and other 3rd party applications), which provide a suite of collaborative capabilities to the service.
The ICECT is classified as a General Support System (GSS) which means that it has the capability of supporting applications and resources within it’s application boundary.
ICE Collaboration Tool Background (continued) The ICECT currently serves as both a collaborative portal for the service and as a .NET application hosting platform.
The ICECT currently provides reporting resources for various forms of data, both internal and external to the ICECT GSS. These resources include support for SQL reporting (supported in either integrated and/or native modes), business analytics, and reports utilizing SharePoint Integrated mode.
The ICE provides environments in support of development activities. These include virtualized development environments, Fully Qualified Testing (FQT) environment, and both a Production and Disaster Recovery environment. There is also an Independent Test environment managed by the ICE System’s Assurance Branch
ICE Collaboration Tool Background (continued) The ICECT GSS O&M task does NOT include any support requirements for hardware or infrastructure associated with the ICECT.
The following slides represent the majority of the tasks associated with the activities involved with supporting the ICECT and are grouped in the following categories;
Program/Project Management; Application Development; General Support System; and ICECT Site Support and O&M ICE Collaboration Tool Support
| In order to ensure the smooth overall operation of the task Program and Project Management will play a significant role in the necessary support activities of this task. These activities will include but not be limited to; |
| Coordination, oversight, planning, reporting, and administration of projects |
| Ensuring project completion on time and within budget that meets performance objectives |
| Provide status reports that include issues, accomplishments, and both current and future activities |
Program/Project Management
| Ensure smooth daily operations, accountability, and quality of service |
| Communicate with Government managers |
| Adhere to ICE security policies |
| Respond to ICE priorities |

ICE Collaboration Tool Support Application Development
| Provide on-going application O&M support (troubleshooting, change requests/enhancements, analysis, development, testing, SLM activities, etc.) for existing applications. |
| Provides support for new applications and the evaluation/assessment of 3rd party software. This activity will include but not be limited to; |
| Performing business process analysis |
| Application requirements gathering and analysis |
| Development and implementation of applications |

ICE Collaboration Tool Support General Support System The BSS is responsible for supporting the ICECT environment and ensuring that the associated applications and related resources are available and performing as required. At times this may require the expansion/addition of application/environmental resources within the ICECT GSS.
Additionally, changes to existing applications and environmental resource configurations are often necessary in order to ensure acceptable performance and are part of the services that the BSS provides.
ICE Collaboration Tool Support General Support System (continued) These activities include, but are not limited to;

| The evaluation of new technologies being recommended for the ICECT environment |
| Technical assessments of new and existing policies and their impact to the overall ICECT GSS environment |
| Technical architectural assessments and recommendations for application design, third party software and web parts, enhancements or additions to resources that will be utilized within the ICECT GSS environment |
| Analysis and recommendations for operational policies and governance as it relates to the ICECT GSS |
ICE Collaboration Tool Support General Support System (continued)
| As the environment matures additional activities related to the planning and migration of sites and applications that reside within the ICECT to the planned DHS Common Operating Environment (DHSCOE) will be necessary. These activities will include but not be limited to; Migration planning, participation in working groups supporting the interests of the ICE OCIO, development and modification of existing ICECT GSS resources and documentation. |

ICE Collaboration Tool Support ICECT Site Support and Operations & Maintenance
| The collaborative side of the ICECT is also supported by the BSSB. The activities associated with this function include; |
| Troubleshooting site problems |
| Addressing site permission concerns |
| Creating and configuring sites and sub sites |
| Assisting in the definition of site resources and requirements |
| Execution of site administrator support for numerous collaboration sites |
| Modification of site master pages and site definitions |
ICE Collaboration Tool Support ICECT Sites Support and Operations & Maintenance
| Development of basic InfoPath forms (basic refers to forms with no managed code) |
| Recovery of lost documents or site resources |
| Training (telephonic or electronic as necessary), etc. |

IDIQ
| Multiple-Award Indefinite Delivery / Indefinite Quantity with multiple task orders. At the time of solicitation, it is anticipated one unique task order will be priced out. |

| Additional task orders are expected to be awarded to other ICE Programs. The IDIQ awardees will be offered fair opportunity to provide proposals for these opportunities. |
Contract Basics
