1.0 Introduction

The Department of Homeland Security (DHS), United States (US) Immigration and Customs Enforcement

(ICE), Office of Enforcement and Removal Operations (ERO), is responsible for promoting public safety and national security by removing illegal aliens form the United States (U.S.) through fair enforcement of U.S.

Immigration laws.

ERO has a requirement for the procurement of forty (40) privacy phone booths (Booths) to be delivered to four

(4) facilities in the San Francisco Area of Responsibility (AOR). The facilities are Contra Costa County Jail

West (Contra Costa County, CA); Mesa Verde Detention Facility (Kern County, CA); Rio Cosumnes

Correctional Center (RCCC) (Sacramento County, CA); and Yuba County Jail (Yuba County, CA).

2.0 Scope of Work

2.1 General Scope

The scope of work covers the production and delivery of forty (40) Phone Booths. The contractor shall provide twenty-five (25) common booths, five (5) three (3) sided booths, and ten (10) ADA-Compliant booths to the following designated facilities:

2.2 Privacy Testing

Booths shall be constructed to provide sufficient privacy so that legal conversations/calls cannot be overheard by persons within the immediate area of the booths. Specifically, booths must only allow muffled sounds of conversations to be overhead by others i.e., without sufficient clarity to discern the caller’s words or language.

Privacy shall be afforded primarily by the physical characteristics of the booths.

The contractor shall test booths before delivery to ensure minimum sound travels from the interior to the exterior of the booth and each booth must:

Provide sufficient privacy, taking into account proper ventilation, so that calls made by detainees cannot be overheard by officers, facility staff, or other detainees;

Conform to the specifications in Specifications and Requirements.

3.0 Specifications and Requirements

3.1 Booth requirements:

3.1.1 Americans with Disability Act (ADA)

Compliance with ADA standards requires an adjustment to the width and depth for ten (10) booths. Booths constructed in accordance with ADA standards shall have the following measurements:

Common Booth - a doorway width that extends to 36”

Three-Sided Booth- side-panel depth extends to 48”.

Details such as steel member thickness, bolt size, anchors, etc., may be proposed by the contractor and are subject to approval by

ICE.

Pull weight may not exceed 5 lbs. In addition, the closing or swing speed of the door (from 90 degrees back to the magnets) should be no faster than 5 seconds.

3.1.2 Special Accommodations

Special accommodations shall be made to construction of the common booths allocated to RCCC. The five (5)

3-sided booths shall have the rear panel removed as to allow fitment over pre-existing phones at the facility.

The booths will be affixed to the wall (using the anchor points noted in the above chart), allowing it to act as the rear “panel.”

3.1.3 Design

Final design schematics (including exact dimensions) of the three booth categories above must be approved by

ICE in advance of production. Contractor shall provide the final design schematics to the designated ICE point of contact.

4.0 Period of Performance

Production and delivery of all forty (40) booths to the designated facilities must be completed within sixty (60) days of contract award. The contractor shall confirm with ICE and facility points of contact (POCs) exact delivery dates. Facility POCs may choose staggered delivery dates to accommodate facility operations and installation logistics.

5.0 Delivery

5.1 Delivery Conformation

Prior to delivery, the contractor shall confirm with the ICE Contracting Officer Representative (COR) and facility POCs:

Booth delivery format – fully assembled or unassembled.

Safe storage of booths – Contractors shall be responsible for holding/storing the booths until they are ready for installation at each facility.

The Contractor shall be responsible for ensuring that adequate packaging is used for the shipping of the booths (fully assembled or unassembled, based on facility requests). Packaging should meet the requirements, regulations and guidelines of the freight carrier and/or all other applicable laws and standards.

If storage is required before booth installation, the Contractor shall be responsible for holding/storing the booths and coordinate logistics with ICE POCs.

Upon delivery, freight must be inspected and delivery confirmed by ICE personnel.

5.2 Locations

Contractor shall deliver the booths to designated facilities as follows:
