Understanding and following Section L&M are the keys to developing a good proposal; a mutually beneficial goal for award Proposal Instructions –Section L of the RFP:

Award Government can award without discussions Award based on initial proposals can happen if the Government receives an offer that conforms with the solicitation and provides the greatest overall benefit to the Government, all factors considered Don't assume you can improve your position during discussions, there may not be discussions

Evaluation-Section M Evaluation Criteria Factors 1 & 2 are equally important Sub-Factors under Technical are also weighted Factor 1-Technical Staffing Plan/ Key Personnel Operations Plans Factor 2- Past Performance Price

Factor 1-Technical Sub-Factor 1 Staffing Plan/ Qualifications of Key Personnel Slightly more important than Sub-Factor 2 Sub-Factor 2 Operations Plans Transition Plan Case Management Plan Records Management Plan Communications Plan

Factor 2-Past Performance Minimum of three (3), Maximum of ten (10) Relevant Experience Quality of Services Effective Utilization of Resources Failure to provide 3 will result in a neutral rating

Evaluation Rating Scheme Technical/Past Performance Outstanding Good Satisfactory Marginal Unsatisfactory
