A. The following exhibits from Attachment IV are hereby deleted: 2A, 3B, 3C, 3D and 3E.

B. The following questions and answers are hereby provided for informational purposes only:

1) As I look at the Exhibits I see an inconsistency, could you please clarify the following? Exhibit 2C – Page 8 and Exhibit 3D – Page 14 both list Flashlights, Cell phones, GPS and Night goggles. Can you please clarify whether these items are government furnished or contractor furnished equipment.

Answer: Exhibit 2D under facility states: Heartland Region and Exhibit 3D under facility states: Government does not furnish supplementary equipment. This means the equipment is furnished by the Contractor. See paragraph A of this amendment.

2) Because of the wide geographic area this solicitation represents and the volume of hours, it would be helpful if we had a key to the post numbers and the physical addresses of those posts. Is it possible to get that information?

Answer: No, this is security related information. This information will be provided upon contract award.

3) Does the Socio-Economic Plan count towards the 20 page limitation for Volume I?

Answer: Yes

4) After reviewing the subject RFP and attachments posted on the Federal Business Opportunities Website, I was unable to determine if there was a specific cut off date and time for questions from offerors concerning the RFP.

Is there a specific cut off date/time? We will work to get any questions we may have to you as soon as possible but I wanted to make sure that we were operating within the timeframes you have developed for this acquisition.

Answer: There is not an official cut-off time for questions at this time; however, it is highly recommended that questions be forwarded as soon as possible.

5) We believe the Response Date to be 2/22/08 at 1600 hours ET, will you confirm?

Answer: Correct 6) Are there any pre-bid meeting scheduled at this time, or future dates?

Answer: No

7) Paragraph 11.4 G The contractor is responsible for providing weapons transition training if the weapon platform required is different from the guards’ previous qualifications. What weapons are currently in use on this contract?

Answer: .38 caliber S&W revolver, 4” barrel 8) Paragraph 11.4-1 C.

“If an FPS Training Center is used to conduct range qualifications, the Contractor shall provide a list of serial numbers of Contractor provided firearms to be used for qualifications 48 hours prior to scheduled training and qualification to the FPS training center.” Is an FPS Training Center available to conduct range qualifications for the assigned guards? If so, at what location and what cost is this available to the contractor?

Answer: FPS does not have a training center available to conduct range qualifications.

9) Paragraphs 15.1-1; 15.2-2; Exhibit 2A; Exhibit 2D; Exhibit 3A: The communications requirements are somewhat confusing. Will the government provide access to government phone lines at each post, including Social Security offices manned by only one person? Does the Contractor need to provide cell phones for each post, even if government land lines are made available? It appears in addition to cell phones, 171 radios are also to be provided. Are these provided by the government or the contractor?

Answer: Some locations a government phone is available for the post. FPS will provide 171 radios, but the radios are not operational in certain areas. FPS has two cell phones available for official use only for two locations. The contractor will be responsible for a cell phone for each guard as per Exhibit 2D.

10) Exhibit 2B It appears one vehicle is required to be furnished for a post for patrol requirements. Which post is this vehicle intended for? It also appears this vehicle must be rotated out for maintenance weekly, and replaced with another vehicle, so are two vehicles required for this post?

Answer: The post location will be provided upon award of the contract. Per Exhibit 2B, “In the event the vehicle is required to undergo maintenance or repairs it will be replaced with another vehicle (SUV or sedan) from the company’s motor pool for a period no longer than is necessary to return vehicle into a serviceable condition.”

11) Exhibit 2C; Exhibit 3C; The uniform listing requires the contractor to furnish each guard with a Frame style cap, while it appears the government will be furnishing Baseball style caps for each guard. Is this true and each guard will receive both, or does the contractor furnish one or the other?

Answer: Exhibit 3C states under 1. Facility: The Government does not furnish uniforms. See paragraph A of this amendment.

12)

Exhibit 2C Please confirm NIJ II Body Armor is required for each guard?

Answer: NJJ IIA Body Armor is required for each guard as stated in Exhibit 2C 13) Exhibit 2C Please clarify if the Contractor is required to furnish each guard with both Boots and Shoes, or whether one or the other is required to be provided?

Answer: Both boots and shoes will be required.

14) Exhibit 2D; Exhibit 3D: It appears both the Contractor and the Government are to furnish flashlights and cell phones for each guard, and also both the Contractor and Government are to furnish a GPS for each vehicle, and Night Vision Goggles (2) for each building. Which is provided by who? If the contractor is to provide GPS and Night Vision Instruments, what are the specifications needed for each so we might provide what is required by the government?

Answer: Exhibit 2D under Facility states Heartland Region. Exhibit 3D under Facility states Government does not furnish supplementary equipment. This means the contractor is responsible for the supplementary items listed under Exhibit 2D. See paragraph A of this amendment.

15) We are requesting your permission to visit a number of the sites outlined in Attachments I, II, and III of the subject RFP; as well as identify the Points of Contact (CORs or COTRs) for these areas.

Answer: No site visits nor identification of Points of Contact (CORs or COTRs) will be permitted for security reasons.

16) In the RFP it says, 7.2.C “The Contractor shall provide the level of supervision sufficient to meet the Contract requirements”.

10.2 Contract Effort Required – Supervisory Hours

A. Specific hours of supervision will not be required under this Contract. Instead, the Contractor shall be responsible for providing a level of supervision sufficient to ensure effective performance by the productive security guards over the course of this Contract, as agreed to by the Government as part of the Contractor’s technical proposal and incorporated into the Contract upon Contract award.

B. In the event that the Government determines that the supervision provided by the Contractor is insufficient to effectively manage the security guards, the Government and Contractor shall meet to discuss the Contractor’s Supervision plan and ways in which the Contractor’s performance can be improved.

However, in the Attachments that list the posts and post hours, there are supervisors and supervisory hours assigned. Should we develop our own supervision plan as indicated in the RFP or should we build our plan using the hours listed in the attachments?

Answer: The supervisors on the exhibits are considered lead guards productive guards requested by a tenant agency. The Supervisory Hours under 10.2 refers to the amount of supervision for productive guards by the contractor.

17) In the RFP the language on Page 50 15.2-2 C 1-6 and Exhibit 2E page 10 is ambiguous with regard to whether an officer will take his weapon home or we will be provided with a secure area for the weapons to be kept between shifts. Can you please clarify?

Answer: Whether the guard takes his weapon home or will provided with a secure area depends on the location. If there are multiple posts at a location that require shifts, a secure area for the weapons to be kept between shifts would be provided. If it is a remote location with only one post, then the guard may be required to take the weapon home.

C. All other terms and conditions remain the same.
